HomeMy WebLinkAboutJAMUARY 9,2017 Historic • • n Commission MINUTES The Jeffersonville Historic Preservation Commission met for a regular meeting Monday,January 9,2017,in the Building Commissioner's conference room of Jeffersonville City Hall. ROLL CALL HPC president Jan Paddocks called the meeting to order with roll call. Members present,including president Jan Paddocks,included Ed Siewert,Lisa Green,Jill Schimpff and Melanie Yates. Member Johnna Anderson not present. Advisor Laura Renwick was also present. MINUTES After reviewing minutes from the November 16,2016 meeting,member Ed Siewert motioned to approve the min- utes as presented.Member Jill Schimpff seconded the motion.The minutes were approved 5-0. CERTIFICATES OF APPROPRIATENESS: •BILL BURNS with Aristocrat Builders was present at the meeting to present plans for renovation work to a building he has purchased at 251-53 SPRING STREET. Burns gave the members an overview of his plans for the building,presenting swatches of possible paint colors for the exterior,which he plans to completely repaint.He also said he plans to replace an exterior staircase located on the rear of the building because the current steps are dangerous and in disrepair. Burns said he will remove existing awnings on the upstairs windows but is going to install the downstairs awnings. "We figured wed restore the awnings to the way they were in the 60s;'Burns said,showing the members a photograph of the building from that era. "Our goal is just to make the front more appealing;'Burns said. Part of increasing the building's curb appeal,Burns said,is repairing damage on the bottom of the building's fagade, which was partially covered in subway tile by a previous owner.Burns said he would like to put wood on either side of each set of the front doors in a flush columnar-type style to cover the subway tile/brick that's currently there.Says there is damage to corners of buildings that they will restore. Burns provided photographs of styles of awnings he is considering adding to the windows and doors,saying he is pro- posing to do flat,slanted awnings-black in color-instead of canopy awnings over doors.Window awnings would be slanted, dipped-type awnings,Burns said.(example attached.) Board members discussed changes made to building,likely in 60s,to the roofline and the removal of window awnings. They said it's likely that the roof line was similar to the neighboring storefront. Advisor Laura Renwick offered insight on the issue of the awnings. "I think,with this building,as much as it's been changed,a super traditional awning might look strange.I almost think something like this(what he's proposing),something a little more modern,might be good for this building:' Following some discussion about the placement of heating and air conditioning units and clarification on the addition of wood columns,president Jan Paddocks asked for a motion regarding Burns'application for Certificate of Appropriateness. Member Lisa Green made a motion to accept the proposed changes to 251-253 Spring Street"in reference to the doors and the wood on the front around the doors,the replacement of wood staircase on the back,trim around windows and hvac units in back.' Member Jill Schimpff seconded the motion and the Certificate of Appropriateness was approved 5-0. OTHER BUSINESS: •ADVISOR LAURA RENWICK addressed the board about revisiting the idea of expanding the city's historic district to encompass more properties to the east. "Now might be the time;'Renwick said,referencing the city's planning and zoning department's plans to introduce a new overlay district. "We need to come up with a report to present to them(the city council)to explain why we want to protect that area and what we think is worth saving;'Renwick said. Members debated whether they should also consider expanding the district west-instead of only east. Member Ed Siewert asked Renwick if she already has a specific area of expansion in mind. "Not exactly..."Renwick said. Member Melanie Yates said it"might be better now,if you wanted to eventually include a wider area,to just include all those now..."and made a motion to pursue the expansion of the historic district. Member Lisa Green seconded the motion,which passed 5-0. "I guess what I will do,if you guys seem to be into this idea,or at least interested in exploring it,I will come to the next meeting with an idea of what the boundaries are or where they could be..." •MEMBER MELANIE YATES informed the board she would like to revisit the soda machine signage in front of 120 Spring Street,which received approval from the board for placement in June 2015.Yates said she was displeased the applicant, Robert Sherrill,did not live up to the conditions the board gave him when they approved placement of the machine-which in- cluded installing some type of"cover up"on the front of the machine.
