HomeMy WebLinkAbout07-16-1990COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JULY 16, 1990 The Common Council of the in regular session in Council Chambers, Jeffersonville, Indiana, on the 16th day P.M. The meeting was called Richard Spencer Jr. at the desk. Mayor Orem asked all allegiance to the flag. City of Jeffersonville, Indiana met in the City-County Building in of July, 1990, at ?:30 o'clock to order by Mayor Dale Orem and C. those present to stand and pledge The roll was called and those present were: Jimmy Carter, Marie Clapp, Ron Grooms, Tony Harrod, John Perkins, Williams, and Robert Waiz. Absent: None. Mayor Orem presented the minutes of the meeting of June 16, 1990 for consideration by the Council. Councilperson Carter made the motion to approve the minutes as presented, seconded by Councilperson Clapp and carried unanimously. Clerk and Treasurer Spencer presented the claim register, an additional claim register, and several additional claims for consideration by the Council. Clerk and Treasurer Spencer explained that presently there is not enough cash to pay all the claims and meet Councilpersons Andrew claims presented, directing Clerk and Treasurer Spencer to hold payment until such time it is in the best financial interest to the City, seconded by Councilperson Grooms and carried unanimously. Mayor Orem introduced Mr. James Williams, Attorney representing DeMars/Haka, and Mr. Charlie Reisert of the Reisert Company. Mr. Williams and Mr. Reisert reviewed the development progress to this point answering questions from the Council. A ground breaking date has not been set, however the Council is promised they will be the first to know. Following the presentation, Mayor Orem introduced Ordinance No. 90-OR-29, An Ordinance Vacating Two Alleys In Block 11 In the payroll for the month, due to expect a tax settlement check by discussion Councilperson Perkins the tax deadline being late. At this point it was asked if anyone in attendance would like to speak in favor of, or against the Ordinance. There being no response, the vote was called for and Ordinance No. 90-OR-29 passed unanimously. Mayor Orem introduced Ordinance No. 90-OR-30, An Ordinance Vacating A Portion Of Ohio Avenue And An Intersecting Alley In The City Of Jeffersonville, Indiana. Councilperson Perkins made the motion to suspend the rules on Ordinance Harrod and passed unanimously. pass Ordinance No. 90-OR-30 No. 90-OR-30, seconded by Councilperson Councilperson Perkins made the motion to on all three readings, seconded by Councilperson Grooms. Again public input was called for and there being none the vote was taken and Ordinance No. 90-OR-30 passed unanimously. The street will stay open until necessary which is anticipated to be about 30 days. Mayor Orem announced results of the stucco building at Market and Indiana a free study that indicates is the original post office building. This buiilding could be moved, set up, and renovated for $36,000, or moved only for $16,000. He asks the Council to think about a location and any ideas or suggestions. Several locations were discussed. Councilperson Perkins will bring this to the Jeff-Clark Preservation Board Meeting. Mayor Orem introduced Mr. George Bowles and Mr. Jerry Jackson of Rumpke of Indiana who gave a recycling presentation. Curbside and selected site programs were discussed. Recycling must be started and it does cost a great deal of money and will require policing. The City is currently making use of the chipper and they do have a compost pile. PAGE 3 JULY 16, 1990 Councilperson Clapp introduced Resolution No. 90-R-34, A Resolution Of The Common Council Of The City Of Jeffersonville Regarding Procurement Preferences For Recycled Materials. Councilperson Clapp made the motion to pass Resolution No. 90-R-34, seconded by Councilperson Perkins and passed unanimously. Recycling discussions continued, including a program of disposing of tires. Mayor Orem informed the Council that this is a public hearing for Ordinance No. 90-OR-31, An Ordinance Reestablishing Jeffersonville Cumulative Capital Development Fund. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 90-OR-31, seconded by Councilperson Harrod and carried unanimously. Councilperson Perkins made the motion to pass Ordinance No. 90-OR-31 on all three readings, seconded by Councilperson Carter. Oppossition to this Ordinance was asked for from the public in attendance. There being none, Ordinance No. 90-OR-31 passed with the following roll call vote: Ayes: Councilpersons Grooms, and Harrod. Nays: None. Council President Clapp, Waiz, Williams, Perkins, Carter, of Christmas banners for the downtown area. Perhaps the merchants or the Main Street Program could be asked for help. Councilperson Perkins has talked with Mike Spalding of the Jeffersonville Main Street Program and was informed they are organized and active, however they do need money. Councilperson Perkins would like to see a transfer made in the Common Council budget to give $2,000 to this worthwhile program. Councilperson Carter would like to see the Street Department Office area have central heat and air. An estimate of $8,200 has been received, and he would like to see a transfer made for this. The Animal Shelter office can have heat and air for approximately $1,200. Councilperson Perkins made the motion to pass Ordinance No. 90-OR-33, An Ordinance Transferring Certain Funds Within Same Department, seconded by Councilperson Harrod, passing on a vote of 5-2. Councilpersons Grooms and Waiz voted against the Ordinance. Councilperson Grooms said the Vehicle Maintenance Department will be $7,400 short this year and asks the Council to be thinking of making up this shortage. Waiz asked the Council to consider funding PAGE 4 JULY 16, 1990 Councilperson Perkins has good news and bad news for the Council. The Company that made the Council desk has agreed to replace the cracking and delaminating finish, however this does have to be taken out and sent to the shop. At this point the August meeting schedule was discussed and decided to move the meeting scheduled for August 6 to August 1, 1990. The company will be informed they may take the desk after the August 1~ 1990 meeting. Councilperson Perkins has noticed a For Sale sign on the old post office in Warder Park. Councilperson Williams gave a "hats off" recognition to Chief Collins for the recent Firefighters Convention. He would like to see the yellow line enforced at the corner of Spring and Riddle and also asks for enforcement of the speed limit in this area. At this point Councilperson Williams read a statement regarding the blatant drug problem in the Riddle, Green and Pennsylvania areas. He is concerned the children of this area see this as the norm, and he seeks support from the Council so the neighborhood can be taken back by the residents. Mayor Orem informed the Council the sewer plant grant application was delivered to Indianapolis on time. There was great cooperation in getting 12 easements done in 4 days. With the closing of the Bacon's store in Youngstown, Mayor Orem is concerned for the shopping center. He stated this is a terrible situation with absentee ownership and it will require new ownership to succeed. He will be working on this. Councilperson Perkins has spoken with Redevelopment Director Gowans on this same matter. The problem of the taxes paid by business wa~ discussed.
