OF JEFFERSONVILLE~ INDIANA

The Common Council of the City of Jeffersonville met in
regular session in Council Chambers in the City-County Building,
Jeffersonville, Indiana~ at 9:BO P.M. on the 8th day of July~ 1991.
The meeting was called to order by Council President Jimmy
Carter in the absence of Mayor Dale Orem~ with Clerk and Treasurer C.
Richard Spencer Jr. at the desk.
Council President Carter asked
Reverend Joyce Seaman, of Christ Gospel
gave the invocation. He then

Councilperson Harrod made the motion to approve the minutes
of the meetings of June 15~ 1991 and June 27~ 1991 as presented~
seconded by Councilperson Williams and carried unanimously.
Clerk and Treasurer Spencer presented the claim register
along with additional claims for consideration by the Council.
Following all discussion, Councilperson Clapp made the motion to
approve the claims as presented along with the additional~ seconded by
Councilperson Grooms and carried on a vote of 6-1, with Councilperson
Perkins objecting.

Council President Carter introduced Ordinance No. 91-0R-39,

third reading. Clerk and Treasurer Spencer reviewed the contents of
the Ordinance for the Council. Council P!resident Carter asked if a

Councilperson Grooms introduced iResolution No. 91-R-21, A
Resolution Authorizing Advertisement For An Additional Appropriation.
He reviewed the streets that he was aware ~he additional appropriation
would be used for. Comments were made regarding the work done
recently on Court Avenue and it was explained by Building Commissioner
Scales the traffic would beat this down ~nd it would become smooth.
Councilperson Perkins stated he would like to talk about this with
Mayor Orem before passing. ~FFollowing ali discussion: Councilperson
Grooms made the motion to pass Resolution No. 91-R-21, seconded by
Councilperson Williams passing on a vote of 6-1 with Councilperson
Perkins voting against the Resolution.
Councilperson Grooms announced the newest City Park, the
Clifford H~ Graves Park will open July 15, 1991 and all are invited to
the opening. T~e Council pictures are available for purchase from
Charlie Bliss~ The master plan committee has a tentative meeting date
of July RA, 1991 at ?:00 o'clock P.M. The plan will be available for
Council and public review later this week at the Department of Housing

Office. He encourages all to see this as it is very interesting and
exciting. The adoption target date is October 17 1991. Councilperson
Grooms will have an Ordinance ready for review by the Council at the
next meeting regarding the sale of motor vehicles in Jeffersonville
without a permit.
Councilperson Williams told of a safety problem having to do
with the elevators in Claysburg Towers. Commissioner Scales will be
calling Indianapolis in the morning. Councilperson Williams inquired
when the residents of Whelan and Robin would be able to tap the
sewers. Commissioner Scales mailed letters to the residents on this
matter today. Councilperson Williams gave his appreciation to the
Fire Department~ Police Department, and Street Department for their
cooperation during Claysburg Proclamation Day. He feels the problems
in the area are beginning to be addressed. Councilperson Williams is

Council President Carter is concerned about the Ambulance
Service in the City and Clark County with the contract between the
County Commissioners and Operation Life. Operation Life has been
operating out of the 8th and Wall Firehouse for the past two months
free of charge. He does not believe this is the proper place and does
not believe the City taxpayers should subsidize a private business.
Following all discussion of the situations Council President Carter
made the motion to allow Operation Life one week to find a building or
pay a fair amount of rent to be effective immediately, seconded by
Councilperson Grooms and carried unanimously.
Councilperson Grooms explained Mayor Orem was not in
attendance as the Council meeting date had been changed and he had a
previous speaking engagement and Attorney Filer had scheduled a
vacation previous to the meeting date change.
Council President Carter stated the Council will meet for
budget information purposes only with the Department Heads beginning
this week. This will start Tuesday, July 9, 1991, with Commissioner
Scales at ?:30 o'clock P.M.s Animal Shelter Director Wheatley at 8:15
o'clock P.M. and Utility Director Tolliver
