Clerk Common Council of the in Council Chambers Indiana~ at 9:30 A.M. City of Jeffersonville met in in the City-County Building~ on the 23rd day of December~ The meeting was called to order by and Treasurer C. Richard Spencer Jr.~ at Mayor Dale L. Orem with the desk. Mayor Orem asked Michael Anderson of Wesley invocation. He than asked all of allegiance to the flag. The roll was called Jimmy Carter~ Marie Clapp, Ron and Robert Waiz. all those present to stand as Reverend United Methodist Church gave the those preeent to join him in the pledge and those present were Councilpersons Grooms~ John Perkins, Andrew Williams~ Absent: Counci!person Tony Harrod. Mayor Orem presented the minutes of the meeting of December B~ 1991 for consideration by the Council. Council President Carter made the motion to approve the minutes as presented~ seconded by Councilperson Clapp and carried unanimously~ Clerk and Treasurer Spencer presented a claim amounting to $35,000~ which represents the balance due on a Department of Redevelopment loan~ asking if it was the Council's desire to pay this amount for the Department of Redevelopment. Council President Carter explained the Council hae bailed the Department of Redevelopment out so many times~ he does not feel this should be paid by the City as it would cut the City short in 1998. It was the unanimous feeling of the Council to leave the balance for Redevelopment to pay when they could. Mayor Orem introduced Ms. Healthcare Clinic~ Inc. Ms. Hilton for their support. She informed Sharon Hilton~ read a letter the Council Chair~ Clark County thanking the Council the County also is help will allow the financially supporting this organization. This group to entel- into serious canvasing for support from other entities and businesses. Mayor Orem expressed his appreciation for Ms. Hilton and Mr. Dave Owens for their work on this project. PAGE 2 DECEMBER ~1~ 199i Mayor Orem presented Resolution No~ 91-R-38~ A Confirming Resolution Declaring An Area To Be An Economic Revitalization Area. Councilperson Perkins made the motion to approve Resolution No. 9!-R-38~ seconded by Counciiperson Waiz and carried unanimously. Mayor Orem presented Resolution No. 9t-R-39, A Confirming Resolution Declaring An Area To Be An Economic Revitalization Area. Councilperson Grooms made the motion to approve Resolution No. 91-R-39~ seconded by Councilperson Clapp and carried unanimously. Mayor Orem introduced Mr. Dan Shotwell and Mr. George Hughes of the Hughes Group. Mr. Shotwell introduced a plan to sublease the riverfront at the foot of Spring for a two-level floating family restaurant. Total seating inside and out wilt be 600. The Group is ~orking with Main Street and the Tourism Bureau and the total investment will be 3/~ million dollars. Mi-. Shot~ell reviewed drawmings and the long range plans. He asks the Council give permission to the Hughes Group to enter into a 5 year lease with a i0 year option for this project. Counci]person Grooms agrees the decision ehould be left to the new Council, and questions if a user fee can be charged to the Redevelopment and Housing areas the ta×payer. Council President Carter Councilpersons Harrod, Perkins~ and rather than put this burden on made the motion to appoint Grooms, to the County Tourism Advisory Board~ seconded by Councilperson Waiz and carried unanmously. Councilperson Clapp informed the Council the checks have been received from Rumpke for the Court House recycling program. Following further discussion~ Councitperson Grooms withdrew his second~ and Councilperson Williams withdrew his motion. Councilperson Williams will be researching this and may introduce something in 199~. Councilperson Grooms wishes everyone a.Merry Christmas and a healthy, happy New Year. He thanked the Department Heads for their help ovec the years. Thanks to the other councilpersons for their ears: and their tongues. He has throughly enjoyed being on the Council for the last 8 years and will miss it. He feels everyone in the community should serve the community in some manner and he is thankful he has had the opportunity to serve. Councilperson Perkins has served with Mayor Orem for 8 years and Mayor Vissing for A years and the thing that he will miss the most is the relationships with the people~ the Department Heads and others on the Council~ He feels at many times the Council has gotten a bad rap for opening up discussion. Most of the time this has been very helpful and feels 90~ of the time the votes have been unanimous. The City now has a new fleet of vehicles including a leaf-all, vac-all~ television truck~ packers, etc., all of which he is proud of. Yet, all people want to remember is the "Humpty Dumpty" ride down Court Avenue. They want you to spend $5~000~000 out of a $15~000 budget. He is proud the City employees are making a living wage~ they are not overpaid or being paid wbat they are worth~ but they are making a living wage. This has been a good City Council that has made PAGE 5 DECEMBER Bi~ 1991 decisions most Cities don't ever have to make. He applauds them for bringing them out and making decisions for the betterment of the City. There is not a City or Government anywhere that has worked ae hard as these City emptoyeee have. Many put in 50 to ?0 hours a week without any extra pay. He made reference to Bob Goldman being seen cleaning out storm catch basins on the way home. He did not have to do this~ Mayor Orem never thought he would the water moving to keep water out his G years~ In time we wiii all be able to look back and feels the City is in good stand in water to his chest to keep of people's homes. He is proud of go on and make a living and in time say "what a great window in my life". He hands and will continue to move ahead. The Council is going to have a different type of a chalange in the future. This will be a difficult financial ~ob that will require a great deal of help from Dick Spencer's Office. Tough times are ahead. The City is running the leanest ship poseible to run. There is no fat in the budgets. The Department Heads do deserve acclamations and applauds them for running an efficient operation.
