HomeMy WebLinkAboutAPRIL 24, 2017 t' Jeffersonville Parks Authority Monday April 24th, 2017, The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall,Jeffersonville, IN on April 24th, 2017. Members Present: Bill Burns, Larry Jordan, Mark Mupzer,Tracy Ames, Nathan Cross, Ron Ellis, Josh Kornberg and Ralph Scales. Also Present: Les Merkley and Paul Northam. Approval of Agenda I Director Northam tabled NB#1 and changed NB#3&4 to Riverstage Lawn Quote and Riverstage Alcohol Vending Member Kornberg made a MOTION to approve the amended agenda`or the April 24th, 2017 Parks Authority Board meeting,the motion was seconded by Member Ames. The motion PA'35ED on a vote of 6-0. Approval of Minutes Member Kornberg made a MOTION to approve the minutes from the March 27th, 2017 Parks Authority meeting, the motion was seconded by Member Scales. Motion PASSED on a vo`e of 7-0. OLD BUSINESS- 1) Burns-Workgroup Update Nachand Fieldhouse-We are well underway,there was a fieldtrip last month to see where we stand with the building. And there is a publi;:event next month to raise funds and awareness. Member Kornberg stated he was very excited about the public event and that he thought it was going to make a big splash. Member Munzer stated that if it's been awhile since you've been to Nachand it is eye opening to go there and see the shape that`t is in. Member Scales stated that to keep up with neighboring cities we need to bring the building back,to where it needs to be. Member Ellis stated that the council's concern was that if we put a million into the building now how long will it be before we will need to put another couple hundred thousand into it. Director Northam stated that there is always going to be upkeep but with what we are fixing now it should keep this building going for quite some time. 2) Northam-Abbey Road Update-We just need to sign the contract as it was approved at the previous meeting and was then misplaced. Abbey Road was in town last week and we covered electric, road closing and anything else we could think of. We are set for May 25th to 29th it starts at 12 and goes to 11 or 12 midnight. 3) Northam-Audio Visual Riverstage-Sounds Unlimited is currently being used but we wanted to make sure we are getting the best price so we contacted Access Louisville and Alpha Productions for quotes and Access said it's not something they do because they are too busy and Alpha productions was right in line with Sounds Unlimited so we decided to stay with Sounds UnlJ imited because we know what kind of work that they give us. i NEW BUSINESS- ' 1) Burns-WAC Deed-We finally got a copy of it but the way it drafted had consideration in to so we have to have a sales disclosure and we have Paul Ducksworth here today to sign the disclosure. Member Kornberg made a MOTION to approve the sales discosure for WAC,the motion was seconded by Member Ames. The motion PASSED on a vote of 7-0. 7 i 2) Northam-Riverstage Lawn Quote- Every year we send out a)request for quotes for mowing down at the Riverstage. This covers mowing, mulching, landscaping, plant-ing flowers and fall clean up. Grantline didn't respond, Belou Lawn Service came back with$29,970.00,Walnut Ridge came back with$28,391.95. So we went with Walnut Ridge for the contract. Member Kornberg made a MOTION to approve the contract for Walnut Ridge,the motion was seconded by Member Munzer. The motion PASSED on a vote of 7-0. i 3) Northam-Riverstage Alcohol Vending- In February we voted on choosing Cluckers and Big Four for events at Riverstage. There has been a new company that would like to become a city partner but so far we don't think we can make it happen. The current license doesn't allow it but a three way catering license would but in order to have this one company would have to be in charge and accept all of the liability with the other companies following their lead and so they would have to all agree to this and sign a new contract. 4) Northam-Vehicle Purchase-Redevelopment supports the purchase of the vehicle since we have taken over the bills on security and maintenance at WAC. We have priced the vehicle at two places Coyle $35032.00,Carriage Ford$30,176.00 and want to go with thet vehicle at Coyle for$35032.00 as it has an enclosed bed with shelving that will help to keep the parks equipment secure. 5) Northam-Concessionaire Update- Dogs on the Run will no longer be manned by Tim so we will be sending out an RFP for next year's concessions. Member Kornberg asked what locations we would be including in the RFP for the concessions. Director Northam stated it would be Vissing,the Aquatic Center, Special Events and the Ice Rink. 6) Northam-Black Diamond Contract- Currently there are nine locations that we have treated and in the past have used another vendor but we prices Black Diamond and they were significantly less so we are moving five of the nine locations to Black Diamond and will price all of them again next year. Member Kornberg made a MOTION to approve the Black Diamond contract,the motion was seconded by Member Jordan. The motion PASSED on a vote of 8-0. 7) Northam-Ricoh Copier Update-What we do know is that we have an old copier at Nachand that needs replaced and we need a copier here at WAC so they have given us a price on doing everything that we need but I think I'm going to have them just price what we cuf�rently need so I'll bring that number back to the board next month. 8) S.Simpson-Riverstage Contracts-3 Way Racing(Tri It Timing --ompany), Disguises(Beauty and the Beast Costumes), Michael Tyler(Jeff Goes Country Band), Riverstage Bands;The Devonshires, Rumors,Those Damn Torpedoes, Doo Wop All Stars. From Paris, Brutally Hardsome,Turning Point Band, Lefty and the Lunatics, Full Contact Karaoke and Wax Factory. Member Jordan made a MOTION to approve all of the Riverstage Contracts,the motion was seconded by Member Kornberg. The Motion PASSED on a vote of 8-0. DIRECTOR'S REPORT i 1) Managers Report- Tim McCoy-Mowing has started at the 51 properties and 8 of the 10 mowers have been gone through and repaired. We did the Tree Walk and handed out 40 treesto the public. Also New Washington wants to donate to Wolter Park to plant flowers so we are looking into that. Dave Simpson- Since the last meeting we have secured anotper$46,00.00 in sponsorships with a lot of it going to Abbey Road. I r t Sara Simpson-The schedule at the Riverstage is complete and today the Riverstage has arrived. The Easter Egg hunt was a huge success and the all the kids had a great time. Member Ellis asked when there is an event with inflatables how do we cover the insurance or,that?Sara responded that the inflatable company covers the liability on the inflatables. ) Donnie Poole-Hopefully floods are done for the year but we are continuously fighting drift wood on the river banks.And I can't say enough for our guys they did a great job on the cleanup from Thunder. Nikki Lurding-We had 19 Bunco players in March at Ken Ellis and averaged 32 players for bingo. We are knee deep in summer hiring but there is still a lot to get done. We are going to have to start talking about a new play feature at budget time. Dawn Spyker-For Abbey Road they are planning an art engagement with a Giant Yellow Submarine paint by numbers for everyone to enjoy. There is also a new leaflet for Jeff Happenings that has come out. 2) Paul Northam Director Report-AML is coming back to fix theisiding on the original building. Riverstage is going to need repairs this year,the paint is chipping and the gutter is leaking. The boat race may have gone away for this year but we may have replaced it with a fishing match. We will talk more on that later because it's for the Fall of 2018. Carol from Claysburg wants to do banners that recognize important people from Jeffersonville. 3) Matt Gullo-Reduced the contingency fund to zero. Member Kornberg made a MOTION to approve the reduction of the WAC contingency fund to zero,the motion was seconded by Member Ames. The motion PASSEL on a vote of 8-0. REPORTS AND COMMENTS- 1) Parks Attorney Report-None 2) Public Comments- None 3) Parks Authority Member Comments- Mark Munzer-Thank you everyone for all the hard work on Thunder. Bill Burns- Lisa Gill asked if we could look into a slide at Endm)n Park to be handicapped accessible the first step is too high from children with braces to reach the step. Can we add a step to lessen the length? Director Northam stated he would stop and take a look at the slide and see what can be done.
