Mayor Parker presented the minutes of the meeting of October 19, 1992 for consideration by the Council. Councilperson Clapp made the motion to approve the minutes as presented, seconded by Councilperson Potter, and carried unanimously. Clerk and Treasurer Spencer presented the claim list for consideration by the Council. Following all discussion, Councilperson Clapp made the motion to approve the claims as presented, seconded by Councilperson Potter and carried unanimously. Mr. Henry Kaelin appeared before the Council requesting approval of Statement of Benefits for an apartment building at 816 Indiana Avenue. Mr. Kaelin did not appear before the Council prior to constructing the building. Attorney Gillenwater indicated the building is in an Economic Revitalization or denied as of this date and from there Auditor. Mr. Kaelin felt he had done all Area. Following all discussion by the Council and upon recommendation of the Mayor, Council President Williams made the motion to table action until the next Council meeting, seconded by Co~ncilperson Potter and carried unanimously. Attorney Gillenwater will do further research in the meantime. Attorney Gillenwater informed the Council he has the proper advertising to sell the property near Wyandotte ready for publication for bids. Council Presdient Williams made the motion to advertise the property for sale, seconded by Councilperson Wilder and carried unanimously. Ms. Sharon Hilton, Chair of the Board of Directors of Clark County Health Care Clinic, Inc. presentedlinformation on the Clinic to the Council. She stated a year ago she had asked for "seed" money from the Council to start this clinic which essentially serves the "working poor". The City donated $5,000, the County Commissioners donated $10,000, and the Council for helping the clinic get started. have donated to this. There is a need to monitor the fuel and also to be able to have competitive bidding for fuel. As the current supplier owns the tanks and pumps there is no competitive bidding. There followed extensive discussion regarding insurance~ bidding, E.P.A. requirements and location. A decision does have to be made soon due to E.P.A. deadlines. Councilperson Frantz raised questions regarding the ambulance service by Operation Life, asking the Council to consider a City-run ambulance service. She read a portion of the contract that Operation Life has with the County saying she does not believe they are providing the services in the contract. She asks if the City is liable should there be no ambulance service or paramedic available? Attorney Gillenwater stated the Councilperson Stemler would like of the problems. The dispatching City would not be liable for this. the County Commissioners made aware is done out of Columbus~ Indiana and these dispatchers are not familiar with the Jeffersonville streets. Firefighter Dennis Frantz related an incident occurring over the weekend regarding the unfamiliarity of an address on Roma. He did make a call to complain about this. Attorney Gillenwater stated a lot of these problems have come up recently and the County is looking into the matter, however all calls have Peen answered to his knowledge.
