HomeMy WebLinkAbout08-19-1991COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA AUGUST 19, 1991 The Common Council of the City of Jeffersonville met in regular session in Council Chambers in the City-County Building, Jeffersonville, Indiana, at 7:30 P.M. on the 19th day of August, 1991. The meeting was called to order by Mayor Dale Orem with Clerk and Treasurer C. Richard Spencer Jr. at the desk. Mayor Orem asked all those present to stand and join him in the pledge of allegiance to the flag. The roll was called Jimmy Carter, Marie Clapp, Ron and Robert Waiz. and those present were Councilpersons Grooms: John Perkins, Andrew Williams, Absent: Councilperson Tony Harrod. Council President Carter made the motion to approve the minutes of the meetings of July 20, July 31, August 1, 4 o'clock P.M., August 1, 9:00 o'clock P.M., August 3, and August 6, 1991 as presented, seconded by Councilperson Clapp, and carried unanimously. Clerk and Treasurer Spencer presented the claim register along with additional claims including the repayment to the Sewage Department of $14,080 for a chipper~ for consideration by the Council. Following all discussion, Councilperson Perkins made the motion to approve the claims as presented along with the additional~ with the exception of the $14~080 to the Sewage Department~ seconded by Councilperson Grooms and carried unanimously. As the necessary paperwork will not be ready for the meeting rescheduled for September 9: 1991~ the Council agreed to hold the first meeting in September as originally scheduled on September 3, 1991. Mayor Orem Transferring Certain presented Ordinance No. 91-0R-47, An Ordinance Funds Within Same Department. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 91-0R-47: seconded by Councilperson Clapp and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance NO. 91-OR-A? on all three readings, seconded by Councilperson Clapp, passing with the following roll call vote: PAGE 8 AUGUST 19, 1991 Ayes: Councilpersons Perkins~ and Grooms. Nays: None. Mayor Orem introduced Waiz, Clapp, Williams, Carter, Ordinance No. 91-0R-46, A, B, C, E, F, G, H, I, J, and K, Ordinance For Appropriations And Tax Rates. Counciiperson Perkins made the motion to pass Ordinance No. 91-0R-46~ A thru K, on the first and second reading, seconded by Council President Carter and opened for discussion. Mayor Orem asked that the Pension Funds be explained. Council President Carter, Clerk and Treasurer Spencer and Fire Chief Collins explained the procedures. Council President Carter inquired as to when the packer would be received. Attorney Fifer explained this should be within 30 days. Following ali questions and discussion Ordinance No. 91-0R-46 A thru K passed on the first and second readings on a vote of 5-1, with Councilperson Waiz voting in oppossition. Councilperkins Perkins made the motion to pass a Resolution numbered 91-R-24, to be sent to the Soviet Embassy in Washington D.C. in support of democratic principles in the Soviet Union, seconded by Council President Carter and passed unanimously. Councilperson Grooms will have the proposed Ordinances regarding tax abatement policies and procedures and the sale of automobiles for the first meeting in September. Councilperson Grooms stated there are some areas of the budgets he is not satisfied with and he hopes there will time to voice concerns before passing on the final reading. Council President Carter has been concerned with the location of the amusment rides for Steamboat Days. There have been conversations and he has been assured there will be room for emergency City should not be used be informed vehicle access. Councilperson Perkins does not feel the fund the Trolley lot rent for Steamboat Days if it will for food or rides. The Steamboat Days Committee should they should not submit a claim. Mayor Orem explained he has been trying to work on some things in the budgets and appreciated the discussion on the Pension Fund.
