HomeMy WebLinkAbout07-20-1991COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JULY ~0~ 1991 The Common Council of the City of Jeffersonvilte met in regular session in Council Chambers in the City-County Building, Jeffersonville~ Indiana~ at 9:30 A.M. on the ~©th day of July, 1991. The meeting was called to order by Council President Jimmy Carter~ with Clerk and Treasurer C. Richard Spencer Jr~ at the desk. Council President Carter asked all those present to stand and join him in the pledge of allegiance to the flag. The roi1 Jimmy Carter~ Marie and Robert Waiz. was called Clapp, Ron and those present were Councilpersons Grooms~ John Perkins~ Andrew Williams~ Absent: Councilperson Tony Harrod. Councilperson Perkins made the motion to approve the minutes of the meeting of July 8~ 1991 as presented~ seconded by Councilperson Waiz~ and carried unanimously. Council President Carter introduced Ordinance No. 91-0R-38~ An Ordinance Transferring Certain Funds Within Same Department. Clerk and Treasurer Spencer explained and answered questions for the Council. There followed discussion regarding Health Insurance and Clark County Hospital. It is suggested a City of Jeffersonvi!le health insurance card be made up for use at Clark County Hospital as there still appears to be some confusion by Hospital employees. Attorney Filer volunteered to issue a memorandum that no Clark County resident can be refused service by Clark County Hospital. Council President Carter Councilpersons Perkins~ Waiz~ Ctapp~ Williams~ Carter~ introduced Ordinance No. 91-0R-39~ An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 90-0R-37. Clerk and Treasurer Spencer answered questions regarding this Ordinance. Councilperson Waiz made the motion to suspend the rules for Ordinance No. 91-OR-Bg~ seconded by Councilperson Perkins and carried unanimously~ Councilperson Perkins then made the motion to pass Ordinance No. 91-0R-39 on all three readings~ seconded by Councilperson Waiz~ passing on the following roll call vote: Ayes: Councilpersons Grooms~ Carter~ Williams~ Clapp, Waiz~ and Perkins. Nays: None. Counoilperson Grooms presented a Off-Premise Motor Vehicle Sales By Persons Model Ordinance Regarding With No Established Place Of Business. Councilperson Grooms explained the Town of Ctarksville is looking into this same type of Ordinance, also explaining what this Ordinance is designed to do. Following ali discussion all Council were interested in pursuing an Ordinance of this type. Councilperson Grooms presented~ for discussion only, an Ordinance setting up guidelines for Tax Abatement. He reviewed~ in general~ each area of the Ordinance. Councilperson Perkins feels this is a good idea and is glad Councilperson Grooms is going ahead ~ith this. He would also like to see a set schedule for considerations. submit an Ordinance for the first reading at Councilperson Grooms will the next meeting. Counci lperson Clapp introduced Ms. Holly Johnson ~ho has been retained as the Jeffersonville Main Street Manager~ Ms. Johnson to Jeffersonville. Councilperson Perkins asked Attorney Filer about an article in the Newspaper the Department of Redevelopment. Attorney Filer will check on this. Councilperson Williams aeked that Clerk and Treasurer Spencer highlight any claims that he feels should be brought to the attention of the Council. Councilperson Clapp agrees and acks that additional information be provided when it is felt necessary, Councilperson Grooms reviewed the meeting schedule for the Master Plan Committee and reminded the Council to review the maps in the Department of Redevelopment Office~ Councilperson Waiz asked to be excused at 10:20 o'clock A.M. Council President Carter announced the Council will meet for budget workshop sessions Monday~ July 22, 1991 at ?:30 o~clock P.M. and again on Tuesday~ July 23~ t991 at 9:30 o~clock P.M. Councilperson Perkins explained that as a result of his Mother's death he has become partial owner~ and on the Board of Directors of a company and will be filing the proper Conflict of Mr. Mike Spalding~ on behalf Council for their support of Main Street 113 Grisamore House are now open.
