The Common Council of the City of Jeffersonville met in special session in Council Chambers in the City-County Building, Jeffersonville, Ind]ana~ at ?:30 P.M. on the 31st day of Augusts 199B. The meeting was called to order by Mayor Raymond J. Parker Jr., with Clerk and Treasurer C. Richardi Spencer Jr., at the desk. Mayor Parker welcomed all in attendance, asking all those present to Councilperson Steven Stemler gave the invocation. He would like to see the employees get back their money. The Council has taken a lot of abuse that is not all their fault. The taxpayers should let them know how they want the Council to vote. Mr. Phil Lovan agrees with 90% of Mr. Williams comments, and he shares the concerns of Mrs. Nolan. A lot of work has been done by City workers over the last few weeks trying to help with the budget problems. He invites any taxpayer' to talk to Mr. Ashabranner and himself regarding the research 'they have done. Mr. Lovan stated the employees will get their $500 back. The employees will be getting a double on triple whammey with an increase in taxes~ a cut in pay and the Police and Fire employees longevity. Council President Williams made the motion to pass Ordinance No. 9~-0R-46 on the third and final reading seconded by Councilperson Potter. Councilperson Wilder made the motion to amend Ordinance No. 98-0R-4~ A (General Fund) by reducing the City Services Department by $3~100~ as she feels the District Waste Management Board will be doing work. Councilperson Potter made the motion to pass Ordinance No. 9B-OR-46 AD Ordinance For Appropriations And Tax Rates (General Fund) on ~he third and final reading as amended~ seconded by Council President Williams~ passing on the following roll call vote: Ayes: Councilpersons Williams, Ctapp, Stemler~ Potter, and Wolpert. Nays: Councilpersons Frantz and Wilder. Counci!person Wilder made the motion to pass Ordinance No. 92-0R-~6 B~ Ordinance For Appropriations And Tax Rates (Fire Pension) on the third and final reading~ seconded by Councilperson Potters passing on the following roll call vote: Ayes: Councilpersons Frantz, Wilder, Clapp, Stemter, Potter~ Wolpert, and Williams. Nays: None. Councilperson Wilder made the motion to pass Ordinance No. 9~-0R-46 CD Ordinance For Appropriations and Tax Rates (Police Pension), for the third and final reading~ seconded by Councilperson Frantz~ passing on the following roll call vote: Ayes: Councilpersons Wilder, Clapp, Stemler~ Wolpert~ Potter, Williams, mhd Frantz~ President Williams. Nays: None. Council President Williams made ~he motion to pass Ordinance No. 92-0R-46 E, Ordinance For Appropriations And Tax Rates (Building Rental) for the third and final reading, seconded by Councilperson Frantz~ passing on the following roll call vote: Ayes: Councilpersons Clapp~ Stemler, Potter, Wolpert~ Williams~ Frantz, and Wilder. Nays: None. Councilperson Stemler made the motion to pass Ordinance No. 92-0R-46 F~ Ordinance For Appropriations And Tax Rates (Cumulative Capital Development) on the third'and final reading~ seconded by Councilperson Potter~ passing on the following roll call vote: Ayes: Councilpersons Stemler, Potter~ Wolpert, Williams, Wilder and Clapp. Nays: Councilperson Frantz. Counci!person Wilder made the motion to reduce Sanitation personnel services by $3~000, seconded by Councilperson Frantz. Following discussion the motion failed on the following roll call vote: Ayes: Nays: Councilperson Wilder. Councilpersons Stemler~ Potter~ Wolpert~ Williams~ Frantz, and C!app. C~uncilperson Potter made the motion to pass Ordinance No. 92-0R-46 G, Ordinance For Appropriations and Tax Rates (Sanitation) on the third and final reading, seconded by Council President Williams, passing on the following roll call vote: Ayes: Councilpersons Stemler, Potter, Wolpert, Williams, Frantz, and Clapp. Nays: Councilperson Wilder. PAGE 5 AUGUST 31~ 1992 Councilperson Wilder made the motion to amend Motor Vehicle personnel services by $10,300 for City Services Director as she feels this will be a repetitive position of the Waste Management Board, seconded by Councilperson Stemler. Councilperson Stemler noted that as of September, Mr. Jerry Fuller will be full-time on the Waste Management Board. Mayor Parker stated he felt thie position would be worth it to the City as this would be a Director for the City only. The motion passed on the following roll call vote: Ayes: Councilpersons Stem!er~ Wolpert, Frantz, and Wilder. Nays: Councilpersons Potter~ Williams, and Clapp. Council President Williams made the motion to pass Ordinance No. 92-0R-46 H~ Ordinance For Appropriations and Tax Rates (Motor Vehicle) for the third and final reading as amended~ seconded by Councilperson Potter, passing on the following roll call vote: Ayes: Councilpersons Stemler~ Potter, Wolpert~ Williams, Wilder~ and Clapp. Nays: Councilperson Frantz. Councilperson Wilder made the motion to pass Ordinance No. 92-0R-46 I, Ordinance For Appropriations And Tax Rates (Local Roads and Streets) on the third and final reading, seconded by Council President Williams~ passing on the following roll call vote: Ayes: Councilpersons Stemter~ Potter, Wolpert~ Williams, Frantz~ Wilder~ and Clapp. Nays: None. Council President Williams made the motion to pass Ordinance No. 92-0R-46 J~ Ordinance For Appropriations And Tax Rates (Probation User Fund) on the third and final reading~ seconded by Councilperson Clapp~ passing on the following roll call vote: Ayes: Councilpersons Wilder', and Clapp. Nays: None. Councilperson Potter Stemler, Potter, Wolpert~ Williams, introduced Ordinance No. 9B-OR-d8, An Ordinance Establishing Employee Pay Scales For Fiscal year 1993. Councilperson Potter commented first on Mr. Williams comments stating he is a very intelligent person, however he has not been attending the PAGE 6 AUGUST 31, 1992 meetings and he wishes him to know this Council inherited a tremendous amount of bills that had to be paid which put this Council in the posltion it is in at this time. Councilperson Potter then read aloud the Ordinance requesting the Council give this serious consideration. Councilperson Potter then made the motion to pass Ordinance No. 98-0R-48 on the first and second readings~ seconded by Councilperson Frantz and opened for discussion. Councilperson Stemler stated the 5 or 6 weeks this has been in front of the Council have been difficult and he has given this a tremendous amount of thought and he will stand in oppossition to this. Council President Williams commended Councilperson Potter for his actions on this. The Council anticipated a lot of displeasure when the action was taken. Many employees chose to express their displeasure in a number of ways and he fully endorses those who made those expressions. However he has personally been approached with insuations of intense harassment and property damage to bring the Council back to the drawing table under duress on this matter. Council President Williams stated he will maintain his position. Yielding under these circumstantes makes this board relatively impotent. At the conclusion of the comments Ordinance No. 98-0R-48 passed on the first two readings with the following roll call vote: Ayes: Councilpersons Potter, Wolpert, Frantz, and Clapp. Nays: Councilpersons StemIer~ Williams, and Wilder. The third reading on Ordinance No. 9~-0R-48 will be on September 21, 1992. The meeting scheduled for September 8~ 1998 will be cancelled. Ordinance No. 9~-0R-49~ Funds Within Same Department was An Ordinance Transferring Certain introduced. Clerk and Treasurer Spencer explained the transfers. Following discussion it was agreed to not pass the Common Council transfer at this time. Councilperson Stemler made the motion to suspend the rules for Ordinance No. 92-0R-49~ seconded by Councilperson Wilder~ and passed unanimously. Councilperson Stemler then made the motion to pass Ordinance No. 98-0R-49 on all three readings as pertains to the Cumulative Capital Development Fund and the Motor Vehicle Fund~ seconded by Councilperson Frantz, passing on the following roll call vote: PAGE ? Stemler Pottery Wolpert, Williams~ Resolution No. 9~-R-B3~ A Resolution Authorizing Advertising For An Additional Appropriation was introduced and explained. Following discussion~ Councilperson Potter made the motion to pass Resolution No. 98-R-~3~ seconded by Council President Williams and carried unanimously. Clerk and Treasurer Spencer presented and explained several claims. Following discussion regarding all claims Councilperson Potter made the motion to pay the claims to A. T. & T.~ Hammond Insurance~ Metzger Electric~ and Jim & Jake Roofing~ seconded by Council President Williams and carried unanimously. Councilperson Potter will check with Mr. Gowens regarding the claim to Budget Print. Mayor Parker thanked the Council and the audience for all the comments. Mayor Parker does appreciate Mr. Williams comments. Councilperson Frantz made the motion to pass on the first and second reading~ Ordinance No. 9~-0R-50~ An Ordinance Fixing Basic Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The Year 1993, seconded by Councilperson Wilder. Councilperson Potter expressed concerns regarding passing an Ordinance that the Council did not have in their hands. Councilperson Wilder withdrew her second and Councilperson Frantz withdrew her motion asking the Council to be prepared to vote on this Ordinance on the first and second reading at 'the next Council meeting. Councilperson Stemler has been contacted by a number of citizens concerning the action of some of the employees regarding the picketing at his place of business. His actions have been from his heart and he tries not 'bo be a vindictive person and hold grudges. He invites any to call hime if there are any questions. Councilperson Potter thanked those Councilpersons that have voted to pub the salaries back in and he hopes all will sleep on this mhd be ready to vote at the next meeting.
