HomeMy WebLinkAboutOCTOBER 4, 2016 MINUTES OF THE JEFFERSONVILLE DRAINAGE BOARD OCTOBER 4, 2016 The Jeffersonville Drainage Board met on October 4, 2016 at 5:30 P.M. in the City Council Chambers, First Floor at 500 Quartermaster Court,Jeffersonville, Indiana. President Bob Rogge called the meeting to order the following in attendance: BOARD MEMBERS: STAFF: Bob Rogge Andy Crouch Arthur Guepe Matt Bell Tom Campbell Kevin Feder Chester King Nathan Pruitt Charlie Smith Scott Lewis, Attorney Steve Gill Patty Rush Stacy Slaughter Absent: Grant Morton and Rob Burgess Guest: Joe Eigel with Eigel Engineering Josh Hillman with Jacobi,Toombs& Lanz MINUTES: President Rogge presented the minutes from September 20, 2016 meeting, asking if there were any corrections or additions. Mr. Gill made motion to approve as presented and seconded by Mr. Campbell. Motion approved unanimously OLD BUSINESS: None NEW BUSINESS: None PUBLIC COMMENTS: Ms.Tina Smith who resides at 318 Webster Blvd. was present regarding 2213 Hamburg Pike with a problem with the creek behind this residence. She advised that contact had already been made with City Engineer Crouch regarding this problem. Ms. Smith did appreciate the work that had been done in Riverside. She was asking to see if the creek could be widened and dug deeper to see if that would help with the flooding. The creek is very large and is in the floodplain and there could be issues with the Corp of Engineers regarding digging deeper in the creek. City Engineer Crouch will investigate further and have a report at our next meeting. REPORTS: City Engineer Crouch had sent all the Board Members an e-mail regarding the approval of the new salary ordinance on the 15L and 2nd reading. Normally this would not affect the Drainage Board, but this particular ordinance suggests a change in the Drainage Laborer position from a Grade 1 to a Grade 2. The change was based on review and recommendation from an HR consultant that the city uses that reviews job descriptions and market data to make sure that we are paying people appropriately for jobs that they are doing. The Drainage Board currently funds three laborer positions at just under$12 an hour and the change will take those positions to be between $13 and $15 per hour, depending on experience and skillset. Mr. Smith made motion to approve this recommendation of change from City Engineer Crouch to the City Council regarding the 2017 Salary Ordinance and seconded by Mr. Guepe. Motion passed unanimously City Engineer Crouch gave a presentation along with a little history for the Drainage Board which was established in 1996. In 1997 a Storm water Management Plan was prepared by Bonar Group with recommended by the Drainage Board. They produced a map of the city at that time and noted what the drainage crew jobs for each area by work code. The number stands for location and letter is what is supposed to be done at that location. Those listed were removal of debris at inlets, removal of debris at culverts, removal of debris at fences and foot bridges and removal of brush along with mowing. At that time the City has a construction crew or they called it a construction crew paid by Wastewater and the drainage crew basically was just making sure all debris was removed from ditches, headwalls and catch basins. Generally, drainage work was completed in this manner from 1997 until 2008 due to the annexation. City Engineer Crouch advised that recommendations from the Annexation Plan was prepared after the annexation showing how many more police,fire and other departments that needed to add personnel due to increase in area for the city. It was anticipated that with additional funds from the annexed area that six(6) new drainage employees would be added to the Drainage Department. City Engineer Crouch requested that another crew to be added to his department since he has more work orders than they can handle at this time or maybe contract some of the work out. City Engineer Crouch will prepare the cost for additional employees for salary and benefits, which he will bring back at our next meeting. City Engineer Crouch would like to have a larger dump truck to save trips and time going to the land fill. He has discussed additional equipment request and will work on quotes for the Board to review at our next meeting. Mr. Smith would like to review some work orders to have an idea of what is needing to be done or what is coming up in the future. Mr. Smith asked City Engineer Crouch if there is still a need for a vac truck. It was discussed that maybe this equipment could be leased instead of purchasing. City Engineer Crouch will get an idea of cost for the equipment and bring back to the Board. Mr. Bell advised that Mr.Tony Reardon had received information regarding the easements on Woodland Court. They had a preliminary conversation last week. Mr. Feder advised that a notice of violation has been given to the property owner behind Watson Water Tower at 1-265. Mr. Smith asked City Engineer Crouch the status on Waverly Court, and he advised that they are still working on it. Mr. Smith asked City Engineer Crouch about the updated draft of the Policy Ordinance. It was advised that they should have something from Christopher Burke by our next meeting. CLAIMS: President Rogge presented the claims in the amount of$32,138.35, asking if there were any questions. Mr. Gill asked about the bill for waste disposal at Liberty Point. It was advised that with the small trucks they have to make several trips to the land fill. Mr. Gill made motion to approve the claims as presented and seconded by Mr. Campbell. Motion passed unanimously ADJOURNMENT: Mr. Gill made motion to adjourn the meeting at 6:25 P.M. and seconded by Mr. Guepe. Our next meeting will be held on October18, 2016.
