The meeting was called Richard Spencer Jr. at the desk. City of Jeffersonville, Indiana met' City-County Building in January, 1991, at 7:30 to order by Mayor Dale Orem and C. The Jimmy Carter, Robert Waiz. Mayor Orem asked all those preseqt to stand as Reverend Eldon Smith of Park Place Methodist Church gave the invocation. He then asked those present to join in the pledge of allegiance to the flag. roll was called and those present were: Counczlperson Marie Clapp, Ron GrOoms, Tony Harrod, John Perkins, and Absent: Councilperson Andrew Williams. Mayor Orem presented the minutesl of the meetings of December 19, 28, and 31, 1990 for consideration byl the Council. Councilperson Carter made the motion to approve the minultes as presented, Seconded by Councilperson Ctapp and carried unanimously. She next introduced Building Commissioner J. Bruce Scales who presented his year-end and inventory report. Commissioner Scales then explained Ordinance No. 91-OR-2, Ordinance No. 91-0R-3, and Ordinance 91-OR-4, answering questions on each. Following all discussion, Councilperson Clapp made the motion to pass Ordinance Nb. 91-OR-2 on the first and second readings, seconded by Councilp~rson Harrod, and carried unanimously. Mayor Orem introduced Resolution No. 91-R-l, A Resolution Authorizing Transfer Of Funds To Purchase 'Street Department Chipper; and Resolution No. 91-R-2, A Resolution Au6horizing Transfer Of Funds To Purchase Police Department Vehicles. ~ayor Orem and Attorney Filer explained the Resolutzon and answered questzon . Following all discussion, Councilperson Perkins made the motion to pass Resolution No. 91-R-I, seconded by Councilperson Clapp and carried unanimously. Discussion followed regarding vehicle purchases for 1991 from the Cumulative Capital Development fund. It was suggested a Dodge Charger similiar to those recently purchased for the Police Department be considered for the Animal Shelter. The need to purchase two d~mp trucks was discussed with regard to funds from a grant for Mousing. Mayor Orem introduced ResolutioD No. Indicating Interest In Purchasing Certain Real 91-R-3, A Resolution Property. He explained the Resolution and answered questions. Conncilperson Perkins made the motion to pass Resolution No. 91-R-3, seconded by Councilperson Grooms, carrying on a vote of 6-0. Mayor Orem explained the status of funding for the removal of the overpass. Mayor Orem introduced Resolutioln No. 91-R-4, A Resolution Authorizing The Investment Of Temporaril'y Surplus Funds. Clerk and Treasurer Spencer explained this Resolution. Councilperson Clapp made the motion to pass Resolution No. 91-R-4, seconded by Councilperson Perkins, passing unanimously. Mayor Orem introduced Ordinance iNo. 91-OR-6, An Ordinance Of Additional Appropriation. Discussion was iheld regarding the lights in Warder Park. Mr. Lakeman will check thi~. Following all discussion, Councilperson Harrod made the motion to sqspend the rules, seconded by Councilperson Grooms, passing unanimouslY. Councilperson Harrod made the motion to pass Ordinance 91-OR-8 on a~l three readings, seconded by Councilperson Clapp, passing on the following roll call vote: Ayes: Councilpersons Grooms, Ha~rod, Carter, Clapp, Waiz, and Perkins. He is also concerned for the funding. Councilperson Perkins said the Council selects businesses by way of tax abatements, special zoning and so forth. Councilperson Harrod feels there has been adequate time to look into this Ordinance. Councilperson Perkins explained the financing saying he does not feel it is that costly. Councilperson Grooms, in talking with other people, feels the CoUncil would spend the money better by financing a Director. Council President Carter reviewed other cities that have a Main Street Program without a Director. Mayor Orem feels the primary and most focal point is to have a director that would act as a coordinator. He feels the Council Would serve downtown better by pledging $40,000 a year to pay off a bond issue for improvements or for local matching funds. PAGE 6 JANUARY 7, 1991 Attorney Fifer requests the Codncil pay for one additional phone line at the copy machine on the fourih floor. He has the money in his budget for the installation. Council President Carter made the motion to allow Attorney Fifer's request, seconded by Councilperson Clapp and carried unanimously. Councilperson Perkins requests Mayor Orem and Attorney Fifer schedule a meeting with the State Legislators to discuss Lottery money and other legislation effecting Cities and Towns. Mayor Orem asked the Council to look at the revenue totals in Commissioner Scale's report calling attention to several areas in the report. The Council will be asked projections will be done.
