HomeMy WebLinkAboutNOVEMBER 2016 Historic • • • • MINUTES The Jeffersonville Historic Preservation Commission met for a regular meeting at 6 p.m.on Monday,Nov 14,2016, in the Building Commissioner's office on the second floor of City Hall. ROLL CALL President Jan Paddocks called the meeting to order with roll call.Members present included:Jan Paddocks,Johnna Anderson,Ed Siewert,Melanie Yates,Lisa Green and Jill Schimpff.Member Donna Spence was not present.Advisor Laura Renwick was also present. AGENDA Advisor Laura Renwick requested the addition of a Certificate of Appropriateness from the Springs Salon and Spa, 234 Spring Street,to the meeting agenda.Member Lisa Green made a motion to accept the agenda with the addition for the Nov 14,2016 meeting as presented.Melanie Yates seconded the motion and the agenda was approved. MINUTES After a brief review,Paddocks asked for approval of the minutes from the Oct. 11,2016 meeting. Member Jill Schimpff motioned to accept the minutes as presented.The motion was seconded by member Melanie Yates. CERTIFICATES OF APPROPRIATENESS: •LESLIE LEWIS SHEETS was on hand to present an application for Certificate of Appropriateness for exterior work she is proposing at 249 SPRING STREET. Photos of the building and proposed changes were provided in a slide show to the board.Lewis said she has purchased the building-which is next door to the current Leslie Lewis Designs building-and wants to expand her business to a second storefront.Lewis said she plans to use the existing side will of the storefronts for commercial clients and the new side will be geared toward residential customers and retail space. Lewis said she originally thought she would paint the exterior of the newly acquired building the same as her current location next door,but has changed her plans. "I understand now that it is more common in historic districts to show individuality(between buildings);'Lewis told the board."So we have decided to reverse the colors on this building.' Lewis said the body of the new building would be black/charcoal with white window trim and the same dark brown and green colors from the current Leslie Lewis Designs building will be used for accents. Lewis told the board that other changes so far have been interior. "Wed hate to loose the natural light from the windows upstairs...We want to do vertical awnings(banner signs)upstairs instead of horizontal awnings like next door..It's just baby steps right now. I would be back here before I added them.I know a lot of Frankfort Avenue/Bardstown Road.area have a lot of verticle awnings instead of the horizontal:' Two exterior doors-one going into the retail space and another going to the upstairs(which would be office space)would be full view doors like the ones on the site next door and white draperies in the upstairs windows are going to be replaced with walnut window blinds,Lewis told the board. "As far as any exterior signage... Bond Sign company has come up with some ideas for signs.I can come back when I have that nailed down;'Lewis said. Lisa Green made a motion to approve the C of A for 249 Spring Street for the exterior painting,installation of new doors and additionof small door signage.-With the understanding that Lewis will come back to the board before final approval of verticle signage/banners.Ed Siewert seconded the motion and the C of A for 249 Spring Street was unanimously approved by the board. •PAUL FALKENSTEIN,OF 330 W.RIVERSIDE DRIVE,presented the board with a C of A for exterior work to his single family residence.Specifically,Falkenstein said he wants to enlarge his existing concrete front porch-which is currently a small platform/stoop-to span the width of his home's frontage. "You can't see it,currently from the river and ultimately you still won't be able to see it;'Flakenstein said. Currently,his concrete porch stoop is 7'deep x 12'wide.The request for modifications would make it 26 feet wide. "It's hard to come up with a lot of detail for something so simple,'Falkenstein told the board as he showed them drawings of the proposed extension.. Additionally,Falkenstein asked permission to reconfigure an existing handicap ramp on the property. "My wife is handicap.So over here on the other side...when we put this ramp in it was intended to be temporary.Part of this project is to bring an end to that temporary-ness;'Falkenstein said."The incline at the bottom of the steps now is too steep. We would remove the rails....Keep the original walk and steps and build a new ramp' Falkenstein said about two feet left of the existing sidewalk,he he wants to add a ramp to allow handicap accessibility. "It would be a simple,concrete ramp that would come up to a four foot landing and then you'd be on the porch" Advisor Laura Renwick inquired about what the railings on the ramp would look like. "I was told to check with you to make sure-I had some things in mind;'Falkenstein said."... Just a handrail with spin- dles on the side-I've seen them that look like something you'd see around a deck,maybe... I'm probably gong to o more toward g aluminum instead of wood —like they have in front of the Market Street Inn.That's probably what it's going to be., Renwick advised Falkenstein to"keep it simple"when he chose the railings. Board member Jill Schimpff made a motion to approve the C of A for 330 W.Riverside Drive to allow for the extension of the front porch slab and improvements to the existing handicap ramp,with the understanding that advisor Laura Renwick would independently give approval to a final decision on the handicap ramp railing. Lisa Green seconded the motion and the C of A was unanimously approved. •DOUG CARDEN,representing the Springs Salon&Spa,234 SPRING STREET,was present at the meeting to ask for approval for signage at the site-previously made on a Certificate of Appropriateness application and presented to the board in July 2014. Renwick advised the board:At the time they were here,we told them`you really need to scale that size back some on the proposed signage:Because it was quite big,if you remember.And we asked her(Natalie Carden)to come back to us once they worked that out.That fell through the cracks.And they've done this instead;'Renwick said,referencing the signage to be painted on the side of the building. The painted sign on the side of the building,Renwick said,is about 15'x 5: "That is a little larger than our design guidelines say for a painted wall sign like that-but it is a huge wall. Now they need to get a sign permit from the city and in order to do that,we have to decide if we're going to approve a C of A.That's why we're here." Renwick said despite the larger than recommended size of the sign,"the design is tasteful and appropriate' Doug Carden explained to the board the reasoning for the large artwork. "That wall is so big,that if you went any smaller,it(the wall)would dwarf it(the art). You wouldn't want it any smaller," Carden said. Paddocks asked for questions or discussion on the matter. Member Melanie Yates made a motion to approve Motion to approve the C of A for 234 Spring Street. "Noting it is larger than our design guidelines specify-but considering the size of the building,these dimensions seem more appropriate,"Yates said. Member Lisa Green seconded the motion. done' "But I will add that if there are more requests(for changes)in the future,we should be consulted first before the work is : City of Jeffersonville Director of Planning and Zoning Nathan Pruitt,who was present at the meeting,told the board that Carden still needs to request permission from city's board of zoning appeals because he's still exceeding the 50 sq ft guideline for the city signage ordinance. NEW BUSINESS: Planning&Zoning Director Nathan Pruitt gave a brief presentation to the board on the city's proposed ordinance for a "downtown overlay district:' "I wanted to call your attention to this new downtown overlay ordinance;'Pruitt told the board."Because part of this would overlap part of the historic district along the lower part of Spring Street along Riverside Drive.I mapped out where the district overlaps so you guys will know exactly where these areas overlap:' Pruitt explained that the ordinance was geared at"encouraging more density and residents in downtown" "We see the need to increase some of our downtown population.Part of doing that is allowing people to build higher than we have in the past." Pruitt said current rules-as outlined in the city's 2001 ordinance-were"a little out dated." "What we're dong with this ... in areas of the city where we know we want strategic growth,is that we're setting build- ing standards...making design choices in our downtown beyond just the historic district. We want to push things in a different direction now" Board member Melanie Yates questioned Pruitt about changes in the proposed ordinance to increase height allowances on buildings-which would allow for the building of multi-story buildings,apartments,etc.downtown.-Specifically on the for- mer Colston Park site. "I can't imagine such a large structure in an area where there's so much residential;'Yates said."It's going to dwarf those structures.My concern is getting too much height next to abutting residential structures that are only 2 or 2 1/z stories.I wouldn't want to live next to,or near,something that large.Just envision that... a building taller than Clark Arms...' But Pruitt told the board it is time to"start imagining"other possibilities for downtown than what they've seen before. "Downtown is so much bigger than Colston Park;'Pruitt said."When were talking about downtown ... It's so much big- ger than one site specific project...' "I think we should imagine it;'NP."We have to start imaging some of the great investments we could have and the impact it could have downtown.We are in a position now that we can make demands and people are going to meet them or they're gong to move on.We're starting to be attractive on a national,multi-family housing platform ..." Pruitt said the proposed overlay district ordinance would allow the city to set standards for downtown and control the growth there. Following Pruitt's presentation,the meeting was adjourned.
