OF JEFFERSONVILLE, INDIANA
JANUARY 19, 1993
The Common Council of the City of Jeffersonville met in
regular session in Council Chambers i~ the City-County Building~
Jeffersonville~ Indiana, at 9:30 P.M. ~n. the 19th day of January,
1993.
The meeting was called to orde~ by Mayor Raymond J. Parker
Jr.~ with Clerk and Treasurer C. Richar~ Spencer Jr., at the desk.
Mayor Parker welcomed all in attendance, i asking all those present to
stand as Councilperson Steven Stemler g~ve the invocation. He then
asked all those present to join him in th~ pledge of allegiance to the
flag. ~
The roll was called and those~present were Councilpersons
Andrew Williams III~ Donna M. Frantz~i L. Marie Clapp, Robert L.
Potter~ and Steven R. Stemler. ~
Absent: Councilpereons Bill Wolpert and Peggy Knight Wilder.
Mayor Parker presented the ~inutes of the meetings of
January 4~ 1993 and January ?, 1993 for Fonsideration by the Council.
Council President Potter made the motio!n to approve the minutes of
both meetings as presented~ seconded ~y Councilperson Clapp~ and
carried unanimously.

seconded by Council President Potter and carried unanimously.
Councilperson Potter then made the motion to suspend the rules for
Ordinance No. 9~-0R-65~ seconded by Councilperson Clapp and carried

Council President Potter introduced Ordinance No. 98-0R-66,
Ordinance Modifying The Jeffersonville Wastewater Code, for the
reading explaining there was a mgeting with those concerned

An Ordinance Amending Certain Portions 0~ Section 1 Of Ordinance No.
91-0R-44 And Ordinance No. 9~-0R-48. The titles of the positions
were discussed with Park Superintendentl Coldwell explaining the new
positions and job descriptions. Follow~ng all discussion, Council
President Potter made the motion to pass Ordinance No. 93-0R-1 on the
third and final reading: seconded by Councilperson Clapp, passing on
the following roll call vote: '

Council President Potter intro'duced Ordinance No. 93-0R-3~
An Ordinance Amending Established Holidays For City Employees, for the
third reading. Council President Potter istated he feels the decisions
involved should be made by the Board ~of Works and the Department
Heads, therefore he asks this Ordinanc~ be defeated. Following all
discussion~ Council President Potter mad~ the motion to pass Ordinance
No. 93-0R-3~ seconded by Councilperson Stemler, failing on the
following roll call vote:

Attorney Gillenwater announced tlhis was a public hearing as
advertised to vacate portion of street. .He then introduced Mr. Bill
Smith~ Attorney~ and Mr. Jack Waldrip,~ of Clark County Memorial
Hospital. The gentlemen presented a ~map showing the area and
explained this will be used for parkingI for an additional 40 cars.

Within Same Department was introduced and explained by Clerk and
Treasurer Spencer. It was explained it would only be necessary to
transfer $6~108.30 to Common Council ~37~. Council President Potter
made the motion to suspend the rules ~or Ordinance No. 93-0R-4~
seconded by Councilperson Williams and c~rried unanimously. Council
President Potter then made the motion to'pass Ordinance No. 93-0R-4
on all three readings, with the change to $6~108.30~ seconded by
Councilperson Williams and carried on thelfollowing roll call vote:

Director of Event Operations. The Thunder Over Louisville event was
explained and questions were answered. R~search has been done and Ms.
Metzger doesn't feel the City could c~me close to providing the
financing necessary to provide what the Fgstival provides. The vendor
fee is 25% of gross or $300, and this: goes directly back to the
community through services. The advantages to the Jeffersonville
merchants was discussed. Jeffersonville has been included in all the
Festival advertising. There is a good!open relationship with the
Derby Committee and it does not appear there would be objections to
Jeffersonville using the logo to advertise. At the conclusion of all
discussion, Councilperson Clapp made the motion to continue as in the
past, seconded by Councilperson Williams and carried on a vote of
4-0-1. Councilperson Frantz abstained.
Council President Potter explained the Council appointment
to the Economic Development Commission~ is due. Council President
Potter nomimates Fred Hale to remain on the Commission. Councilperson
Williams made the motion to close nominations, seconded by Council
President Potter and carried unanimously.I
Mayor Parker wishes Council P~esident Potter good luck on
his approaching surgery, saying our prayers will be with him.
Councilperson Williams has become aware that an employee in
the Parks Department has been working as a part-time employee for six
years. Attorney Gillenwater explained an employee is eligible for
benefits if he works full time hours fori one year. Adjustments will
have to be made in the Parks Department budget to provide for
benefits.
Councilperson Frantz explained she abstained from the vote
on the Thunder Over Louisville as she hlas been to all the Steamboat
Days Committee meetings and they would~ like to be involved. They
would like to have a committee look into !this.
Councilperson Stemler explained the fence at the Animal
Shelter looks good. He explained that as prudent as the Council tries
to be at budget time there are things that come up such as the
situation in the Parks Department. Therefore~ allowances need to be
made when considering budgets.

Mrs. Nolan called attention to the problem of no heat at
the Animal Shelter. This is being worked on.
There being no further bueinees to come before the Council,
Councilperson Williams moved to adjourn a~t 8:30 o'clock P.M. seconded
by Councilperson Stemler and unanimously carried.

- Derby Festival uses vendor percentage to helR cover expenses
- 18 out of 22 vendor companies were Indiana catering operations
- All companies will be admitted to an event o~ a first come/first
serve basis
- Applications for vending will be taken beginning January of 1993, with
right of first refusal offered to those who Had previously participated
