HomeMy WebLinkAbout10-07-1991COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA OCTOBER 7, 1991 The Common Council of the City of Jeffersonville, Indiana met in regular session in Council Chambers, in the City-County Building in Jeffersonville, Indiana, at 7:30 o~clock P.M. on the 7th day of October, 1991. The meeting was called Richard Spencer Jr. at the desk. Mayor Dale Leonard Jepson of invocation. He then to order by Mayor Dale Orem and C, Orem asked all those present to s~and as Pastor the Kentuckiana Interfaith Council gave the asked all those present to join him in the pledge of allegiance to the flag. The roll was called Jimmy Carter, Marie Clapp, Ron Grooms, Williams, and Robert Waiz. Absent: None. Councilperson Williams introduced Resolution No. 91-R-29, A Resolution Adopting Jeffersonville Comprehensive Plan. Councilperson Perkins again explained this is a plan and does not change any existing zoning. Councilperson Williams explained the need for the updating and review by the Planning & Zoning Board. Following all discussion, the Council unanimously approved Resolution No. 91-R-29. PAGE 2 OCTOBER 7, 1991 Councilperson Grooms introduced and made a motion to pass Resolution No. 91-R-30, A Resolution Adopting Official City Street And Road Improvement Program. Councilperson Perkins stated this is a complex document and he was not prepared at this time to vote as he has not had the time to study it. Mayor Orem explained is was almost a duplicate of the Master Plan. Councilperson Grooms said the priorities listed can be changed. Councilperson Harrod also said he has not had the opportunity to go through the document. Council President Carter suggested the Resolution be tabled. Councilperson Grooms asked Mayor Orem if a delay in passing the Resolution would threaten any funding. Mayor Orem stated it would not, explaining there is no rush. Councilperson Williams seconded the motion made by Councilperson Grooms to pass Resolution No. 91-R-30. Further discussion followed after which Councilperson Williams withdrew his second and Councilperson Grooms withdrew his motion. Council President Carter then made the motion to table Resolution No. 91-R-30, seconded by Councilperson Perkins, passing on a vote of 6-1 with Councilperson Williams objecting to the motion. At the conclusion of much discussion, Councilperson Perkins made the motion to pass Ordinance No. 91-OR-53 on the first and second reading, seconded by Councilperson Harrod, passing on a vote of 6-1. Council President Carter voted in oppossition. Councilperson Grooms introduced Ordinance No. 91-OR-54~ Ordinance Designating Certain Specific Geographic Territories "Economic Development Indiana, explaining An As Target Areas" Within the City Of Jeffersonville, the area involved is known as Youngstown. Councilperson Grooms made the motion to pass Ordinance No. 91-OR-54 on the first and second reading, seconded by Councilperson Clapp. Councilperson Grooms asked if any offers had been made on the property. Mayor Orem explained the asking price should be known this month. TIF for this area was discussed. Following all discussion the vote on the first and second reading for Ordinance No. 91-0R-54 passed with a vote of 6-1, with Council President Carter oppossing. Clerk and Treasurer Spencer explained and answered questions regarding Ordinance No. 91-OR-55, An Additional Appropriation Ordinance. Following all discussion, Council President Carter made the motion to suspend the rules for Ordinance No. 91-OR-55, seconded by Councilperson Clapp and carried unanimously. Council President Carter then made the motion to pass Ordinance No. 91-OR-55 on all three readings~ seconded by Councilperson Clapp, passing on the following roll call vote: Ayes: Councilpersons Grooms, Waiz, and Perkins. Nays: None. Councilperson Grooms explained proposed Ordinance regulating sale of residentially owned property in the storage of modified motor vehicles thereof. Councilperson Perkins has a Harrod, Carter, Williams, Clapp, and reviewed sections of a privately owned motor vehicles on City of Jeffersonville and also and the repair and maintenance problem with $6 in the proposed Ordinance as he feels 25% of property owners have no place but the street to park and feels a need for an exception. He also questions the ability to enforce the proposed Ordinance. Councilperson Harrod questions the need for such an Ordinance saying he opposses taking away any rights. If it is for safety reasons he can see a need. Mayor Orem stated that under Planning and Zoning regulations this right is taken away, however the process takes months and months. This would work more quickly. A member of the audience infomed the Council that State law restricts the sale to 5 motor vehicles in one year. Attorney Filer agrees enforcement would be difficult. All agreed to hold this for further discussion at a later meeting. PAGE 4 OCTOBER 7, !991 Ordinance No. 91-OR-56, An Ordinance Transferring Certain Funds Within Same Department was introduced. Clerk and Treasurer Spencer answered questions regarding this Ordinance. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 91-OR-56, seconded by Councilperson Clapp and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance No~ 91-OR-56 on all three readings, seconded by Councilperson Clapp, passing on the following roll call vote: Ayes: Councilpersons Waiz, and Perkins. Councilperson Perkins understands that Clarksville has asked that the County Commissioner's districts be redrawn, and he wonders how the others feel. Council President Carter is under the impression this is being done. Councilperson Harrod agrees this should be done. Councilperson Perkins does not feel the Commissioners should run county-wide as those that pay most of the taxes have no representation. There were no comments from those in attendance. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 9:20 o~clock P.M., seconded by Councilperson Williams and carried unanimously. ATTEST
