REGULAR MEETING
NOVEMBER 8, 2016
The Jeffersonville Police Merit Commission meeting was called to order by President Jeremy
Snelling on November 8, 2016 at 6:00 P.M. The meeting was held in the City Council's Chambers on the
First Floor of City Hall, 500 Quartermaster Court,Jeffersonville, Indiana. The following members were
present: President Jeremy Snelling, Vice-President Robert Campbell, Secretary Bonnie Deppert,James
Reagan, Scott Aldridge, Attorney Robert Bottorff and Patty Rush.
INVOCATION: By Vice-President Robert Campbell
MINUTES:
President Snelling presented the minutes from October 11, 2016 meeting, asking if there were
any additions or corrections. Mr.Aldridge made motion to approve the minutes as presented and
seconded by Ms. Deppert. Voted 4-0
OLD BUSINESS: None
NEW BUSINESS:
Chief Kenny Kavanaugh spoke to the Commission and introduced Chief Todd Bailey from the
New Albany Police Department. Chief Kavanaugh advised how well he and Chief Bailey work well
together on improving situations for their departments.
Chief Todd Bailey addressed the Commission in regard to Implementation of the Experienced
Police Officer List and opportunities of utilizing the Experienced Police Officer's List. Chief Bailey handed
out an example of Rules and Regulations from the NAPD for Application and Appointment of
Experienced Officers to the Police Department. Chief Bailey explained how it has assisted in covering
any vacancy for a shorter period of time since they have already completed the Academy and has had
some experience. If needed, this would place an officer on the street sooner. NAPD has had their plan
in effect since May of 2006. Mr. Aldridge made motion for Attorney Bottorff draft a written amendment
pertaining to Experienced Officers to the Police Department which would consist of language provided
from Chief Bailey. The motion was seconded by Mr. Reagan Voted 4-0
CLAIMS: None
Mr. Reagan made motion to adjourn the meeting at 7:46 P.M. and seconded by Ms. Deppert. Our next
meeting will be held on December 13, 2016. J�Z1 .
