City of Jeffersonville, Indiana met in the City-County Building in of July, 1990, at 7:30 o'clock The meeting was called to order by Mayor Dale Orem and Barbara Hollis at the desk. Mayor Orem asked allegiance to the flag. all those present to stand and pledge The roll was called and those present were: Councilpersons Jimmy Carter, Marie Clapp, Ron Grooms, Tony Harrod, John Perkins, Andrew Williams, and Robert Waiz. Absent: None. Councilperson Perkins asked that discussion be held and an agreement be reached on the use of space in the City-County Building. He reviewed the previous agreements and acknowledged the City had lived up to the agreegment and felt the county has not. Several options were discussed and opinions given. One option discussed was moving from the present building and ~constructing a new, more efficient building on property currently owned by Greater Clark County Schools. Attorney Filer will be meeting with a representative of the School Corporation this next week on this motion to send a letter live up to the original possibility. Councilperson Perkins made the to the County stating the City is willing to agreement, seconded by Councilperson Harrod. Following further discussion, Councilperson Harrod withdrew his second and Councilperson Perkins withdrew his motion. Councilperson Perkins then made a motion that City Court move into Council Chambers, the City retain ownership of the current County Court, but the County pays the rent on it effective immediately, seconded by Councilperson Narrod and carried unanimously. Mayor Orem reviewed the sewer plant grant process to this date stating everything was "on time" at this point. Councilperson Carter questioned if Colgate would be using the new plant. Mayor Orem said at this point they have said no. Mayor Orem then introduced Resolution No. 90-R-30, An Omnibus Resolution of Assurances Regarding City Of PAGE 2 JULY 10, 1990 Jeffersonville, Indiana's Step 3 Application For Its Wastewater Treatment Plant. Councilperson Carter made the motion to pass Resolution 90-R-30, seconded by Councilperson Grooms, passing on a vote of 6-1. Councilperson Williams voted against the Resolution. Mayor Orem introduced Resolution No. 90-R-31, A Signatory Authorization Resolution For Purposes Of Seeking Grant Funding For The Jeffersonville Wastewater Treatment Plant. Councilperson Perkins made the motion to pass Resolution No. 90-R-31, Carter. Resolution No. 90-R-31 passed Councilperson Williams voting negative. Councilperson Harrod asked to be excused at 8:35 P.M. Councilperson Grooms has been asked by Redevelopment Director Gowens if the Council wishes to have the comprehensive plan done. Following discussion, Councilperson Carter made the motion to approve the proposal made by the Department of Redevelopment in the letter of June 11, 1990 for a comprehensive plan, seconded by Councilperson Perkins and carried unanimously. Councilperson Carter requests 7th Street in the area of the jail construction be swept 2 or 3 times a week. Mayor Orem will look into the top soil situation and explained the engineers have been selected and they are getting to the construction bidding now. Councilperson Carter has seen the new tractor and mower "in action" and is pleased with it. Councilperson Clapp has received a complaint regarding trash and noise in the area of the Convenient Store at 8th and Colonial Park Drive. Councilperson Perkins has received the same complaint and has talked with Chief Harrod and Commissioner Hemmingway. Mayor Orem promised every attempt will be made to see that the noise is kept down. Councilperson Perkins thanked the City employees for their prompt action in removing a large limb from Warder Park. He has received a complaint that Third Base is using the City poles to hang a banner for the business. Commissioner Scales will check this. Councilperson Perkins has had conversation with Attorney Lanum regarding the elected officials pension. There should be information within the next 30 days. Mayor Orem reviewed the street paving that will begin next week. Councilperson Perkins requests the alley between Maple and Court in the 800 block be cut down. Councilperson Carter requests work be done on the alley in the 900 block between Chestnut and Maple. Attorney Filer announced a redistricting workshop will be held July 18 or 19 and if any Council would like further information to contact him. There has been an ongoing situation with a certain number of people requesting that Tall Oaks Drive be blocked. A replat application has been applied for. A petition to vacate will be needed. Councilperson Perkins feels strongly that this should not be allowed because of the liability in the case of a fire. The Council will have the opportunity to deny this, but the group is entitled to go thru the proper steps.
