HomeMy WebLinkAbout09-03-1991COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA SEPTEMBER 3, 1991 The Common Council of the City of jeffersonville met in regular session in Council Chambers in the City-County Building~ jeffersonville, Indiana, at 9:30 P.M. on the 3th day of September, 1991. Clerk The meeting was called to order by Mayor Dale and Treasurer C. Richard Spencer Jr. at the desk. Orem, with Mayor Orem asked all those Brown of the First Presbyterian Church, asked all those present to stand and allegiance to the flag. The roll was called and present to stand as Reverend Jim gave the invocation. He then join him in the pledge of those present were Councilpersons Jimmy Carter~ John Perkins, Andrew Williams, and Robert Waiz. Absent: Councilpersons Marie Clapp~ Ron Grooms, and Harrod. Tony Council President Carter made the motion to approve the minutes of the meeting of August 86, 1991, as presented, seconded by Councilperson Waiz and carried unanimously. Clerk and Treasurer Spencer presented the claim register along with one additional claim for Councilperson Perkins asked to have Capital Development Fund explained. Orem to explain the Local questions regarding the consideration by the claim from the Councilperson Waiz the Council. Cumulative asked Mayor Roads and Streets claim. As there are some Steamboat Festival Committee claim it was decided to hold the claim at this time. Following Councilperson Perkins made the motion to approve ali the Steamboat Festival Committee as presented additional~ seconded by Council President Carter and unanimously. Councilperson Grooms arrived at 9:40 o'clock P.M. Mayor Orem introduced Mr. Ken Peters~ Dave Julius, Dennis Julius, representing the Club. Mr. Peters presented a plan Court Avenue Intersection and the ali discussion, but the claim to along with the carried and Clarksville-Jeffersonville Rotary for the improvment of the 1-65 and Court Avenue Median. The Rotary PAGE 8 SEPTEMBER 3, 1991 Club feels the City should~ take a significant ownership share in the project at 20~ of the cost and 20% of the maintenance~ along with the water and electric bill. The approximate cost of the intersection will be $39,000~ the median will be $48,000, and the yearly maintenance will be $17~000. This will be a quality project with a professional maintenance plan with the Rotary Club in charge of coordinating. Mr. Julius explained what type of hardscape and landscape will be used. Councilperson Grooms explained the Rotary Club is over 100 members strong and will carry thru on the pro~ect. Mayor Orem offered City services as part of the 80%. Councilperson Perkins said this would be a good Cumulative Improvement Project. Following all discussion~ Councilperson Perkins made the motion to pass Resolution No. 91-R-~5, A Resolution To Advertise For An Additional Appropriation~ seconded by Council President Carter and carried unanimously. Councilperson Waiz feels the Sunny Side Pride group has done a good job and he hopes they are not offended. Mayor Orem introduced Ordinance No. 91-0R-49~ An Ordinance Transferring Certain Funds Within Same Department. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 91-0R-49, seconded by Councilperson Grooms and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 91-0R-49 on all three readings, seconded by Councilperson Williams, passing on the following roll call vote: Perkins. Ayes: Councilpersons Nays: None. Council President Grooms~ Carter~ Williams, Waiz, and Carter asked that an executive session be called following the adjournment of this meeting. Councilperson Perkins has talked with the owner of the new restaurant, Ann's On The River~ and has been asked to have the three Market Street meters taken out and one made into a loading zone. Mayor Orem will speak with the owner regarding this request. Clerk and Treasurer Spencer feels that other restaurants and businesses in the area will have the same request. Councilperson Perkins feels the Council should rethink the 18 man minimum as he was not aware of how much overtime cost was involved. Councilperson Williams made the motion to pass Resolution No. 91-R-26, A Resolution To Advertise For An Additional Appropriation of $13~500 for overtime~ seconded by Council President Carter and opened for discussion. Councilperson Perkins asked for time to rethink the 18 man minimum. When asked Chief Collins stated he does not feel 10 or 11 men on duty is unsafe, however he would not go below 10. Firefighter Mike Smith feels an apparatus would have to be parked with less than 18 men on duty~ and PAGE A SEPTEMBER 3s 199I asked the Council to look at this hard~ asking for additional manpower. Mayor Orem asked that a good look at the pension and benefit costs be taken when .hiring additional men versus overtime. A member of the audience stated you cannot put a price on life and feels the firehouses should be manned. She would like to see money spent where it counts to the taxpayer on firefighters and police officers. She would also like to see an overhead projector as it is rude not be be able to see. She would like to see more people in the audience. Councilperson Perkins stated our system of government is a republic, and most branches do have a gallery~ however they are not participatory. Following further comments, Councilperson Perkins explained projectors were being looked into. The vote on Resolution No. 91-R-26 was called for~ failing on a vote of 3-2~ with Councilpersons Waiz and Perkins voting in the negative. Disucssion continued with Councilperson Perkins stating he would be willing to reconsider if a serious look was taken at the whole situation. Councilperson Perkins then made a motion to reconsider Resolution No. 91-R-~6~ if a committee including the Mayors the Fire Chiefs and Council~ would agree to sit down and work on the situation, seconded by Council President Carter and carried unanimously. Councilperon Perkins made the motion to pass Resolution No. 91-R-26~ seconded by Council President Carter. Firefighter Joe Lee asked to have a representive of the Firefighters Local on this committee. Councilperson Perkins feels this is not necessary with two of the Council members being firefighters. Other statements were made by the Council and those Firefighters present, following which Councilperson Perkins asked to refused to withdraw was called for and withdraw his motion. Council President Carter his second. The vote on Resolution No. 91-R-26 failed on a vote of 3-2, with Councilpersons Waiz and Perkins oppossing. Chief Collins was asked when he will be out of money. We stated he will operate at a safe level but will not call in overtime and jeopardize not being able to meet payroll in December, if he has to come in himself.
