HomeMy WebLinkAbout11-02-1992COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA NOVEMBER 8, 1992 The Common Council of the City of Jeffersonville met in regular session in Council Chambers in the C~ty-County Building, Jeffersonville, Indiana, at ?:30 P.M. on the 2nd day of November, 1992. Attorney Gillenwater explained information distributed to the Council regarding a request from the Town of Clarksville to annex the street known as Kopp Lane. This does not include any taxable property~ residences or businesses and Attorney Gillenwater is not aware of any use the City of Jeffersonville may have for the area. PAGE 3 NOVEMBER 8, 1992 Mayor Parker introduced Mr. Jerry Fuller, Director, of Clark County Solid Waste Management District. Mr. Fu'ller explained he has "big plans for Jeffersonville" which will be presented within the next two months. Mr. Fuller further explained these are things we don't have much choice on. He asks the Council to begin thinking about curbside recycling; as to the funding, if~it would be mandatory, and perhaps some low-income or elderly assistance. There were 80 people the first year and last year 1,000 people took part. Councilperson Stemler made the motion to donate $1,000 from the Council promotion fund, seconded by Councilperson Clapp and carried unanimously. Mayor Parker introduced Mr. Glen Muncy representing Tubby's Restaurant, the Bud Room, and the LaRose Theatre. Mr. Muncy suggests the Council abolish the Historic District Ordinance as he does not see the reason for it. He feels Main Street is doing a good job. Mr. Muncy explained neon lighting was invented in 1892 and it does draw business. He does not want to hurt Jeffersonville, he wants to bring people in. He is tired of arguing for any permits and changes and he needs help. Councilperson Potter is aware there have been many problems and will be presenting legislation on it. Mr. Jim Johns PAGE 4 NOVEMBER 2, 1992 stated Third Base Tavern is the largest tavern south of Indianapolis with a $90,000 payroll. He has had no A.B.C. o'r minor problems, only problems with the Historic Review Board. He has been told not to come back before the Board. Mr. Muncy would like to be working with, instead of fighting against. Ms. Holly Johnson: Project Manager of Main Street explained her group is working on a public relations brochure. Councilperson Potter will present legislation for the next meeting. Resolution No. 92-R-26~ A Resolution~to Advertise For An Additional Appropriation was explained by Clerk and Treasurer Spencer. Mayor Parker explained this will be for a street sweeper that has been on trial use in the City. This advertisement is to spend money donated to the City from the Housing Authority as P.I.L.O.T. Street Commissioner the old Resolution No. 92-R-26, unanimously. Nays: None. Councilperson Frantz reintroduced Ordinance No. 98-0R-50, An Ordinance Fixing Basic Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The Year 1993. She explained this is being presented without cuts for discussion. Clerk and Treasurer Spencer explained this Ordinance can be passed on the first and seconded readings only and then advertised for 30 days before final passage. The Ordinance may be lowered following advertisement. PAGE 5 NOVEMBER 2, 1992 Councilpeson Potter made the motion to pass Ordinance No. 92-0R-50 on the first and second reading, seconded by Count.il President Williams and opened for further discussion. Councilperson Stemler feels as there have been lengthy discussions since the budget sessions he feels a committment should be followed through. Councilperson Potter stated again he will have legislation 92-0R-50 to reflect a $1,000 cut to all elected officials~ seconded by Councilperson Stemler. Clerk and Treasurer Spencer recalled the elected officials did not take the prevoious raise of $?50 all City employees received in 1992 and he opposses the cut. Councilperson Wilder feels the need to show committmen~ and upholds the decision. The elected officials of Jeffersonvile are one of the highest paid of third class cities in the State. She would like to see the cut taken and then possibily freeze the salaries. The motion to amend passed on the following roll call vote: Wolpert, Frantz, and Wilder. Williams, and Clapp. to have a redistricting at 6:30 P.M. in Council on the Historic Board of Review for the next meeting. Councilperson Frantz explained there are good people on the Board and she suggests an advisory board.
