HomeMy WebLinkAbout08-27-1990COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA AUGUST 27, 1990 The Common Council of the in regular session in Council Chambers, Jeffersonville, Indiana, on the 27th o'clock P.M. The meeting was called Richard Spencer Jr. at the desk. Mayor Orem asked all allegiance to the flag. The roll was called and those present Jimmy Carter, Marie Clapp, Ron Grooms, Tony Harrod, Williams, and Robert Waiz. Absent: None. Mayor Orem presented the minutes 1990 for consideration by the motion to approve the minutes Clapp and carried unanimously. City of Jeffersonville, Indiana met in the City-County Building in day of August, 1990, at 7:30 to order by Mayor Dale Orem and C. those present to stand and pledge were: Councilpersons John Perkins, Andrew of the meeting of August 20, CounCil. Councilperson Harrod made the as presented, seconded by Councilperson Clerk and Treasurer Spencer presented the claim register for consideration by the Council. Following all discussion, Councilperson Perkins made the motion to approve the claims as presented, seconded by Council President Waiz and carried unaniomously. Mayor Orem declared the meeting a public hearing for the construction of a new sewer plant, and introduced Mr. Dave Servis, Mr. Doug Ralston, and Mr. Doug Powell of Proctor, Davis, Ray. The total cost of the project is now projected to be $17,802,694. The City portion of this should be $6,366,878. The City portion has increased approximately $3,000,000 since inception, with no structural or design changes. The average monthly sewer bill in the City will go from $10.29 to $16.82. Councilperson Perkins expressed concern regarding the purchase of the Joe Connor property. The reason given for this situation is that the rules keep changing. Councilperson Perkins asked if the LaRoche property will have to be purchased before the grant is approved. Mayor Orem informed him the LaRoche property will not be purchased until the grant is approved, and also expressed concern regarding the purchase of the Connor property, however this property is PAGE 2 AUGUST 27, 1990 needed for a new plant or for the existing plant. Attorney Fifer stated all easements have been acquired with the exception of one that needs a court intrepretation. Mayor Orem asked for public input. The answers to the questions are as follows: The new rates will be in effect sometime next spring. The volumn discount will not be as great as in the past. There is not now, and will not be, a discount for lawn watering. There will be not pro-rating for peak times. A firm rate will not be set until after the bonds are sold sometime in the Spring of 1991. The existing plant will be "moth-balled". The "dream" is to have an odor-free system. Ordinance No. 90-OR-38A-L was opened for discussion. Clerk and Treasurer Spencer explained the Vehicle Maintenance budget could be lowered $20,000 as stated previously by the Department Director, and the Council budget in the area of bond retirement could be lowered $45,000, the operating balance could be reduced $100,000 to $45,000, the addititon of $24,500 added to Line 2 of Form 4-B due to the additional appropriation, the excess levy amount of $146,697 can be added to Form 2, and the assessed valuation could be increased to $115,000,000. This would bring the tax rate to $4.82, $.62 above the present budget. Councilperson Perkins made the motion to go with the proposals Clerk and Treasurer Spencer presented and to let the Department Heads know "Santa Clause is dead", and whatever is adopted is what has to be lived with. Council President Waiz expressed concern that this rate is too high. Councilperson Harrod said many hours were spent in budget sessions and there were no arguments at that time and now is not the time to try and cut. Mayor Orem said there is no fat to cut and 80% is tied up in personnel. He hopes the City is not "shooting itself in the foot" with the Animal Shelter budget. Councilperson Carter compared the Jeffersonville tax rate to the Clarksville tax rate. Clerk and Treasurer Spencer reminded the Council the budgets can still be lowered at hearing time. Councilperson Williams feels the City will run into serious problems if we continue to cut the budgets, and next year the Council will need to be frugal and prioritize and take a serious look at all expenditures. Councilperson Harrod made the second to the motion, which passed on a vote of 6-1, with Councilperson Grooms voting in oppossition. PAGE 3 AUGUST 27, 1990 Councilperson Perkins made the motion to vote on Ordinance No. 90-OR-38A, B, C, D, E, F, G, H, I, J, K, and L, Ordinances For Appropriations and Tax Rates For 1991 all at one time, seconded by Councilperson Harrod and carried unanimously. Councilperson Perkins made the motion to pass Ordinance No. 90-OR-38A, B, C, D, E, F, G, H, I, J, K, and L, on the third reading, seconded by Councilperson Harrod, passing with the following roll call vote: Ayes: Councilpersons Waiz, Clapp, Perkins. Williams, Carter, Harrod and Nays: Councilperson Grooms. Councilperson Perkins made the motion to pass Resolution No. 90-R-37, a Resolution stating any employee of the City Of Jeffersonville that is called to active duty should receive pay equal to but not greater than their pay so as to not suffer economically, seconded by Councilperson Grooms, passing unanimously. Mayor Orem presented a Statement Of Benefits for Champion Wood Products, introducing Mr. Gladish of Champion Wood Products. When questioned, Mr. Gladish informed the Council he will be hiring 22 additional full-time employees within the next month or two. Council President Waiz made the motion to pass Resolution No. 90-R-36, A Resolution Approvind Statement Of Benefits For Purposes Of Real Property Tax Abatement, seconded by Councilperson Grooms and carried unanimously. Mayor Orem introduced Ordinance No. 90-OR-40, An Ordinance Transferring Certain Funds Within Same Department for the third and final reading. Councilperson Carter made the motion to pass Ordinance on the third reading, seconded by Councilperson Clapp, vote of 6-1. Councilperson Perkins voted against the No. 90-OR-40 passing on a Ordinance. Mayor Orem Transferring Certain Waiz made the seconded by Councilperson Perkins, passing Perkins made the motion to pass Ordinance readings, passing on a unanimous vote. introduced Ordinance No. 90-0R-41, An Ordinance Funds Within Same Department. Council President motion to suspend the rules for Ordinance No. 90-OR-41, unanimously. Councilperson No. 90-OR-41 on all three PAGE 4 AUGUST 27, 1990 Mayor Orem introduced Ordinance No. 90-OR-42, An Ordinance Transferring Funds From The Cumulative Capital Improvement Fund To The General Fund. During discussion of this Ordinance Councilperson Perkins asked to have a Resolution or an agreement drawn up to assure the Council the grant money, when received, will be returned to the General Fund. Attorney Filer will have the Park Board pass a Resolution concerning this. Councilperson Grooms made the motion to suspend the rules for Ordinance No. 90-OR-42, seconded by Councilperson Perkins, passing unanimously. Council President Waiz made the motion to pass Ordinance No. 90-OR-42 on all three readings, seconded by Councilperson Clapp passing with the following roll call vote: Ayes: Councilperson Grooms, Harrod, Waiz, and Perkins. Nays: None. Council President Waiz asked to be Mayor Orem introduced Dr. Kevin Burk, Officer and Private Physician, Hospital Emergency Room Staff, Indiana State EMS, and Mr. Carter, Williams, Clapp, excused at 9:00 o'clock Clark County Health Dr. Robertson, of Clark County Memorial Ms. Linda Jones, District Director of Beickman of Med-Aid, to discuss the complaints of "slow runs" by Med- Aid Ambulance Service and the possibility of a City Ambulance Service. Dr. Burk has followed the concerns and feels they may be isolated incidents, however it is critical an ambulance service is provided and he feels this should be a county-wide service. This would be quite expensive and require a great amount of training. Dr. Robertson feels there is some subject of concern in the matter that discussion and the relating of Chief Collins if he felt should be discussed. There followed an incident. Councilperson Harrod asked · d a Czty-operate service could be self-sufficient. Chief Collins would need to know what is required. It is felt this service should be for emergency only, not transportation. Ms. Jones answered questions of other municipally operated services as well as informing the Council of the requirements and differences between EMT's and paramedics, and the pay they receive. It would cost a lot of money and requires a lot of paperwork. The City of Jeff now has 20 firemen trained as first responders. Councilperson Carter has PAGE 5 AUGUST 27, 1990 received a quote of $65,000 for an ambulance containing federal and state required equipment. Councilperson Carter stated Jeffersonville is fortunate to have the Clark County Memorial Hospital Emergency Room. Mr. Beickman, of Med-Aid stated the average ambulance response time is between 5 and 8 minutes. He indicated the cost per year per ambulance is $179,000. He suggests a committee study this or he will gather information and present it. He does need to hear about the complaints and is willing to work with the First Responders as the service handles 78-110 calls per week in the City alone. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 9:50 P.M., seconded by Councilperson Harrod and carried unanimously.
