HomeMy WebLinkAbout01-21-1989COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JANUARY 21, 1989 The Common Council of the City of Jeffersonville, Indiana met in regular session in City Council Chambers in the City-County Building in Jeffersonville, Indiana, on the 21st day of January 1989, at 9:30 o'clock A.M. The meeting was called to order by Mayor Dale Orem and C. Richard Spencer Jr. at the desk. Mayor Orem asked all those present to stand and pledge allegiance to the flag. The roll was called and those present were: Councilmen Perkins, Shrewsberry, Harrod, Grooms, Williams, and Waiz. 1989 for Absent: Councilman Caldwell. Council President Harrod, on behalf of the Council presented Councilman Shrewsberry with a plaque inscribed, "In appreciation of your outstanding support and dedication to community service as a Common Council Member, 1976-1988". Councilman Shrewsberry gave thanks around the table. Clerk and Treasurer Spencer presented the claim register asking if the Council wished to approve several additional claims from the Sanitation Department. Following all questions Council President Harrod made the motion to allow the claims as presented as well as the additional claims, seconded by Councilman Grooms and unanimously passed. Councilman Perkins introduced Ordinance No. 88-OR-65, an Ordinance pertaining to the Department of Redevelopment and made the motion to withdraw said Ordinance. This motion was seconded by Councilman Grooms and was unanimously approved. PAGE 2 JANUARY 21, 1989 Councilman Williams introduced Ordinance No~ 89-OR-2, An Ordinance Rezoning Certain Property From R-2, Residential to B-1 Local Business. Building Commissioner Scales introduced Mr. Bill Sprigler, the developer of the area, and Mr. Larry Wilder, Attorney for Mr. Sprigler, and explained the Ordinance was a request to rezone 3810 Hamburg Pike to accomodate an ice cream business. Councilman Waiz asked that a map or drawing be presented. General discussion ensued with the main concern being the traffic in the area. Mayor Orem stated all of Hamburg Pike that is in the City has to be looked at and efforts made to get State and Federal assistance as there is more and more traffic everyday. At the conclusion of much discussion Councilman Williams made the motion to suspend the rule on Ordinance No. 89-OR-2, seconded by Councilman Grooms with a vote of four ayes, one abstention from Councilman Wais, and one nay from Councilman Perkins. The motion to suspend the rules failed. Councilman Williams moved that Ordinance No. 89-OR-2 be passed on the first and second readings, seconded by Councilman Grooms and unanimously carried. Attorney Wilder will bring in detailed plans for the area to the next Council meeting. Mayor Orem introduced Ordinance No. 89-OR-4, An Ordinance Transferring Certain Funds Within The Same Department. Following discussion Councilman Perkins made the motion to suspend the rules on said Ordinance, seconded by Councilman Williams and carried unanimously. Councilman Perkins made the motion to pass Ordinance No. 89-OR-4 on all three readings, seconded by Councilman Williams with the following roll call vote recorded. Councilmen Perkins, Shrewsberry, Waiz, Williams, Harrod, Ayes: and Grooms. Nays: Mayor None. Orem introduced Ordinance No. 89-OR-3, An Ordinance Consenting To Certain Actions Applicable To The City Of Jeffersonville, Indiana, Economic Development Mortgage Revenue Bond (Riverview Hotel, Inc. Project). Attorney Fifer explained this Ordinance comes as a request from restructuring. by Councilman CommerceAmerica Bank due to certain financial Councilman Perkins moved to suspend the rules, seconded Shrewsberry and unanimously carried. Councilman Perkins then PAGE 3 JANUARY 21, 1989 made the motion to pass Ordinance No. 89-OR-3 on all three readings, seconded by Councilman Grooms and carried with a unanimous vote. Councilman Perkins would like to see the outside area cleaned and perhaps resurfaced, and a secure area provided for materials and supplies. At this time no police vehicles are being serviced however Mayor Orem has asked Assistant Chief Johnson to start taking the police vehicles in for minor servicing but not major mechanical problems. The Council will have to take a hard look at this department at the end of the year to see if it is cost-efficient and worthwhile to the taxpayer. Councilman Williams would like to see a cost analysis done. Supervisor Wathen is keeping seperate ledgers on each department. The committe does suggest an alternate site be considered. Councilman Grooms initiated discussion regarding the Nachand Fieldhouse roof saying it is in a crisis situation suggesting advertisement for bids be initated. Councilman Shrewsberry suggests looking into an entire package for the repair of the entire building. Councilman Grooms made the motion to to get the specifications drawn up and the wheels in motion to advertise for bids, seconded by Councilman Perkins and unanimously approved. Councilman Grooms made the motion to give commitment to repair the roof of the Fieldhouse in the line of $25,000, seconded by Councilman Perkins and unanimously carried. The Parks Board is in agreement with this. PAGE 4 JANUARY 21, 1089 Mr. Culpepper Cooper, Agent of Record, explained the health insurance bids and distributed information pertaining to Blue Cross, Blue Shield and Humana Maximum plans that were chosen. Councilman Williams expresses concern with the left turn lane on 12th Street at Pennsylvania. This is a bad situation for cars turning onto Pennsylvania and the lane also used for school busses turning into the bus compound. Mayor Orem indicated Engineer Lanz and the State Highway Department are looking at this. Councilman Williams received a call from the Firefighters Union asking for a meeting. He then asked Chief Collins about the new firehouse. A meeting had taken place with Mr. Tom Sanders. At this point he is waiting for an answer from Mr. Sanders. Chief Collins did bring up the situation with the roof at the Wall Street Firehouse. This roof is leaking and it cannot be stopped. It has leaked since it was installed and has been repeatedly repaired. Much discussion regarding the flat roof and putting up a truss and shingle roof followed. Chief Collins will obtain proposals to truss and shingle the side roofs with an alternate to include the whole roof. Councilman Shrewsberry related he has enjoyed the last 13 years on the Council and indicated he will miss it and has mixed feelings about leaving. He gave thanks to all for their help and asked they serve without conflict to work for the good of the City. Councilman Shrewsberry feels confident leaving Councilman Williams with the "torch" with regard to the new firehouse. Councilman Shrewsberry again asked some honor be given Mayor Vissing. One suggestion has been made to rename Court Avenue to Vissing Court Avenue. He indicated both Jack Vissing and Mrs. Vissing have given their O.K. to this suggestion. This did bring about much discussion for all the business people along Court Avenue. A check will be made with the Post Office. Mayor Orem announced he and the Council will leave January 28, 1989 about 8 o'clock A.M. for Indianapolis to attend reference to infrastructure.
