COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
JULY 5, ~989
The Common Council of the City of Jeffersonville, Indiana met
in regular session in Council Chambers, in the City-County Building in
Jeffersonville, Indiana, on the 5th day of July 1989, at 7:30 o'clock
P.M.
The meeting was called to order by Mayor Dale Orem and C.
Richard Spencer Jr. at the desk.
Mayor Orem asked all those present to stand and pledge
allegiance to the flag.
The roll was called and those present were: Councilmen
Carter, Caldwell, Grooms, Harrod, Perkins, and Williams.
Absent: Councilman Waiz.
Mayor Orem presented the minutes of the meeting of June 17,
1989 for consideration by the Council. Councilman Carter asked that on
page t, paragraph 6 the minutes be corrected read "to B-2 Service".
Council President Harrod made the motion to approve the minutes as
corrected, seconded by Councilman Carter and carried unanimously.
Clerk and Treasurer Spencer presented the register of claims
as well as one additional claim that was explained. Councilman Perkins
made the motion to approve the claims as presented as well as the
additional claim, seconded by Council President Harrod and carried
unanimously.
Mayor Orem introduced Ordinance No. 89-OR-35, An Ordinance
Amending The Comprehensive Zoning Plan For The City Of Jeffersonvitle.
City Attorney Filer explained the need for this Ordinance and answered
questions. Councilman Perkins made the motion to suspend the rules on
Ordinance No. 89-OR-35, seconded by Council President Harrod and
carried unanimously. Councilman Perkins then made the motion to pass
Ordinance No. 89-OR-35 on all three readings, seconded by Council
President Harrod and unanimously approved.
City Attorney Filer informed the Board all attorneys involved
in the lease with the Hughes Group for the riverfront feel fairly close
to a lease. An informal meeting with the Council will be held and there
will be a public meeting on July 19, 1989 at 7:00 P.M., in Council
Chambers.

Councilman Perkins introduced Ordinance No. 89-OR-36, A
Special Appropriation Ordinance, (Police SalarieS, Police Other Garage &
Motor, Police Radio & Communication Equipment, and Building Commission
Computer Software, Hardware, Training, Travel, Etc.). Questions were
answered by Police Chief Harrod and Clerk and Treasurer Spencer.

Councilman Perkins made the motion to suspend the rules for Ordinance
No. 89-OR-36, seconded by Council President Harrod and carried
unanimously. Councilman Perkins made the motion to pass Ordinance No.
89-OR-36 on all three ~eadings, seconded by Council President Harrod
passing with the following roll call vote:

Councilman Grooms then made the motion to pass Ordinance No. 89-OR-87
on the first and second reading, seconded by Councilman Williams. The
motion failed with a 2-4 vote. Councilmen Harrod, Caldwell, Carter, and
Perkins voted against this Ordinance.
Councilman Grooms then introduced Ordinance No. 89-OR-38, An
Ordinance Transferring Certain Funds Within Same Department (Sanitation
Department for a total of $27,000). Councilman Grooms asked the
Council's cooperation in making this transfer as the services have been
received. Councilman Grooms made the motion to suspend the rules for
Ordinance No. 89-OR-38, seconded by Councilman Williams. The motion
failed on a vote of 2-4. Councilman Grooms made the'motion to pass
Ordinance No. 89-OR-38 on the first and second readings, seconded by
Councilman Williams, failing on a vote of 2-4. Councilmen Harrod,
Caldwell, Carter, and Perkins voted negative. Mayor Orem asked the
Council what their pleasure is regarding garbage collection. There was
discussion to have an executive session or a Republican Causus. Council
President Harrod stated he will not discuss this again as it has been
voted down twice. Following other discussion, Mayor Orem asked if there
was a proposal and asked for leadership. He has asked for a plan and

Officer Gelbach.
Councilman Catdwell inquired when street paving would start
and was informed major paving by a private company would start July 17,
while the City crews would start as soon as weather permits. Councilman
Caldwell has received complaints of speeding on Hopkins Lane, Colonial
Park Drive and Rhonda. He has also received a request for a street
light for a new business at the corner of 8th and Ewing Lane. Mayor
Orem stated there is a light at that intersection and to keep in mind
what happens when lights are placed close together. Councilman Caldwell
complimented Mayor Orem on his choice of Lee Hemingway as Street
Commissioner as he is doing an excellent job.
Councilman Carter attented a budget siminar in Nashville,
Indiana that was conducted by the State Board of Accounts and found it
very informative.
Councilman Williams has been approached by Chief Collins with
questions regarding the 1990 budget in the area of annexation, merit
raises, new hires, phone service, etc. General discussion was held and
the Council will have to be sensitive due to reassessment.

rules for Ordinance No. 89-OR-40, seconded by Councilman Grooms and
carried unanimously. Councilman Carter made the motion to pass
Ordinance No. 89-OR-40 on all three readings, seconded by Councilman
Williams, passing with the following roll call vote:

Council President Harrod stated he is not accusing Mayor Orem

make sure in his mind everything is right.

Mayor Orem thanked those 4 Councilmen that "stuck to their
guns" regarding the B.F.I situation hoping they know what they are
doing. Most cities are trying to get out of the garbage business and
this Council is trying to get back in. We have had a very prosperious
and productive 6 years around here. Everything we attempt to do it
seems there is always a reason why it should be done another way, and we
need to reach harmony. This is almost sinfull to the taxpayer of this
community to have a team, three of which are City employees, fight
progress. We need to keep our tax rate down and the employees need to
make as much money as they can. We have been in disagreement regarding
B.F.I., but we won't sit down and discuss it. With reference to the
sanitation budget for 1990, Mayor Orem stated he hopes the Council takes
into consideration all the expenses of running trucks, such as blown
tires, wrecker bills, etc., and that a wise decision is made. He wishes
this for the citizens of Jeffersonville, not for himself, he has made
mistakes because he is doing more, being proud for the things that have
been accomplished. Jeffersonville is an outstanding City in Indiana,
but not because of this Council.
There being no further business to come before the Council
Councilman Perkins made the motion to adjourn at 9:20 o'clock P.M.,
seconded by Councilman Catdwetl and carried unanimously.
