OF JEFFERSONVILLE, INDIANA
April 3, 2017
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, April 3, 2017.
Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby
Campbell gave the Invocation and Council President Gill asked those in attendance to recite the Pledge
of Allegiance.
ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson
Zastawny, Councilperson Jahn, Councilperson Maples, Councilperson Hawkins, Council President Gill,
Councilperson Owen, and Council Vice President Samuel.
MINUTES TO BE APPROVED:
Minutes from the Council Regular Proceedings March 20, 2017—Councilperson Owen made a motion to
APPROVE the minutes with Councilperson Samuel seconding, PASSING on a vote, 8-0.
APPROVAL OF THE AGENDA:
Council President Gill stated number 10 from the agenda would need to be removed as they will be
coming to the April 17, 2017 meeting. Councilperson Owen made a motion to APPROVE the agenda
with the stated changes with Councilperson Jahn seconding, PASSING on a vote, 8-0.
CLAIMS TO BE APPROVED:
Heather Metcalf, Controller presented the General Claims List. Councilperson Zastawny made a motion
to APPROVE the General Claims with Councilperson White seconding, PASSING on a vote, 8-0.
Heather Metcalf, Controller presented the Parks Claims List. A Claim in the amount of 1250 will be
pulled. It is the full amount for a train that will be used in November and it should be held off on in case
something happens. The deposit will still be made to hold the spot but the remainder of the balance
will not be paid until it is due. Councilperson Samuel made a motion to APPROVE the Parks Claims with
the changes noted and Councilperson Zastawny seconded, PASSING on a vote, 8-0.
REPORT OF THE CLERK:

UNFINISHED BUSINESS:
1. Heather Metcalf-2017-OR-13 An Ordinance of Additional Appropriation (Public Hearing
April 3,2017) (PASSED on 1st Reading 3/6/17 AND 2ND READING 3/20/17)—City Controller
Heather Metcalf presented 2017-OR-13. There has been no changes since the last meeting.
Council President Gill opened the Public Hearing at 7:06 PM and closed Public Hearing as no
members of the community came forward to speak for or against the matter. Councilperson
Owen made a motion to APPROVE 2017-OR-13 on the second reading with Councilperson White
seconding, PASSING on a vote, 8-0.
NEW BUSINESS:
1. Lisa Gill—Update from Clark County Airport—Removed from agenda during Approval of Agenda.
2. Nathan Samuel - Public Arts Commission Budget—City Controller Metcalf stated this money is just
being put in the correct lines now. Council President Gill stated that Dawn Spyker is aggressively
going after grants that are available now that she is on staff. Councilperson Samuel pointed out
that the Marina sculpture is actually a Redevelopment project but the funds are now being put in
her budget. Councilperson Zastawyn made a motion to ACCEPT the document as presented with
Councilperson Owen seconding, PASSING on a vote, 8-0.
3. LES MERKLEY—2017-OR-18 An Ordinance Approving Non-Reverting Fund for Rehabilitation of
Nachand Fieldhouse—City Attorney Les Merkley presented 2017-OR-18. This would establish a
non-reverting fund for the needed repairs of the Nachand Fieldhouse for donations and money
raised to be deposited into. Councilperson Owen stated there is a subcommittee of the Parks
Authority that has met over this and they would like to go on a trip to the fieldhouse to show the
Council what is being discussed. They would like for this to be a community project. Councilperson
Hawkins asked if an assessment has already been completed and it has. It was discussed the
amount of money that has previously been put into the fieldhouse and whether it was time to look
at other options. Not to get rid of the facility but if it made sense to keep rehabbing it or if it would
be more financially sound to look at a different location. Councilperson Jahn asked if the 1.5
million number would rehabilitate the Fieldhouse to a point where it would be okay for a while and
it should. Councilperson Hawkins made a motion to APPROVE 2017-OR-18 with Councilperson
Jahn seconding, PASSING on a vote, 8-0.
4. Heather Metcalf-2017-OR-19 An Ordinance of Additional Appropriation—City Controller Heather
Metcalf presented 2017-OR-19. This is for the Community Crossings grant. Councilperson Owen
made a motion to APPROVE 2017-OR-19 with Councilperson White seconding, PASSING on a vote,
8-0.

Councilperson White—Nothing at this time.
Councilperson Zastawny—Nothing at this time.
Councilperson Jahn—There was a great community meeting she attended in Oak Part. She wanted to
thank Bill Dixon from Engineering for being there and Assistant Chief McVoy. Also Happy Easter since
the Council will not meet again before Easter.

APRIL 3, 2017
Councilperson Maples—Nothing at this time.
Councilperson Hawkins—He is curious about the House Bill that could affect the City's LOIT Funding.
Clerk Conlin provided Council President Gill with an update on that Legislation.
Councilperson Owen—He had asked for an Executive Session with the Parks Authority but now it seems
as though there isn't a need for one. The Parks Authority President will come and present at a Council
Meeting.
Council Vice President Samuel- In regards to the side walk projects that have been discussed in the past
he would still like a pad with a bench and a base for moveable art. An RFP for the Utility Box Project will
be going out Wednesday of this week and this is the last call for any suggestions for this project. Also
Thursday night will be the dedication of the Art at the Flood Wall. Additionally Meredith Rodriquez is
here and he would just like to take a moment and publically recognize her.
Council President Gill—Engineering does a two year sidewalk plan, now is the time to get with Andy
Crouch if there are places in your district that need addressed. We are trying to make the City more
walkable. Also she will be sending the list of roads that needs to be paved out soon.
