No. 89-OR-22 As Originally Adopted In 1961 Of The City Of
Jeffersonville; and Ordinance No. 91-O~-4, An Ordinance Adopting
Certain Regulations Of The Department Of B~ilding Commission. She next
introduced Building Commissioner J. Bruce Scales who presented his
year-end and inventory report. Commissioner Scales then explained
Ordinance No. 91-OR-2, Ordinance No. 91-0R-3, and Ordinance 91-OR-4,
answering questions on each. Following all discussion, Councilperson
Clapp made the motion to pass Ordinance Nb. 91-OR-2 on the first and
second readings, seconded by Councilp~rson Harrod, and carried
unanimously. Councitperson Clapp made the i motion to pass Ordinance No.
91-OR-3 on the first and second readings? seconded by Councilperson
Grooms, passing unanimously. Councilperson Clapp made the motion to
pass Ordinance No. 91-OR-4 on the first ~nd second readings, seconded
by Council President Carter and carrying uhanimously.

Purchase Police Department Vehicles. ~ayor Orem and Attorney Filer
explained the Resolutzon and answered questzon . Following all
discussion, Councilperson Perkins made the motion to pass Resolution No.
91-R-I, seconded by Councilperson Clapp and carried unanimously.

Councilperson Perkins made the motion tolpass Resolution No 91-R-2,
seconded by Councilperson Clapp and carried unanimously. Discussion
followed regarding vehicle purchases for 1991 from the Cumulative
Capital Development fund. It was suggested a Dodge Charger similiar to
those recently purchased for the Police Department be considered for the
Animal Shelter. The need to purchase two d~mp trucks was discussed with
regard to funds from a grant for Mousing.

Authorizing The Investment Of Temporaril'y Surplus Funds. Clerk and
Treasurer Spencer explained this Resolution. Councilperson Clapp made
the motion to pass Resolution No. 91-R-4, seconded by Councilperson
Perkins, passing unanimously.
Mayor Orem introduced Ordinance iNo. 91-OR-6, An Ordinance Of
Additional Appropriation. Discussion was iheld regarding the lights in
Warder Park. Mr. Lakeman will check thi~. Following all discussion,
Councilperson Harrod made the motion to sqspend the rules, seconded by
Councilperson Grooms, passing unanimouslY. Councilperson Harrod made
the motion to pass Ordinance 91-OR-8 on a~l three readings, seconded by

he was primarily opposed to the LaRose Theatre, he is still not
convinced the Council should be in the position to select businesses.
He is also concerned for the funding. Councilperson Perkins said the
Council selects businesses by way of tax abatements, special zoning and
so forth. Councilperson Harrod feels there has been adequate time to
look into this Ordinance. Councilperson Perkins explained the financing
saying he does not feel it is that costly. Councilperson Grooms, in
talking with other people, feels the CoUncil would spend the money
better by financing a Director. Council President Carter reviewed other
cities that have a Main Street Program without a Director. Mayor Orem
feels the primary and most focal point is to have a director that would
act as a coordinator. He feels the Council Would serve downtown better
by pledging $40,000 a year to pay off a bond issue for improvements or

Council Preszden Carter thanked the Council for their vote
for him to serve as President. The CounCil assignments as department
liaison was discussed with all staying the same with the exception of
Councilperson Harrod taking over Councilperson Waiz's departments and

his budget for the installation. Council President Carter made the
motion to allow Attorney Fifer's request, seconded by Councilperson
Clapp and carried unanimously.
