Council has had little to do with the planning, and it was not the
Council that selected the site or the plans. They have been kept
informed. It was explained the plant will be birmed and trees planted
so that the building will not be visible and there should be very
minimal odor. Mayor Orem told Mr. Coffey of a plant in Tennessee that
has $200,000 home built around it. He also stated he feels the new
plant will be an enhancement to the area over what is there now.
Council President Waiz stated he personally has sold $100,000 homes over
and over again within 20 feet of the Oak Park treatment plant. Attorney
Filer feels there may be a probetem during the construction period,
however compensation would be considered when and if there is a problem
after the plant is complete. Commissioner Scales suggests having
apprailsals done now. Mr. Coffey stated is having one done.
Councilperson Perkins referred to the sidewalk program saying
there were more requests than money this year and he would like to ask
the Council for an additional $5,000 this year either through additional
appropriation or transfer. This will be considered.
The meeting advertised for October 18, 1990 will not be held,
however there will be meetings advertised for October 24 and October 25,
