Councilperson Harrod made the motion to approve the minutes of both meetings as presented, seconded by Councilperson Clapp and carried unanimously. Clerk and Treasurer Spencer presented the claim register for consideration by the Council along with two additional claims. Following all discussion Councilperson Perkins made the motion to approve the claims as presented as well as the additional claims, seconded by Council President Carter and carried unanimously. Mayor Orem introduced Attorney Dan Moore who spoke to the Council regarding the Solid Waste Management District. He explained the make-up of the Board and that July 1, 1992 is the date that Clark County has to submit to IDEM their goals. Attorney Moore would like to have the Council's feelings toward County-wide collection. Mayor Orem introduced Resolution No. 91-R-33, A Resolution Adopting Official City Street And Road Improvement Program. Councilperson Grooms made the motion to pass Resolution No. 91-R-33, seconded by Councilperson Williams and opened for discussion. Council President Carter is 100% in favor of all but the portion on the inner-City road project. Mayor Orem explained the purpose of this is to move traffic from the subdivisions and to open up an area for new growth in the newly annexed areas. Councilperson Grooms again stressed the point the passage of this Resolution makes no committment of funds. Councilperson Perkins stated he feels the same about this Resolution as Council President Carter. Following all discussion the vote was taken resulting in a 3-3 tie with Councilpersons Perkins, Harrod, and Carter voting against the Resolution. Orem voted in the affirmative to break Resolution. Councilperson Grooms introduced Ordinance Regulating Sale Of Privately the tie, With that Mayor thus passing the Ordinance No. 91-0R-57, An Owned Motor Vehicles On Residentially Owned Property In The City Of Jeffersonville And Also Storage Of Modified Motor Vehicles And The Repair And Maintenance Thereof, for the third and final reading explaining those changes that had been made. Councilperson Grooms explained this will be a tool for the Police Department to use for enforcement. Councilperson Perkins commends Councilpeson Grooms for the work on this Ordinance stating he hopes it will be enforced. Councilperson Grooms then made the motion to pass Ordinance No. 91-0R-57 on the seconded by Councilperson Perkins, passing vote: Ayes: Councilpersons Williams~ Clapp. third and -Final readings on the following roll call Nays: Councilperson Harrod. PAGE 3 NOVEMBER 4, 1991 Ordinance No. 91-0R-59, An Ordinance Of Additional Appropriations was introduced for the second and third reading. Following discussion of Police Department gasoline, Councilperson Perkins made the motion to reduce the requested amount to $6,000.00, seconded by Councilperson Grooms and carried unanimously. At the conclusion of discussion regarding Fire Department overtime, Council President Carter made the motion to reduce the requested amount to $B,500.00, seconded by Councilperson Perkins and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 91-0R-59 on the second and third readings, seconded by Council President Carter~ passing with the following roll call vote: Ayes: Councilpersons Perkins, Clapp, Williams, Grooms, Harrod, and Carter. Nays: None. Ordinance No. 91-0R-60, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 90-0R-37~ (Salary Ordinance) was introduced for discussion. Anaimal Shelter Manager Jan Wheatley answered questions regarding this Ordinance. Following all discussion, Councilperson Perkins made the motion to suspend the rules for Ordinance No. 91-0R-60~ seconded by Councilperson Grooms and carried unanimously. Councilperson Perkins~ then made the motion to pass Ordinance No. 91-0R-60 on all three readings, seconded by Council President Carter, passing with Ayes: Councilpersons Harrod, and Williams. Nays: None. the following roll call vote: Grooms, Perkins~ Carter~ Clapp~ Council President Carter called attention to Ordinance No. 1471~ passed June 1, 1958, which allows funds collected by a Department to be used by that department, asking that the rent being paid to the General Fund by the Ambulance Service be used to purchase hand-held radios for the Fire Department. The radios in use now are 16 years old. Ordinance No. 91-0R-61, An Ordinance Transferring Certain Funds Within Same Department was introduced and discussed. This will include money to purchase Fire Department radios. Following all discussion, Councilperson Perkins made the motion to suspend the rules for Ordinance No. 91-0R-61~ seconded by Councilperson Harrod, PAGE 4 NOVEMBER 4, 1991 and passed unanimously. Councilperson Perkins then made pass Ordinance No. 91-0R-61 on ail three readings, Council President Carter, passing with the following roll the motion to seconded by call vote: Ayes: Councilpersons Clapp~ Carter Harrod, Williams, Grooms, and Perkins. Nays: None. Councilperson Williams inquired if progress had been made toward helping residents on Hamburg Pike that are on well water to get Indiana Cities Water. Mayor Orem is working on a plan that will allow the property owners to pay one third of the cost, the City to pay one third, and the water company to pay one third. The City would be allowed to do this as there will be a fire hydrant at the end of the line. It will also be researched to see if the property owners could be billed over a period of time on their sewer bills for this as it is so costly. Councilperson Perkins is amazed that water companies are granted monopolies. Councilperson for the Halloween Candy to know who owns the Williams wishes to contratulate Main Street Walk held on October 26, 1991. He would like property at Locust and Riddle, so that the asphalt can be removed. This will be researched. Council President Carter Williams and Clapp to this committee. Grooms wishes to commend Assistant Park his staff for the Haunted Hayride program. There being no further business to come before the Council~ Councilperson Perkins moved to adjourn at 8:55 o'clock P.M. seconded by Councilperson Harrod and unanimously carried.
