HomeMy WebLinkAbout05-06-1991COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA MAY 6, 1991 The Common Council of the City of Jeffersonville, Indiana met in regular session in Council Chambers, in the City-County Building in Jeffersonville, Indiana, on the 6th day of May, 1991 at 7:30 o'clock P.M. The meeting was called to order by Mayor Dale Orem and C. Richard Spencer Jr. at the desk. Mayor Orem asked all those present to stand for the invocation given by Dr. Bill Groover of Oak Park Baptist Church. He then asked all in attendance to join him in the pledge of allegiance to the flag. The roll was called and those present were: Councilpersons Jimmy Carter, Marie Clapp, Ron Grooms, Tony Harrod, John Perkins, Robert Waiz, and Andrew Williams. Absent: None. Mayor Orem presented the minutes of the meeting of April 20, 1991 for consideration by the Council. Council President Carter made the motion to approve the minutes as presented, seconded by Councilperson Waiz and carried unanimously. Clerk and Treasurer Spencer presented the claim register along with several additonal claims for consideration by the Council. Following all discussion, Councilperson Waiz the claims as presented along with the Councilperson Clapp and carried unanimously. Councilperson Williams introduced~ Ordinance Amending And Partially Repealing Ordinace for the third and final reading. made the motion to approve additionals, seconded by Ordinance No. 91-OR-18, An The Jeffersonville Zoning Councilperson Williams made the motion to pass Ordinance No. 91-OR-18 on the third and final reading, seconded by Councilperson Harrod, Mayor Orem introduced Ordinance Transferring Certain Funds Within Same passing unanimously. No. 91-OR-28, An Ordinance Department. Following all discussion, Councilperson Perkins made the motion to suspend the rules for Ordinance 91-0R-28, seconded by Councilperson Grooms and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 91-0R-28 on all three readings, seconded by Councilperson Waiz and carried with the following roll call vote: PAGE 2 MAY 6, 1991 Ayes: Councilpersons Clapp, Carter, and Williams. Council President Carter has received a thank you note for the use of the Council Chambers from the Supreme Court. Councilperson Perkins explained a compromise has been worked out between the Steamboat Days Committee regarding the space usage for Steamboat Days. renting of the overlook and the Trolley Lot. and the J.U.M.P. people This will necessitate the Councilperson Perkins made the motion to appropriate $700 from the Council budget toward this rental, seconded by Council President Carter and carried unanimously. It is felt that the City will save on Police overtime and cleanup as the festival has been cut from 4 days to 3 days. Mayor Orem introduced Resolution No. 91-R-17, A Resolution of Additional Appropriation. Mayor Orem asked Fire Chief Collins how many additional firefighters would be necessary and how much it would cost in order to eliminate the need for additonal overtime. Chief Collins force. Following all discussion, the 91-OR-29 on the first reading passed explained the procedures now in motion to pass Ordinance No. unanimously. Ordinance Establishing The Jeffersonville Drainage Assistance Program, stating his intentions with the Ordinance. This is not meant to prevent, add to, or deter from any drainage corrections being worked on by the City. Councilperson Grooms made the motion to pass Ordinance No. 91-OR-29 on the first reading only, seconded by Councilperson Perkins. Mayor Orem explained this is to pinpoint small areas, not whole neighborhoods. Council President Carter pointed out developers still have to correct their own problems in new developments. Councilperson Perkins suggests additional bonds be required by developers. Mayor Orem PAGE 3 MAY 6, 1991 Councilperson Perkins congratulated those on the Council who are running for re-election for the good and positive campaigns. He wishes all good luck. Mr. Clarence Key, a resident on Center Street, asked what the City is going to do about the drainage problems on Center and Louise. It is his opinion that drainage, when the City history of the situation before this is corrected. when this was in the County there was good took over they began to have problems. The was discussed with Mr. Key asking how long Mayor Orem is having engineers look at how this can be corrected without spending approximately $300,000 or more which would include a storm lift station. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 8:05 o'clock P.M., seconded Councilperson Harrod and carried unanimousl¥~ ~ALE'--~.
