Counci]person Waiz wishes all a Merry Christmas and a good
New Year. He has throughly enjoyed being on the Council for the last
8 years and will miss it. He feels everyone in the community should
serve the community in some manner and he is thankful he has had the
opportunity to serve.
Councilperson Perkins has served with Mayor Orem for 8 years
and Mayor Vissing for A years and the thing that he will miss the most
is the relationships with the people~ the Department Heads and others
on the Council~ He feels at many times the Council has gotten a bad
rap for opening up discussion. Most of the time this has been very
helpful and feels 90~ of the time the votes have been unanimous. His

Commissioner/City Engineer Corky Scales is one of the hardest working
employees the City has ever had. Another of the hardest working has
been Harold "PeeWee" Lakeman~ and he could keep going down the line.
Dale has deligated authority well and let people do their ~obs~
Council President Carter thanked the Department Heads~
telling them it has been a pleasure working with them. He hopes in
the next ~ years the Evening News will give the Council a break. It
is his feeling the only thing Mr. Gilkey spelled right was in his
editorials is CARTER. It has been a pleasure serving under Dale~ and
with Dick Spencer and the others.
Mayor Orem expressed appreciation for John's
then made the comment there was a very small article
Journal this morning regarding three new companies that
in the Courier
will be moving
into the Port. This is one of the finest industial moves in the
County and it receives a 3 X B article. All that went into this such
as sewer's 9nd railroads was not mentioned. One of his proudest
moments came about from the firet request he received from Ed Rose for
a new truck. All that Ed had was cardboard for floorboards. The City
now has a new fleet of vehicles including a leaf-all, vac-all~
television truck~ packers, etc., all of which he is proud of. Yet,
all people want to remember is the "Humpty Dumpty" ride down Court
Avenue. They want you to spend $5~000~000 out of a $15~000 budget.
He is proud the City employees are making a living wage~ they are not
overpaid or being paid wbat they are worth~ but they are making a
living wage. This has been a good City Council that has made

decisions most Cities don't ever have to make. He applauds them for
bringing them out and making decisions for the betterment of the City.
There is not a City or Government anywhere that has worked ae hard as
these City emptoyeee have. Many put in 50 to ?0 hours a week without
any extra pay. He made reference to Bob Goldman being seen cleaning
out storm catch basins on the way home. He did not have to do this~
Mayor Orem never thought he would

This will be a difficult financial ~ob that will require a great deal
of help from Dick Spencer's Office. Tough times are ahead. The City
is running the leanest ship poseible to run. There is no fat in the
budgets. The Department Heads do deserve acclamations and applauds
them for running an efficient operation. He thanks Dan Shotwell for
