OF JEFFERSONVILLE, INDIANA
April 17, 2017
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, April 17, 2017.
Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Councilperson
Ellis gave the Invocation and Council President Gill asked those in attendance to recite the Pledge of
Allegiance.
ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson
Zastawny, Councilperson Jahn, Councilperson Maples, Councilperson Hawkins, Council President Gill,
Councilperson Owen, Councilperson Ellis, and Council Vice President Samuel.
MINUTES TO BE APPROVED:
Minutes from the Council Regular Proceedings April 3, 2017—Councilperson Samuel made a motion to
APPROVE the minutes with Councilperson Jahn seconding, PASSING on a vote, 9-0.
APPROVAL OF THE AGENDA:
Councilperson Owen made a motion to APPROVE the agenda with the stated changes with
Councilperson Jahn seconding, PASSING on a vote, 9-0.
CLAIMS TO BE APPROVED:
Heather Metcalf, Controller presented the General Claims List. There is a contract for Eriks Complete
Lawncare that still needs to go through BPW. That will be held until that step is completed.
Councilperson Samuel made a motion to APPROVE the General Claims with a contingency that the Erik's
Lawn Care claims be held until there is a legal contract. Councilperson Ellis seconded, PASSING on a
vote, 9-0.
Heather Metcalf, Controller presented the Parks Claims List. Councilperson Owen made a motion to
APPROVE the Parks Claims with Councilperson Samuel seconding, PASSING on a vote, 9-0.
REPORT OF THE CLERK:
Nothing at this time.
UNFINISHED BUSINESS:
1. LES MERKLEY—2017-OR-18 An Ordinance Approving Non-Reverting Fund for Rehabilitation of
Nachand Fieldhouse—City Attorney Les Merkley presented 2017-OR-18. There have been no
changes. Councilperson Jahn made a motion to APPROVE 2017-OR-18 on the third and final
reading with Councilperson Owen seconding, PASSING on a vote, 9-0.
2. Heather Metcalf—2017-OR-19 PUBLIC HEARING Ordinance of Additional Appropriation
(Passed on ist and 2nd 4/3/17)—City Controller Heather Metcalf presented 2017-OR-19. There
have been no changes since the last meeting. Council President Gill opened the Public Hearing
at 7:07 PM and as no members of the community came forward to speak for or against the
matter the Public Hearing was closed. Councilperson Samuel made a motion to APPROVE 2017-
OR-19 on the third and final reading with Councilperson Jahn seconding, PASSING on a vote, 9-
0.
NEW BUSINESS:
1. Lisa Gill—Update from Clark County Airport—Jim Baker, President of the Board introduced the
update. They are here to talk about the $750,000 for the runway extension project. FAA
provided 90%, State of Indiana was 2.5%and the last 7.5% had to be provided locally. Mr. Baker
introduced John Secor to provide the update. The airport asked for contributions from all of the
surrounding towns and the Town of Sellersburg was the only town who did not contribute to the
project. The money is all at New Washington State Bank. Currently there is a 5500 feet runway
and they will be adding an additional 1500 feet of runway. This will allow large aircraft to utilize
this airport. If we ever get highway 60E to bring commerce straight to the airport. This will help
bring great things for Clark County and Jeffersonville. The end of next month starts the
schedule. 2018-2022 capital improvement update to the Airport. Some would have liked to
start last fall however the end date wouldn't have changed. Phase 1 Tuesday May 30th is the
start date for the completion of the project. Monday June 5-July 5 is phase 2. July 5-July 7
removing the pavement. July 7th—is the relaying of pavement. Phase 5 is November 30th. The
last 1500 will not be open until 2018 (it will just be there just for an extra precaution).
Councilperson Zastawny asked if for Phases 1-5 all of the contracts signed and they are. Council
President Gill thanked the airport and said she appreciated them coming and bringing an
updated.
2. Heather Metcalf—2017-OR-20 An Ordinance of Additional Appropriation (Public Hearing Mary
1,2017)—This is for Planning and Zoning vacation time buyback. This was an oversite in their
budget. The Council agreed they would like to see a list of what it would cost for the whole City
for the buybacks and agreed to table until next meeting. Councilperson Owen made a motion to
TABLE 2017-OR-20 with Councilperson White seconding, PASSING on a vote, 9-0.
3. Heather Metcalf—2017-OR-21 An Ordinance Transferring Certain Funds within the Same
Department—This is for the Street Department. They will do hams and turkeys for the
employees around the holidays and if the weather is bad and the employees are out working
they will sometimes provide breakfast and coffee. Councilperson Jahn made a motion to
APPROVE 2017-OR-21 on the first and second reading with Councilperson Maples seconding,
PASSING on a vote,9-0.
4. Kim Calabro—2017-OR-22 An Ordinance Amending Ordinance 2016-OR-64 Fixing the Salaries
of Appointed Officers and Employees for All Departments of the City of Jeffersonville for 2017
—Human Resources Director Kim Calabro presented 2017-OR-22. Under the Building
Commissioner a position is going from Part time to Full time. There will be two new laborers for
the Street Department. Councilperson Ellis said the Street Department does a terrific job with
the least amount of workers. The City is growing. It is also important to give them equipment
that is in good shape to complete their jobs. Councilperson Samuel made a motion to APPROVE
2017-OR-22 with Councilperson Zastawny seconding. Councilperson Owen asked if any other
changes were on the radar and reminded the Council that initially they said they would only
entertain new positions during budget hearings. As a motion and second had been made the
Council voted, PASSING 2017-OR-22, 9-0.
5. Heather Metcalf—Jeffersonville Redevelopment Report—TIFF Annual report—City Controller
Heather Metcalf presented the Jeffersonville Redevelopment Report. It just needs to be
accepted in. Councilperson Zastawny made a motion to ACCEPT the report with Councilperson
Jahn seconding, PASSING on a vote,9-0.

Councilperson Maples—Welcome to Councilperson Ellis.
Councilperson Hawkins—The field house tour was very informative. Not sure what will happen in the
end but it will be done. Also thank you to John Secore for coming in, he learned more about the project
than he has in the past.
Councilperson Owen—Welcome back to Councilperson Ellis. Thank you to everyone who came out to
the Fieldhouse. The Fire Department has been going to assist neighboring communities and is doing a
great job. Also we are preparing for Thunder which is a major undertaking.
Councilperson Ellis—Thank you for the welcomes. Looking forward to working with everyone to make
this City a litter greater than it already is. He is looking forward to a wonderful time.
Council Vice President Samuel—Welcome back to Councilperson Ellis.
Council President Gill—Welcome back to Councilperson Ellis. They were in here on Thursday getting
him situated and getting him access that he would need. Thunder is this weekend. Thank you to the
Police Department for all of their work with this. Make sure to remain patient.
