The Common Council of the City of Jeffersonville, Indiana met
in regular session in Council Chambers, in the City-County Building in
Jeffersonville, Indiana, on the 4th day of March, 1991 at 7:30 o'clock

Mayor Orem asked all those present to stand as Paster Dave
Owens of Springdale Methodist Church gave the invocation. He then asked
those present to join in the pledge of allegiance to the flag.

Mayor Orem explained the

Commissioners for approval in the morning (March 5, 1991). He explained
the delays have been out of his hands. Cogncil President Carter asked
if all of the sand will be removed. Mr. R~bison stated he will remove
all he can afford, saying it will cost approximate y $30~000.
Councilperson Waiz inquired as to the timelframe~ to which Mr. Robison
replied he will start as soon as he gets the O.K.
Mayor Orem introduced ResolutionI No. 91-R-i5, A Resolution
Designating Certain Areas With The City Of Jeffersonville, Indiana~ As
"Economic Revitalization Areas". Councilperson Perkins has received
correspondence that indicated wrong information was given regarding the
timing of this request. He does believe th~s was an honest mistake. As
there were no representatives in attendanc~ to speak in support of the
Resolution, Council President Carter made the motion to table Resolution
No. 91-R-15 until the next meeting~ seconded by Councilperson Clapp and
carried unanimously.

Transferring Funds Within Same Department.. Discussion followed on the
use of the funds in the Cumulative !Capital Development Fund.
Councilperson Grooms is against spending this for anything but vehicles.
Judge Roger Lindsey answered questions regarding the computer purchase.
Following all discussion, Councilperson Perkins made the motion to
suspend the rules for Ordinance No. 91-OR-21,~ seconded by Councilperson
Harrod and carried unanimously. Counczlperso Perkins then made the
motion to pass Ordinance No. 91-OR-21 on ~11, three readings, seconded
by Councilperson Harrod, passing with following roll call vote:

Waiz, and Perkins.

Clerk and Treasurer Spencer asked: the Council to think about a
mechanism to repay the Cumulative Capital Iimprovement fund for the money
used for Duffy's Landing. This will be brqught up at another meeting.
Mayor Orem introduced Ordinance ~ No. 91-OR-22, An Ordinance
Approving Interlocal Cooperation Agreement For The Operation Of The
Jeffersonvzlle-Clar County Animal Shelter· Councilperson Perkins
questioned the "excess expenses" on page 3. Attorney Filter expalined
what this means. Following all discussion, Councilperson Perkins made
the motion to suspend the rules for Ordinance nO. 91-OR-22, seconded by
Councilperson Grooms, passing unanimously· Councilperson Perkins then
made the motion to pass Ordinance No. 91£OR-22, on all three readings,
seconded by Council President Carter, passing on a vote of 7-0.
