The meeting was called Richard Spencer Jr. at the desk. City olf Jeffersonville, Indiana met in the City-County Building in day' of January, 1991, at 9:30 to orderl by Mayor Dale Orem and C. Mayor Orem asked all those present to stand as Reverend Ralph Harlan of Harrison Avenue Methodist Church .gave the invocation. He then asked those present to join in the pledge of allegiance to the flag. Mayor Orem presented yellow "Ti~ll They Come Home" Flags to Clerk and Treasurer Spencer and Council President Carter. These are to show support to those serving in the Mid East. Another will be flown at the City-County Building. Councilperson Perkins made the motion to 91-R-6, A Resolution In Support Of Operation Desert be forwarded to President Bush. This Resolution was unanimously. The Jimmy Carter, Andrew Williams. pass Resolution No. Storm, asking this seconded and passed roll was called and those ipresent were: Councilpersons Marie Clapp, Ron Grooms, T~ny Harrod, John Perkins, and Absent: Councilperson Robert Waiz. Councilperson Perkins then made the motion to pass Ordinance No. 91-OR-7, seconded by Councilperson Harrod and opened for discussion. Councilperson Grooms informed the Council he has drafted an Ordinance to be introduced later in the meeting explaining the differences and asking if the money is significant enough to make an impact. Councilperson Perkins feels it is, and thanked Mayor Orem for his imput in drawing up the Ordinance. He also explained the money for this would come from cigarette tax and no~ proper~y tax. Councilperson Clapp, at this time, cannot agree with Section 1. She is in favor of downtown however, cannot vote for $30,000 when the people on Avondale Court have been asking for 10 years for improvement in their area. She would volunteer in other ways than financial. Councilperson Williams feels the City should be in support of Main Street, and the hiring of a director, but does not feel the City should be in the lead position. Mr. Mike Spalding of the Main Street Board of Directors explained a Resolution that was unanzmously passed by the Main Street Board of Directors, and the four mazn points of the Board are; design, promotion, orgainize the community and all other interested parties, and the economic restructuring of the area. Mr. Charlie Reisert encourages support for downtown. Councilperson Carter does not feel $30,000 is too much. He does share Councilperson Clapp's concern and wished %o emphasize this is non-local tax money. Commissioner Scales indicated the Avondale Court drainage problem will be on the top of the list when construction starts on the new treatmen~ plan%. Ms. Laura Lindley asked the Council to think of the money as an investment. Councilperson Carter asked for any objections from the audience. Mr. Clarence Keys asked the City to work on the East attention to the state of 8th Street. Indiana Main Street Program that has the end of Jeffersonville calling Mayor Orem knows of no other involvement of the municipality but gains support from the public sector. He would like ~o have the City Council willing to get more involved when Main Street comes back with specifics. Those programs that have succeeded have had a significant increase in tax base. He feels~ the Ordinance is good but has too many questions and would like to help hire a director at this point. The call for the vote on Ordinance~ No. 91-OR-7 for the first and second reading was called for. Councilperson Perkins, Carter, and PAGE 3 JANUARY 19, 1991 Harrod voted in favor of 91-OR-7, with Councilpersons Clapp, and Grooms voting in oppossition. This b~ing a tie vote, Williams, Mayor Orem voted in oppossition, causing Ordinance 91-0R-7 to fail. Mayor Orem presented the minutes of the meeting of January 7, 1991 for consideration by the Council. Councilperson Grooms made the motion to approve the minutues as presented, seconded by Councilperson Harrod and carried unanimously. Councilperson Grooms introduced ,Ordinance No. 91-OR-8, An Ordinance Funding Jeffesonville Main Street, Inc., explaining this Ordinance. Council President Carter made ~ the motion to add Section 1 from Ordinance No. 91-OR-7 to Ordinance ~o. 9i-OR-8. Councilperson Grooms objects to this and Council PresideDt Carter withdrew the motion to amend. Councilperson Grooms then madle the motion to suspend the rules for Ordinance No. 91-OR-8, seconded! by Councilperson Ctapp. The question was then raised as who the Main St!feet Director would work for. The Director would work for Jeffesonville Main Street. Discussion followed regarding this. The call for t~e vote to suspend was called for, and failed on a 5-1 vote with Councillperson Harrod voting against suspension. Councilperson Grooms made the motion to pass Ordinance No. 91-OR-8 on the first and second reading, seconded by Councilperson Clapp, and passed unanimously. Discussio~ followed as to whether this was intended to be an additional $20,000 over what is in the budget. This will be worked on. A recess was called at 11:00 o'clock A.M. The meeting was called back to order at 11:20 o'clock A.M. Mayor Orem introduced Ordinanc~ No. 91-0R-2, An Ordinance Amending The Jeffersonville Building CodeiOrdinance 87-0R-53 As Adopted September 8, 1987, City of Jeffersonville; Ordinance No. 91-OR-3, An Ordinance Amending The Jeffersonville Subdivision Ordinance No. 89-OR-22 As Originally Adopted In 1961 O~ The City Of Jeffersonville; and Ordinance No. 91-OR-4 An Ordinance A~opting Certain Regulations Of ' The Department Of Building Commission, fo~ the third and final reading. Building Commissioner Scales explained amendments to Ordinance No. 91-OR-4 and answered questions. Following~all discussion, CouncilPerson Clapp made the motion to pass Ordinance No. 91-OR-2 on the final PAGE 4 JANUARY 19, 199~ reading, seconded by Councilperson Harrod, passing on the following roll call vote: Ayes: Councllperson Grooms, Harrod, Carter Williams, Clapp, and Perkins. 91-OR-3 Harrod, Nays: None. Councilperson Clapp made the mQtion to pass Ordinance No. on the third and final readingl seconded by Councilperson passing with the following roll cal% vote: Ayes: Councilperson Clapp, Perkihs, Williams, Carter, Harrod, and Grooms. 91-OR-4 Harrod, Nays: None. Councilperson Clapp made the motion to pass Ordinance No. on the third and final reading,, seconded by Councilperson passing on the following roll call ~ote: Ayes: Councilpersons Perkins, Cla~p, Williams, Carter, Harrod, and Grooms. Council President Carter introduced Ordinance No. 9t-OR-5, An Ordinance Fixing A Penalty For The Illegal Dumping Or Abandoning Of Domestic Or Wild Animals Within The City Limits, stating he feels this ' t is needed. Council Preslden Carter then made the motion to pass third readings, seconded by Ordinance No. 91-OR-5 on the second andI Councilperson Perkins, passing on the following roll call vote: Ayes: Councilpersons Grooms, Harrod, Carter, Williams, Clapp and Perkins. Amending Nays: None. Mayor Orem introduced Ordinanc~ No. 91-OR-9, An Ordinance Jeffersonville Salary OrdinancelFor 1991. Utility Director Steve Tolliver explained this Ordinance has to do with meeting E.P.A. requirements. Councilperson Perkins mad~ the motion to suspend the rules for Ordinance No. 91-OR-9, seconded by Councztperso Harrod, and passed unanimously. He would like to see a meeting set up for the Mayor and Council to go over the different proposals. Mayor Orem introduced Mr. Jim Valentine who was representing the Clark County Veterans Groups. He extended an invitation to all to attend a program Sunday, January 20, 1991 at 1:00 o'clock P.M. at the City-County Building monument, Mayor Orem invited I.D.E.M. on Wednesday, January inviting any who wished to speak. and urged ~11 to attend a meeting with 23, 1991 at ithe Ramada. He reviewed what is being proposed for the use of Motor Vehilcle funds. Mayor Orem commended Utility Director Tolliver for his work in obtaining Federal funds to reimburse the Qity for some of the problems during the recent flooding. Councilperson Clapp received a call that the speeding problems in Mellwood have decreased, however there is still a problem on Friday and Saturday nights. She also urged Councilpersons to attend the Historic Board meetings reviewing some of the points from a recent meeting. Councilperson Clapp also called attention to garbage that is being put out continuously in the downtown area. Council President Carter Osborne to the Building Authority, and carried unanimously. made the seconded motion to appoint Vernon by Councilperson Williams, ATTEST: There being no further business to come before the Council, Councilperson Grooms made the motion to adjourn at 12:45 P.M., seconded by Councilperson Clapp and carried unanimoqsly.
