SPECIAL MEETING

The meeting was called to order at 9:05 P.M. by Mayor Dale
Orem.
Present were: Councilmen Jimmy Carter, Marie Clapp, Ron
Perkins, and Andrew Williams.

The first order of business was Ordinance No. 90-OR-46
which had been passed on its first two readings at the prior
City Council meeting on October 1, 1990. A special meeting had
been called to consider this ordinance on its third and final
reading. Councilman Grooms moved to pass Ordinance
No. 90-OR-46 on its third and final reading.
Councilman Perkins seconded. At Councilman Perkins' request
Mayor Orem and City Attorney Fifer gave a description of the
anticipated financing steps for the Jeffersonville Wastewater
Treatment Plant Project. Councilman Williams addressed the
concerns by the residents of the neighboring Claysburg area.
After much discussion, a call was made for the question by roll
call vote, and the following votes in favor of Ordinance
No. 90-OR-46 were entered: Councilmen Grooms, Clapp, Carter,
and Harrod. Councilmen Williams and Perkins voted against this
ordinance. The ordinance therefore passed 4 to 2 on its third
and final reading.
Councilman Harrod then moved to untable Ordinance
No. 90-OR-47, an ordinance concerning redistricting of Council
Districts for the City which had been tabled at the Monday,
October 1~ 1990, meeting. The motion to untable this matter
was seconded by Councilman Carter. This motion passed
unanimously, and Councilman Carter then moved to suspend the
rules in anticipation of passing Ordinance No. 90-OR-47 on all
three readings. Councilman Clapp seconded this motion, and the
motion passed unanimously. "~ Councilman Carter then moved to
pass Ordinance No. 90-OR-47 on all three readings, which motion
was seconded by Councilman Harrod. Ordinance No. 90-OR-47 then
passed unanimously, 6 to 0, by all present councilmen. City
Attorney Fifer stated that he would file this ordinance with
the necessary County authorities once it had been fully
executed.
This being the only official business to come before the
Common Council at this special meeting, the Council then
discussed various road projects specifically including Hamburg
Pike. Mayor Orem updated the Council with the plans of the
Indiana Association of Cities and Towns in introducing
legislation which would return lottery revenues to the City and
in essence replace revenue sharing monies, which funds could be
used to do significant road improvement projects in the City.
After much general discussion Councilman Harrod moved to
adjourn, seconded by Councilman Grooms and the meeting was
adjourned at 11:10 P.M.
