HomeMy WebLinkAbout06-16-1990COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF ~EFFERSONVILLE, INDIANA JUNE 167 1990 The Common Council of the City of Jeffersonville met in regular session in Council Chambers~ in the City-County Building~ Jeffersonville, Indiana~ at 9:30 A.M~ on the 16th day of June, 1990. The meeting was called to order by Mayor Dale Orem~ and Clerk and Treasurer C. Richard Spencer Jr. at the desk. The roll was called and those present were Councilpersons Jimmy Carter~ Marie Clapp, Ron Grooms, John Perkins Jr.~ Andrew Williams, and Robert Waiz. Absent: Councilperson Tony Harrod. Mayor Orem presented the minotes of the meeting of June 4, 1990 for consideration by the Council, Councilperson Carter made the motion to approve the minutes as presented: seconded by Councilperson Clapp, and carried unanimously. Clerk and Treasurer Spencer presented the claim register as well as several additional claims for consideration by the Council. Councilperson Williams questioned the claim for a traffic engineering study for Jeff High. City Engineer Scales explained this study is required by the State before a traffic signal may be considered. The Council was informed the Highway 62 and Allison Lane intersection is being redesigned and it is hoped Allison Lane at the High School can be included in the master plan. Councilperson Perkins approves of the appraisal claim for the proposed golf course property with the understanding this will be recouped when the developer goes for the bond issue. Following all further discussion, Councilperson Perkins made the motion to approve the claims as presented, along with the additionals, seconded by Councilperson Williams and carried unanimously~ As the next Council meeting will be July 16, 1990~ Councilperson Perkins made the motion to authorize Clerk and Treasurer Spencer to pay any claims that he deems appropriate before the next meeting, seconded by Councilperson Williams and carried unanimously. Mayor Orem introduced Mr. James Williams~ Attorney representing DeMars/Haka. Mr. Williams presented preliminary drawings of the proposed developement between Market Street and Riverside Drive and from bridge to bridge. He explained he is not asking for any Council action today, however he wishes to inform the Council there PAGE 8 JUNE 16,1990 will be a legal notice in the paper regarding a public hearing to be held July 16, 1990 requesting the vacation of portions of Ohio Avenue and alleys, explaining the need for these. Councilperson Perkins thanked Mr. Williams for "putting the horse before the cart" in informing the Council before publications are made. Ms. Jan Wheatley-Dobler, Animal Shelter Manager, explained the need to update the fees at the Animal Shelter. This will be presented in the form of an Ordinance at a later date. Ms. Wheatley-Dobler and Attorney Fifer have been discussing an interlocal agreement between the City and County and municipalities so that the expenses could be shared on a pro rata basis per census fiqures. Ms. Wheatley-Dobler explained animal control is a big business that is very expensive and the general public has become very aware of animal rights. It was agreed by the Council to present an interlocal agreement to the County and municipalites to be signed by August 1990, in order to receive animal shelter services ~n 1991. Mayor Orem presented Ordinance No. 90-0R-86, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 88-0R-34~ explaining the need for the motion to suspend the by Councilperson Grooms this Ordinance. Councilperson Perkins made rules for Ordinance No. 90-0R-86~ seconded and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 90-0R-~6 on all three readings, seconded by Council President Waiz, passing on the following roll call vote: Ayes: Councilpersons Grooms, Carter~ Williams~ Clapp, Waiz, and Perkins. Nays: None. Mayor Orem presented Ordinance No. Amending Certain Portions of Section 1 Of Ordinance An Ordinance No. 89-0R-42. Animal Shelter Manager Wheattey-Dobler explained the need to realign the wages. Following all discussion, Councilperson Perkins~ made the motion to suspend the rules~ seconded by Councilperson Williams and carried unanimously. Councilperson Perkins made the motion to pass Ordinance No. 90-0R-27 on all three readings~ seconded by Councilperson Clapp and carried with the following roll call vote: PAGE 3 JUNE 16~ 1990 Ayes: and Grooms. Nays: None Mayor Orem Transferring Certain Councilpersons Waiz, Perkins~ Clapp, Williams~ Carter, presented Ordinance No. 90-0R-28~ An Ordinance Funds Within A Department. Clerk and Treasurer Spencer explained the need for this Ordinance. Council President Waiz made the motion to suspend the rules, seconded by Councilperson Williams and carried unanimously. Councilperson Grooms made the motion to pass Ordinance No. 90-0R-28 on all three readings, seconded by Councilperson Williams7 passing with the following roll call vote: Ayes: Councilpersons, Williams~ Clapp, Perkins~ Waiz~ Carter and Grooms. Nays: None. Councilperson Williams asked the status of a problem in the Meadows with animals and an accumulation of garbage in a garage. Both Manager Wheatley-Dobler and Engineer Scales have been working on the situation and changes have been made. Councilperson Williams is happy with the staff and condition of Springhill Pool. There is a problem with blatant drug dealings at the ball park and he requests increased police visibility. Mayor Orem explained drug grant money is providing for four officers on Friday and Saturday nights. Personnel and Safety Director Lakeman has talked with Police Chief Harrod this past week about this situation. Chief Harrod is aware of the problem and he is trying to correct it.
