City of Jeffersonville, Indiana met City-County Building in December, 1990, at 4:00 The special meeting for the discussion of the operation of the Animal Shelter was called to order by Mayor Dale Orem and C. Richard Spencer Jr. at the desk. The roll was called and those present were: Councilpersons Jimmy Carter, Marie Clapp, Tony Harrod, John Perkins, and Andrew Williams. Absent: Councilpersons Grooms and Waiz. Others in attendance were: Clarksville Town Dickman and Clerk and Treasurer Greg Members Roy Everett and Charles Board President Isgrigg, Sellersburg Town Ridenour, Clark County Clark County Councilperson Rick Board Commissioners Ralph Guthrie and Paul Garrett, Anne Coffman Fowler, and Clark County Attorney Dan Moore. Mayor Orem opened the meeting by explaining graphs representing the percent of animals by municipality, the percent of money expended, and the percent of revenue by municipality. Along with this he explained all residents of the County pay County tax as well as local municipality tax. Councilperson Perkins distributed figures indicating actual expenditures at the Shelter for the years 1987, 1988, 1989, and 1990. The meeting was then opened for discussion to try to work out a reasonable solution to the fair financing of the animal shelter. Comments, opinions, and solutions were given and discussed. Ail agreed a short-term solution and a long-term solution need to be reached. Ms. Jan Wheatley, Animal Shelter Manager answered questions. Following all discussion, Councilperson Perkins made the motion to use a budget of $140,000 as the base, divide this by the percent of the population of people in each area, and use this as a fee to be paid monthly for the first two months of 1991 while meetings continue to reach a lone-term solution, and to ask Judge Donahue to indefinitely postpone the January 11, 1991 hearing. All in attendance PAGE 2 DECEMBER 28, 1990 agreed to this motion. Each official body will appoint a representative to attend a meeting on Wednesday, January 2, 1991 at 12:00 noon.
