Best Equipment followed all the specifications that we advertised in the bid; the tarp system on the truck from Best Equipment will work best for the type of work we do. Also, we can take delivery of the truck from Best Equipment within one week of awarding the bid. Thank you, Clark E. TARP SYSTEM: Only 2 bids included tarp systems Best Equipment and Peterbilt of Louisville. Municipal Equipment and Kentucky Freightliner did not include a tarp system. These tarp systems range in price from $10,000.00 to $15,000.00 depending on brand and model. All Roll Off units need to have tarp systems installed for safety. Peterbilt of Louisville is offering a basic Pioneer tarp system. This system is plumbed into the hoist hydraulic system which could lead to problems of hydraulic contamination. Hydraulic problem diagnostics will be more difficult with this system. Best is offering the premium Roll Rite tarp system. This tarp system has a self- contained hydraulic system which is totally separate from the hoist hydraulics. This is a much more reliable system because it doesn't tap into the hoist hydraulics. It's also the safest tarp system bid due to the key fob remote control. This allows the operator to move around the truck for greater visibility while tarping the load down. This will eliminate damage to the tarp system itself and insure a safe load for transportation. It also keeps the operator out of harm's way has they operate the tarp system. No way of getting hit by the tarper arms. 2. DELIVERY: Kentucky Freightliner and Municipal Equipment have delivery times of up to 150 Days from receipt of order. We would be responsible any repairs, down time, and possible rental while waiting for a new unit to be delivered. Peterbilt of Louisville and Best Equipment both have units in stock. This would obviously help the City dramatically. 3. ROLL OFF HOIST: Best Equipment and Peterbilt of Louisville both bid the Galfab hoist. This hoist meets our specifications. Municipal Equipment and Kentucky Freightliner bid the Galbreath hoist. The Galbreath does not meet what was specified. The following are just a few important items that we specified and were supplied by Best Equipment and Peterbilt of Louisville: Auto Fold Forward ICC Bumper (SAFETY), Container Long Sill Supports (Allows for safer/easier loading of misaligned containers, eliminates two sets of rollers and associated maintenance of the rollers, eliminates damage to containers from rear rollers), Outboard Supported Simple Two Bolt Replaceable Roller Assemblies (Eliminates overhung load on the roller, allows for roller pin to be rotated to extend pin life, when replacement is required it's much easier by simply removing the two bolts). 4. ROLL OFF HOIST WARRANTY: Peterbilt of Louisville and Best Equipment offered the Galfab which carries a 2 year base warranty and a 5 year cylinder warranty. Kentucky Freightliner and Municipal Equipment with the Galbreath only offed 1 year base warranty and 2 year cylinder warranty. S. CHASSIS: Best Equipment was the only bidder to comply 100% with the specification. The following are just a few items that were specified and only supplied by Best Equipment: Frame Layout (This option costs about $1,000.00 and is done by the manufacture of the chassis. This assures no one else will be drilling holes in the frame eliminating any future problems), Drum brakes on both axles (This reduces or cost of stocking parts), Engine Protection System (Shuts down engine when high oil pressure or low coolant level is present), 425/65R22.5 Front Tires and Wheels (This is about $1,500.00 option. This gives the truck better stability and traction). SUMMARY Best Equipment's bid was 100% compliant with all the specifications, is offering a premium tarp system, unit is in stock, and has the extended warranty. Peterbilt of Louisville's bid is not compliant with the specifications, is offering a basic tarp system (add $2,000.00 to $3,000.00 for premium tarp system), unit is in stock, and has extended warranty. Chassis is not compliant (add a minimum $2,500.00). They could have built a new chassis to meet our specifications but choose to bid a lesser truck they had in stock. Municipal Equipment's bid is not compliant with the specifications, did not offer a tarp system (add $10,000.00 to $15,000.00 for tarp system), unit has to be ordered (150 day delivery), unit has far less warranty (add $1,500.00 to $3,500.00). Does not include break down repair, down time, or rental expenses. Kentucky Freightliner's bid is not compliant with the specifications, did not offer a tarp system (add $10,000.00 to $15,000.00 for tarp system), unit has to be ordered (150 day delivery), unit has far less warranty (add $1,500.00 to $3,500.00), Chassis is not compliant (add minimum $2,500.00). The City doesn't own any Western Star chassis and would have to stock additional parts and get training. Does not include break down repair, down time, or rental expenses.
