HomeMy WebLinkAbout04-02-1990 The Common Council regular session in Council Jeffersonville, Indiana~ COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL B, 1990 ~ of the City of Jeffersonville met in Chambers in the City-County Building, at 9:30 P.M. on the Bnd day of April, i990. The meeting was called to Clerk and Treasurer C. Richard Spencer The roll was called and order by Mayor Dale Orem, and Jr. at the desk. those present were Councilmen Caldwell, Carter, Grooms, Harrod, Perkins, Absent: None. Councilperson Harrod made the of the meeting of March 19, 1990 Williams, and Waiz. motion to approve the minutes as presented, seconded by Councilperson Carter and carried unanimously. Clerk and Treasurer Spencer presented consideration by the Council with one additional the claim register for claim being presented and discussed. Following all discussion, Councilperson Harrod made the motion to approve the claims as presented with the one additional, seconded by Councilperson Carter and carried unanimously. Councilperson Perkins made the motion to table Ordinance No. 90-0R-6, An Ordinance Amending Ordinance No. 89-0R-72 An Ordinance Regarding The Removal Of Weeds, Unkempt Grass, And Rank Vegetation In The City Of Jeffersonville, Indiana~ seconded by Councilperson Harrod and carried unanimously. Councilperson Grooms made the motion to untable Ordinance No. 90-0R-15, An Ordinance Rezoning Certain Property From Residential, To B-l, Local Business, seconded by Councilperson Carter and carried unanimously. Following all discussion of this Ordinance, Councilperson Perkins made the motion to suspend the rules, seconded by Councilperson Waiz and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 90-0R-15 on all three readings, seconded by Councilperson Carter~ passing on a vote of 5-2. Councilperson Williams and Grooms voted no. Councilperson Grooms stated he voted in the negative and will vote negative on rezoning until a master plan is adopted. Councilperson Carter made the motion to rules for Ordinance No. 90-0R-16, seconded by Grooms and carried unanimously. Councilperson Carter then made readings, seconded roll call vote: Ayes: Councilpersons Williams, Harrod, and Grooms. Nays: None. Nays: None. Ordinance No. 90-0R-18, An Ordinate Transferring Certain Funds Within Same Department was introduced. Clerk and Treasurer Spencer explained most of these transfers were to make up the difference in the hospitalization and urged those departments that had transfers to do so. Following discussion, not requested Councilperson Ordinance No. their Harrod made the motion to suspend the rules for 90-0R-18, seconded by Council President Waiz and carried unanimously. Councilperson Carter then made the motion to pass Ordinance No. 90-0R-18 on ail three readings~ passing with the following roil call vote: PAGE $ APRIL B~ 1990 Ayes: Councilpersons Williams~ Harrod, and Grooms. Perkins, Waiz~ Caldwell, Carter~ Nayes: None. Councilperson Williams is concerned~ regarding equipment that has been left for a period of and has received call time. He was Commissioner informed this project should be completed soon, however, Scales will call the contractor. Councilperson Carter has been asked what the regulations are concerning mobile homes within the City. Commissioner Scales explained the difference betwen mobile homes and manufactured homes which answered the concerns. Councilperson Carter is also concerned with the utility street cuts that have not been repaired. It was explained they are waiting for the asphalt plant to open. Commissioner Scales is getting a list of these areas and the utility companies will be notified. At the next meeting Councilperson Grooms will be asking for a $5,000 appropriation from Council funds for the convention center feasibility study. It is hoped a study will be completed by early June. He would also like permission to order two books from the Urban Land Institute~ one on convention center and riverfront development and the other on urbanization and downtown riverfront development. Clark County School Board the next meeting on the Councilperson Grooms has invited Greater Member Yoder to address the Council at financial position of the School Board. Councilperson Perkins inquired about Serenity Court development and other homes in the area of Charlestown-New Albany Road as to whether they are in the City and if they are on City sewers. Commissioner Scales and Mayor Orem answered the questions. Councilperson Perkins aked what steps had been taken to clean up the foundry. Some of the sand is now being recycled, no new sand has been placed outside, and the signs have not been posted. Mr. Robinson of the Foundry was in attendance and explained it will take about 6 months to use up what is outside. Councilperson Perkins stated this is in violation of zoning and it should not be there, and he is still receiving calls on this. PAGE 4 APRIL 2, 1990 building~ Bottorff~ Concit President Waiz stated Fire House ~3 is a gorgeous however he questions the red paint. Councilperson Caldwell read a letter he has sent to Jim Clark County Democrat Party Chairman~ resigning his seat on the Council in order to fulfill a Recreation Department Superintendent. He expressed for the help he has received and stated it has learning experience. Mayor Orem informed the Council of the status of the 201 dream of becoming Parks and his appreciation been a valuable Facility Plan for the new sewer plant. This is 35% complete and on schedule. Humbaugh and Associates has been issued a contract to do the rate study. A work order has been issued to relocate the sewer in the area of Wesley Methodist Church to facilitate the construction of a cancer treatment medical center. This will be an expense to the City of $21,000. No tax abatements have been asked for. Councilperson Perkins feels the City is again "cleaning up" behind the Department of Redevelopment and wonders if there could be any recourse on the title exam. He does not feel it is fair to the sewer user to pay for this. Councilperson Grooms feels if the land was not being developed~ it would not be an expense to the City~ and feels the return will be justified. Mayor Orem would like to see the Council file a claim against the title insurance company in an attempt to recover the expenditure. The garbage collections bids were opened in the Board of Works meeting as of this date and are been studied. Mayor Orem introduced Mr. Gene Bennett, Parks and Recreation Board member, who explained the progress on the private development of an 18 hole golf course on the south side of Silver Creek near the airport. The anticipated completion date is July 1991. He explained this is almost a gift to the City and almost too good to be true. The City is looking into land adjacent to this for an additional course. Councilperson Caldwell stated thie would be an unbelievable recreation and leisure impact as well as an economic impact to the City. The revenues from this will go back into the park system. Councilperson Carter reminded all of the April 28 dedication of Vissing Park.
