building. Attorney Gillenwater is not familiar with this case,
however he would make sure the County Auditor was aware of the date of
approval should this Council make the approval. The Council
sentiments are uneasy as a previous Council did make a denial due to a
late filing date. Tax abatment is an incentive, not a gift. Mr.
Kaelin does not understand denial as he had previously gone to the
County Offices and filled out all the papers as he had been told.
Following all discussion by the Council and upon recommendation of the
Mayor, Council President Williams made the motion to table action
until the next Council meeting, seconded by Co~ncilperson Potter and
carried unanimously. Attorney Gillenwater will do further research in
the meantime.
Attorney Gillenwater informed the Council he has the proper

property for sale, seconded by Councilperson Wilder and carried
unanimously.

regarding the situation for vehicle fuel. There are three proposals;
a computerized system which would cost approximately $36,000, the City
could install new tanks and pumps, and to make repairs to the existing
tanks and the area. There is a need to monitor the fuel and also to
be able to have competitive bidding for fuel. As the current supplier
owns the tanks and pumps there is no competitive bidding. There
followed extensive discussion regarding insurance~ bidding, E.P.A.
requirements and location. A decision does have to be made soon due
to E.P.A. deadlines. Following all discussion of information and

City-run ambulance service. She read a portion of the contract that
Operation Life has with the County saying she does not believe they
are providing the services in the contract. She asks if the City is
