HomeMy WebLinkAbout08-20-1990COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA AUGUST 20, 1990 The Common Council of the in regular session in Council Chambers, in the Jeffersonville, Indiana, on the 20th day of o'clock P.M. The meeting was called to order by Council Waiz, and C. Richard Spencer Jr. at the desk. President Waiz allegiance to the flag. The roll was asked all called and City of Jeffersonville, Indiana met City-County Building in August, 1990, at 7:30 those present those present Jimmy Carter, Marie Clapp, Ron Grooms, Tony Harrod, Williams, and Robert Waiz. President Robert to stand and pledge were: Councilpersons John Perkins, Andrew Absent: None. President Waiz presented the minutes of the meeting of August 1990 for consideration by the Council. Councilperson Carter made the motion to approve the minutes as presented, seconded by Councilperson Grooms and carried unanimously. Clerk and Treasurer Spencer presented the claim register, and several additional claims for consideration by the Council. Councilperson Perkins questioned the lawn service claim and was informed by Attorney Filer this was a one-time trial situation. Following all discussion Councilperson Harrod claims presented, seconded by unanimously. made the motion to approve all the Councilperson Perkins and carried Asssistant Police Chief Walter Johnson presented packets of information regarding a new telephone system for the Police Department. This system would add two additional lines to the four they now have and include 23 new phones. This system is designed to provide service for up to 12 years before any upgrading would be necessary. Council consider this for one month. Agent of Record Edward C. Cooper regarding hospitalization self-insurance expl~nin~ City would have made money four of self-insured. Attorney Filer is federally mandated to offer an HMO. He asks the presented information the information. The the last ten years had they been checking to see if the City is Mr. Cooper will be activating an PAGE 2 AUGUST 20, 1990 insurance committee, surveying employees and gathering proposals as this would take about 6 months to institute. Mr. Cooper was thanked for his presentation. Mayor Orem arrived at 8:30 o'clock P.M. Ordinance No. 90-OR-38A, B, C, D, E, F, G, H, I, J, K, and L, An Ordinance for Appropriations and Tax Rates for 1991 was presented to the Council for consideration. Councilperson Harrod made the motion to pass Ordinance No. 90-OR-38A, B, C, D, E, F, G, H, I, J, K, and L, on the first and second readings, seconded by Councilperson Carter, passsing on a vote of 5-2. Councilpersons Grooms and Waiz voted no. Clerk and Treasurer Spencer informed the Council these budgets may be worked on and lowered for the third reading. Mayor Orem presented Ordinance 90-OR-39, An Ordinance Establishing Penalities For Certain Acts With Regard To The Voluntary Recycling Program Established By The City of Jeffersonville. Councilperson Harrod made the motion to suspend the rules for Ordinance 90-OR-39, seconded by Council President Waiz and carried unanimously. Councilperson Harrod made the motion to pass Ordinance 90-OR-39 on all three readings, following roll Ayes: seconded by Council President call vote: Councilpersons Grooms, Harrod, Waiz, passing with the Carter, Williams, Clapp, Waiz, and Perkins. Nays: None. Ordinance No. 90-OR-40, An Ordinance Transferring Funds Within Same Department was presented for Council consideration. Discussion was held regarding the transfer of funds to the Mayor's Promotion Fund. This was cut from his budget at budget time a year ago and it is now necessary to replace this. The only new expenditure from this has been $150 to cut and trim the property at the Howard Steamboat Museum. It is the opinion of Councilperson Perkins that this money should be in the Council budget and the Mayor should come to them for these projects. It is the opinion of Councilperson Grooms that the Mayor should have control over this. Assistant Chief Johnson explained the need for additional money for gasoline saying consumption has been cut from 10 gallons to 8 gallons a day per car. Councilperson Harrod PAGE 3 AUGUST 20, 1990 made the motion to suspend the rules for Ordinance No. 90-OR-40, seconded by Councilperson Grooms, failing on a vote of 6-1. Councilperson Perkins voted against the motion to suspend. Councilperson Harrod made the motion the first and second passing on a vote of 6-1, Resolution No. to pass Ordinance No. 90-OR-40 on reading, seconded by Councilperson Williams, with Coun¢ilperson Perkins again voting no. 90~R-35, A Resolution For The Purpose Of Considering And Determining Whether An Emergency Exists For The Passage Of An Ordinance Making Additional Appropriations. Councilperson Harrod made the motion to pass~ Councilperson Grooms, passing voted against the Resolution. Councilperson Harrod Resolution No. 90--~R-35, seconded by on a vote of 6-1. Councilperson Perkins asked Councilperson Grooms why he voted against the Budget Ordinance. Councilperson Grooms explained the budgets contain the salary Ordinance and he voted against that Ordinance and he feels the need to stay consistent. Councilperson Clapp asked her time be given to those in the audience. One citizen commended the Council for the recycling program and another thanked Mayor Orem for having the grass cut and trimmed at the Howard Steamboat Museum. Council President Waiz asked there be discussion regarding redistricting as he feels there is a major need to redistrict as some precincts have many more people than others. Councilperson Perkins does not feel this is necessary at this time. Council President Waiz indicated this will not have to be done until 1991. It is Councilperson Perkins feelings that the Commissioners have divided the City into precincts with many having over 800 voters, therefore he feels the Commissioners will have to redraw the lines once the census figures are in. Following further discussion on this subject, Councilperson Perkins made the motion to consider redistrcting in 1990 for the 1991 City election, seconded by Councilperson Harrod, passing unanimously. Council President Waiz asked the Council to be looking at the maps and be ready to set a date and time to discuss this at the next meeting. Councilperson Carter asked what is the status of Duffy's Landing and was informed bids are being prepared at this time. PAGE 4 AUGUST 20, 1990 Councilperson Carter has received complaints regarding the response time of Med-Aid Ambulance Service and feels the City is deserving of a better and more efficient ambulance service. He cited several unfavorable incidents. He would like to see the City look into a better system. Mr. Meryl Stepp of Clark County Memorial Hospital will be asked to attend the next meeting and explain ambulance prices and so forth. Councilperson Grooms informed the Council the twelve year old, and the thirteen year old boys baseball teams have won the State Championships and he would like to recognize these individuals at the September 15 Council meeting and present them with certificates. Councilperson Grooms also informed the Council the new Flag for the Council Chambers should be here for the October meeting. Also in October a Resolution from the Clark County Ministerial Association to open the meetings with a prayer should be ready. Councilperson Grooms told the Council the Convention Center Study Committee met this past week and the general consensus was to keep the committee going and work on some kind of joint venture between the DeMars Group, the City, and the owners of the Ramada, to come up with a project involving a Convention Center and Meeting Hall. This committee will meet again in November. Councilperson Perkins stated it appears the municipalities that have been asked to contribute their share to the operation of the Animal Shelter are not willing to do so. Mayor Orem told the Council one municipality said they felt $8,000 was too much to pay but evidently they feel $2,000 was too much also because they have never paid that. It will be known soon if the others have allowed for the requested amounts if they have it in their 1991 budgets. Further discussion followed with the Council suggesting services be stopped as of September those who have not paid and are not going to pay and 1990 for those who have paid this year but will not pay 1, 1990 for December 31, next year. Councilperson Perkins informed the Council a was hit by an uninsured driver. Mayor Orem stated the company will pursue getting the money for the damages. City fire truck City insurance PAGE 5 AUGUST 20, 1990 Councilperson Perkins has received calls regarding a house recently built on Pearl Street. The callers are concerned this may be subsldised housing and the neighbors do not want this. He could give them no guarantees. Councilperson Perkins has also received calls complaining about the ice cream trucks ringing bells. He would like to see the City Police enforce the Ordinance that prohibits the bell ringing. Councilperson Perkins asked Attorney Filer if he had prepared the Ordinance relating to the repayment of the Redevelopment loan money. There followed discussion about a letter of understanding from Mr. Gowens and Mr. Day, and discussion of a $2,000,000.00 bond. Councilperson Perkins asked that Attorney Filer have an Ordinance ready for the Monday, August 27, 1990 meeting regarding the repayment of this money. Mayor Orem stated the street paving is coming along nicely. Council President Waiz said Park Place looks great, and Councilperson Clapp commended the work in Rolling Fields. Mayor Orem said the Councilperson Perkins questioned purchased before knowing if the sewer grant is progressing timely. if the sewer plant property has to be grant is approved. Mayor Orem stated September 30, 1990 is the date the grant will be approved or denied and the property does not have to be, and will not be, purchased before this date. Attorney Filer explained the need for the obtaining of additional funds prior to the bond financing of a new plant. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 10:05 P.M., seconded by Councilperson Harrod and carried unanimously. ATTEST:
