The meeting was called Richard Spencer Jr. at the desk. Mayor Orem asked all allegiance to the flag. The roll was called and those present Jimmy Carter, Marie Clapp, Ron Grooms, Tony Harrod, Williams, and Robert Waiz. Absent: None. Mayor Orem introduced Mr. those present to stand and pledge were: Councilpersons John Perkins, Andrew Gene Hensley, Mr. Bob Potter, and Ms. Bev Lane, members of the Jeffersonville Redevelopment Authority. The Redevelopment Authority earlier today approved the lease for the Riverside Landing Development Project. Councilperson Harrod 'made the motion to pass Ordinance No. 90-OR-58, An Ordinance Of The City Of Jeffersonville, Indiana, Approving A Lease For The Riverside Landing Development Project Between The Jeffersonvitle Redevelopment Authority And The Jeffersonville Redevelopment Commission, on the third and final reading, passing on a vote of 6-1. Councilperson Carter voted in opposition. Councilperson Harrod made 90-OR-59, An Ordinance Concerning the motion to pass Ordinance No. The Construction By The City Of Jeffersonville, Indiana, Of Improvements And Extensions Of Its Sewage Works, The Issuance Of Additional Revenue Bonds To Provide The Cost Thereof, The Collection, Secregation And Distribution Of The Revenues Of The Sewage Works, The Safeguarding Of The Interests Of The Owners Of The Revenue Bonds, Ordinances Inconsistent Herewith, on the second seconded by Councilperson Grooms, passing on Councilpersons Perkins and Williams voted against Other Matters Connected Therewith And Repealing and third readings, a vote of 5-2. passage of Ordinance No. 90-OR-59. PAGE 2 NOVEMBER 27, 1990 Councilperson Harrod made the motion to pass Ordinance No. 90-OR-60, An Ordinance Establishing A Schedule Of Rates And Charges To Be Collected By The City Of Jeffersonville From The Owners Of Property Served By The Sewage Works Of Said City And Other Matters Connected Therewith, on the second -~.~ t!:l='1 reading, seconded by Council President Waiz, passing on a vote of 5-2. Councilpersons Perkins and Williams voted no. Councilperson Carter inquired when the new rates would take effect. This will be early in 1991. Councilperson Harrod mad~ the motion to untable Ordinance No. 90-OR-61, An Ordinance Rezoning Certain Property From R-2, Residential, To B-2, Service Business, seconded by Councilperson Clapp, passing unanimously. Councilperson Harrod made the motion to suspend the rules for Ordinance No. 90-OR-61, seconded by Councilperson Grooms, passing unanimously. As there is no master plan now he cannot in good conscience vote for this rezoning. Attorney Filer explained the circumstances with the Poore rezoning. Councilperson Harrod feels there is no use for the land in questions except for what is being requested, master plan or not. The following roll call vote was then taken: Ayes: Councilpersons Clapp, Waiz, Harrod, and Carter. Nays: Councilpersons Perkins, and Grooms. Abstain: Councilperson Williams. Attorney Filer explained the Ordinance can only be passed on the first and second reading as it must have 5 votes to pass on all three. Ordinance No. 90-OR-61 will have the third and final reading at the December 12, 1990 meeting. Councilperson Harrod asked to be excused at 7:55 o'clock P.M. to honor a previous commitment. He has called the listed references and has received no negative comments and many favorable and he feels totally confortable and is very confident with the company. Council President Waiz is concerned that the grade of concrete be inspected. Mr. Krebs explained every pour will be checked. Hall Construction will be bonded. Mr. Krebs will not be a resident on the project but will have residents on the project and he will be there two or three times a week. He then introduced Mr. Tom Wood of Hall Construction who distributed a brochure and a project list and then played a six minute video on the Company. Fol.lowing the video he explained there will be be done every 50 yards. tours, meetings, etc. 16,000 yards of concrete poured and a test will Mr. Krebs will be available for any questions, The project calls for a July 1992 completion. Due to the demolition process on the property the start date should be March 1991. There will be a penalty clause for lateness of completion. The City must be in compliance by December 1992. The demolition is under a separate contract. Hall will be updating the sewers and they will start this before March 1991. Councilperson Carter would like to s~e the sewers on Avondale Court be put on top priority. Councilperson Clapp agrees with this. The notice to proceed will be given December 29, 1990, and a project Williams inquired if Mr. is concerned for the removal of the overseeing this and the contractor will pertaining to asbestos removal.
