OF JEFFERSONVILLE, INDIANA
MAY 1, 2017
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, May 1, 2017.
Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Councilperson
Ellis gave the Invocation and Council President Gill asked those in attendance to recite the Pledge of
Allegiance.
ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson
Zastawny, Councilperson Jahn, Councilperson Hawkins, Council President Gill, Councilperson Ellis, and
Council Vice President Samuel. Councilperson Maples and Councilperson Owen were absent from the
proceedings.
MINUTES TO BE APPROVED:
Minutes from the Council Regular Proceedings April 17, 2017—Councilperson Jahn made a motion to
APPROVE the minutes with Councilperson Hawkins seconding, PASSING on a vote, 7-0.
APPROVAL OF THE AGENDA:
Councilperson Ellis made a motion to APPROVE the agenda with the stated changes with Councilperson
Jahn seconding, PASSING on a vote, 7-0.
CLAIMS TO BE APPROVED:
Heather Metcalf, Controller presented the General Claims List. There is one claim that will be reduced
as it had a late fee that will be taken off. The new total is $2,298,071.45. Council President Gill stated
there are some claims that still need signatures. Councilperson Jahn made a motion to APPROVE the
General Claims with Councilperson Zastawny seconding, PASSING on a vote, 7-0.
Heather Metcalf, Controller presented the Parks Claims List. Councilperson Zastawny made a motion to
APPROVE the Parks Claims with Councilperson Jahn seconding, PASSING on a vote, 7-0.
REPORT OF THE CLERK:
2017-OR-19 needs to be resigned as a child got ahold of the Ordinance and drew on it. Clerk Conlin will
pass that around now.
UNFINISHED BUSINESS:
1. LISA GILL-Heather Metcalf—2017-OR-20 An Ordinance of Additional Appropriation (PUBLIC
HEARAING 5/15/17)—City Controller Metcalf presented 2017-OR-20. She will check to make
sure these amounts reflect those that will need to be paid out at the 80/20% rates from the
General Fund. This is for potential buyback. Some may choose to have the ime off and some
may choose to be paid out. This total is close to $100,000 for the accrued benefits.
Councilperson Jahn made a motion to APPROVE 2017-OR-20 on the first and second with
Councilperson Zastawny seconding, PASSING on a vote, 6-1 with Councilperson Samuel
seconding.
2. Lis Gill-Heather Metcalf—2017-OR-21 An Ordinance Transferring Certain Funds within the
Same Department(PASSED ON 1ST AND 2ND READING 4/17/17)—Councilperson Jahn made a
motion to APPROVE 2017-OR-21 on the third and final reading with Councilperson Ellis
seconding, PASSING on a vote, 7-0.
3. Lisa Gill -Kim Calabro—2017-OR-22 An Ordinance Amending Ordinance 2016-OR-64 Fixing the
Salaries of Appointed Officers and Employees for All Departments of the City of Jeffersonville
for 2017 (PASSED ON 1ST AND 2ND READING 4/17/17)—There have been no changes from the
last meeting. Councilperson Jahn made a motion to APPROVE 2017-OR-22 on the third and final
reading with Councilperson Samuel seconding, PASSING on a vote, 7-0.
NEW BUSINESS:
1. Lisa Gill—2017-R-4 A Resolution Approving the Collective Bargaining Agreement Between the
City of Jeffersonville and the Jeffersonville Firefighters I.A.F.F. Local 558—Council Attorney
Larry Wilder presented 2017-R-4. Councilperson Hawkins said he would like to thank those that
negotiated with the Council on this, they were always very respectful even when the two sides
did not see eye to eye. Councilperson White stated he would think that with this Resolution it
would be appropriate to wait until the full Council was available to vote. Councilperson White
made a motion to TABLE 2017-R-4 with Councilperson Jahn seconding, PASSING on a vote, 5-2
with Councilperson Zastawny and Councilperson Samuel voting against the motion to table.
2. Lisa Gill—Parks Authority Presentation—See video for comments and presentation from 16:20
—57:30.
3. Lisa Gill—Sarah Green 2017-OR-23 Ordinance Amending Ordinance 2016-OR-11 Which
Amends Ordinance 2006-OR-14 The Ordinance Regulating the Treatment and Keeping of
Domestic, Dangerous,and/or Vicious Animals within the City Limits of the City of
Jeffersonville—This amendment will allow a residence to only keep 5 chickens and no roosters.
Those who already have more than this will be grandfathered in. There are a couple of
properties that this will effect. Councilperson Zastawny made a motion to APPROVE 2017-OR-
23 on the first reading with Councilperson Hawkins seconding, PASSING on a vote, 6-1 with
Councilperson Jahn voting against.
4. Lisa Gill—Sarah Green—Quotes for Animal Shelter—Animal Shelter Director Sarah Green
presented two quotes. Councilperson Hawkins as what has prompted the need for the
additional security,there was an incident recently where a gun was pulled and they are
constantly involved in court cases some that last for months. Councilperson Zastawny asked if
there was anything else the Shelter needed for safety, the Council wants to make sure all of the
City Employees are safe. Ms. Green stated there is some room for improvement with lighting in
the back. Councilperson Zastawny asked City Controller Metcalf to prepare and additional
appropriation for the next Council Meeting.
5. Lisa Gill—Les Merkley—Resolution describing the Arts District Proposal—This is to be able to
secure funding for the Arts and Cultural District. Councilperson Samuel made a motion to
APPROVE 2017-R-5 with Councilperson Jahn seconding, PASSING on a vote, 7-0.
6. Lisa Gill -Les Merkley—PUBLIC HEARING 2017-OR-24 An Ordinance Amending the City of
Jeffersonville 2035 Comprehensive Plan Which Updates the Future Land Use Map—City
Attorney Les Merkley turned it over to Planning and Zoning Director Nathan Pruitt. This doesn't
change the zoning of any property. Defines where things are going to be in the future. SH what
is the difference between single and multi? Councilperson Jahn motion to APPROVE and
revoked her motion. Councilperson Hawkins made a motion to TABLE with Councilperson
Zastawny seconding, PASSING on a vote, 7-0.

Councilperson White—Nothing at this time
Councilperson Zastawny—Nothing at this time.
Councilperson Jahn—Nothing at this time.
Councilperson Hawkins—In spite of his taste in baseball, Councilperson Hawkins would like to see
Councilperson Maples return soon. Also thank you for the support in tabling 2017-OR-24.
Councilperson Ellis—There is going to be a community meeting addressing addiction and everyone is
invited. It will be May 91h at the CAST building. The Clerk's Office will upload the flyer to the FaceBook
Page.
Council Vice President Samuel—He saw Councilperson Maples today and he looked good, said he would
be there a little longer.
Council President Gill—Thank you to everyone for their work at Thunder and keeping the Community
safe. Also Stephanie Miller from the Street Department emailed and needs to purchase dumpsters and
needs approval since it is over$5000. Councilperson Samuel made a motion to APPROVE with
Councilperson Hawkins seconding, PASSING on a vote, 7-0

Councilperson Samuel made the motion to ADJOURN and the meeting adjourned at 8:27 P.M.
