Richard The roll was called Jimmy Carter, Marie Clapp, Ron Andrew Williams, and Robert Waiz. Absent: None. Spencer Jr. at the desk. and those present were Councilpersons Grooms, Tony Harrod, John Perkins~ of Councilperson Waiz and carried unanimously. Mayor Orem also questioned the funding of Workmen~s Compensation as he does not feel this is adequate. Councilperson Clapp asked if ali City employees were included in the $750 raise in salary. Clerk and Treasurer Spencer explained it appears to be the opinion of the general public the elected officials were included~ however they are not. There also are a few part-time and those employed in more than one area that were not included. Mayor Orem informed the Council that the Department of Redevelopment will be making the $65,000 bond payment that is due in January, 1992. Mayor Orem explained the Sewer Department would be able to contribute $1©0,000 in 1998 as payment in lieu of taxes. It is his feeling that with the elimination of City Court and this payment it would be a $800,000 turn around in the budget. Following all further discussion the vote on Ordinance No. 91-0R-46 A thru K was called for, passing on the following roll call vote: Ayes: Councilpersons Perkins, Clapp, Williams, Carter, and Harrod. Nays: Councilpersons Waiz and Grooms. Mayor Orem introduced Ordinance Transferring Funds Within Same Department. and discussion, Councilperson Perkins made No. 91-0R-48, An Ordinance Following all explanations rules for Ordinance No. 91-0R-48, seconded by Councitperson Harrod and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 91-0R-48 on all three readings, seconded by Councilperson Harrod, passing on the following roll call vote: Ayes: Councilpersons Grooms, Harrod~ Carter, Williams~ Clapp, Waiz, and Perkins. Nays: None. Council President Carter initiated discussion regarding an estimate of rebuilding a fire truck engine~ and the possibility of refurbishing a fire truck. Councilperson Harrod feels there is a need for a high-rise truck and questions the possibility of trading in two trucks. Chief Collins does not feel this is feasible at this time. To rebuild and refurbish the truck should be about $800,000 and a new truck wiii be close to $5003000. All Council were in agreement to proceed with the bid process to refurbish the truck and pay for it from the Cumulative Capital Development Fund, and also to proceed with the engine rebuilding. Councilperson Williams would like to hear from Mayor Orem the pros and cons of City Court. Mayor Orem referred to the City Court budget of $85~000 and explained the cases would be handled by State or County Courts and the City would receive a percentage. Councilperson Williams asked what is the upside. Councilperson Perkins is concerned with the high sewer bills the residents are paying due to the extremely dry summer and all the watering of lawns and gardens many people are doing. Many ideas were discussed with Mayor Orem stating he feels Bond Counsel should be asked to look into this. Councilperson Perkins will be putting some ideas in writing.
