The meeting was called to order by Council
and C. Richard Spencer Jr. at the desk.
Council President Harrod asked all those present to
pledge allegiance to the flag.
The roll was called and those present were:
Carter, Caldwell, Grooms, Harrod, Perkins, and Waiz.
Absent: Councilman Williams.
Council President Harrod presented the minutes of the meeting
of April 3, 1989 for consideration by the Council. Councilman Perkins
made the motion to approve the minutes as presented, seconded by
Councilman Carter and carried unanimously.

Councilman Caldwell introduced Ms. Kathy Olin, a resident of
Mellwood Subdivision, who along with several of her neighbors explained
a problem they are having with a pit bull dog. Ms. Olin has had two of
her dogs attacked, one having to spend a week in the hospital. This dog
gets out of a f~nced Yard and chases dogs and children and the neighbors
would like to see something done before it is too late and a child is
harmed. The group has filed a complaint with the Prosecutor's Office,
however they would like to see a stronger Ordinance concerning animal
control. Ms. Olin left copies of sample Ordinances from the City of
Louisville, and Jefferson County. Council President Harrod will call
the shift commander of the Police Department at the close of the meeting
to ask for help for the neighborhood, and the Council will start the
process to pass a stronger Ordinance. Police Officer Jim Craig was in

who spoke on the need for up to $12,000 for schooling and software for
his office. Before this could be implemented in his office he would
need to get form approval from the State Board of Accounts. At this
point he is asking the Council if he should start the procedures to get
this approval with the goal of implementing the program next year.
Following all discussion Councilman Caldwell made the motion to allow
Commissioner Scales to continue the steps to get the necessary approval,
seconded by Councilman Grooms and unanimously passed.
Council President Harrod introduced Mr. Steve Mullins, the new
owner of the 7th Street Pub formerly known as Peppers, that is located
at the corner of ?th and Watt. Mr. Mullins questioned the legality of
Resident Parking Only signs stating he thought the streets belonged to
the public. Councilman Grooms stated this was checked approximately 5
years ago and at that time it was legal. Mr. Mullins understands the
$50 charge for Resident Parking Only is to help cover the cost of the
sign and installation. He has signs that read 7th Street Pub Parking
Only and requests permission to install these on Watt and 7th. Clerk
and Treasurer Spencer stated he had addressed the Board of Public Works
and Safety earlier in the week about the current parking problem that
will be greatly intensified when construction is started on the new jail
suggesting the City think about constructing their own parking lot.
City-County Building employees are now parking along 7th and Watt and
they don't realize they are taking up customer parking. Mr. Mullins
request is that if residents have the opportunity to control the parking
in front of their homes, a businessman should have the same opportunity.
Councilman Caldwell thanked Mr. Mullins for his input stating he does
have a valid request. Mr. Mullins will take his problem to the Board of
Public Works and Safety.
Building Commissioner Scales, in the absence of Councilman
Williams, introduced Attorney David Nachand who spoke to the Council

regarding the rezoning of Buttonwood Subdivision from M-1 to B-2. Many
of the Councilmen were concerned that this area should be rezoned to
Residential now feeling that in the future if the current developer was
no longer involved, the area could be used for other than residential.

John Palmer who spoke on behalf of Ordinance No. 89-OR-18, An Ordinance
Transferring Funds Within The Same Department. Following all
discussion, Councilman Perkins made the motion to suspend the rules on
Ordinance No. 89-OR-18, seconded by Council President Harrod and
carried unanimously. Councilman Perkins then made the motion to pass
Ordinance No. 89-OR-18 on all three readings, seconded by Councilman
Carter with the following roll call vote being recorded:

Nays: None.
Councilman Perkins introduced
Ordinance No. 89-OR-19, An
Ordinance Establishing Bidding Procedures And Purchasing Agent For The
City Of Jeffersonville. Section 2 of the Ordinance as presented was
discussed with the result being to delete the last word bid, and add
quotes, minimum of three (3) requested. In Section 3 it was agreed upon
to change from five hundred dollars to fifteen hundred dollars.

Commissioner Scales informed Councilman Caldwell this is in final draft
and will be included in the next Council packet for consideration at the
May 1, 1989 meeting.
Councilman Carter has received calls regarding holes in the
alley behind the 300 block of East Charlestown Avenue. Commissioner
Scales will check the status of this.

Councilman Waiz has received complaints of a mess behind Court
Avenue and Charlestown on the easement. He has suggested the neighbors
get together and cooperate to get the mess cleared up and the City will
haul it away. If this is on the easement it is the owner's
responsibility to clean it up.
Councilman Grooms initiated discussion regarding giving the
Arts Council $5,000 for the Riverfront Festival. This claim will be
submitted for Council approval at the next meeting. Councilman Grooms
asked if there would be interest to have KIPDA meet with the Council to
get input regarding future annexation, roads, etc. for the next few
years. He would like to see the City use KIPDA more. Commissioner
Scales recently attended a KIPDA meeting and asked they redo their
population figures. All were in agreement to have Councilman Grooms
arrange such a meeting.
The next special Council meeting will be Monday, April 24,
1989 at 7:30 P.M. in the Mayor's Conference Room. The subject of this
meeting will be the riverfront.
Councilman Harrod reminded the Council, former Councilman
Shrewsberry had left him in charge of the project to honor former Mayor
Vissing. The renaming of Court Avenue to Vissing-Court Avenue was
discussed. This brought up many comments about the problems involved by
businesses in renaming a street. Councilman Grooms suggested renaming a
