COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
OCTOBER 17, 2002
The Common Council of the City of Jeffersonville, Indiana met in special session
in the Mayor's Conference Room of the City-County Building, Jeffersonville, Indiana, at
7:30 P.M. on the 17th day of October 2002.
Council President Denny Frantz, with Deputy Clerk Barbara Hollis at the desk,
called the meeting to order at 7:45 P.M. Those present were; Councilpersons Run Ellis,
Les Merkley, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms and Vicki Conlin.
Councilperson Waiz asked the Council to listen to a presentation by Ms. Jean
Melton, Senior Account Executive with Anthem Blue Cross and Blue Shield. Ms.
Melton informed the Council the plan covers a tri-state plan that includes Indiana,
Kentucky, and Ohio that is a seamless network. Indiana and Kentucky directories were
distributed w/th the number of Anthem participating providers compared to the number
of Sagamore participating providers. Ms. Melton explained discounts are proprietary,
however the regional average for the 18 month period from October 2000 through March
2002 are 45.49% for inpatient services, 40.75% for outpatient services, and 38.16% for
professional services. This is an overall average of 41.46%. Ms. Melton reviewed the
prescription coverage saying Anthem ($5.00, $12.00, and $24.00) is higher than
Sagamore ($5.00, $10.00, and $20.00). Ms. Melton also noted the administrative charges
are higher but are inclusive. Discussion followed with Ms. Melton answering questions.
Councilperson Waiz distributed a letter regarding a meeting he had with Mayor
Galligan, City Attorney Galligan, and Culpepper Cooper making comments.
Councilperson Merkley made the motion to pass Ordinance No. 2002-OR-33, An
Ordinance Dividing The City Of Jeffersonville Into Five (5) Districts As Required By IC
36-4-6-4(g) on the first reading, seconded by Councilperson Grooms, passing on a vote
of 5-1. Councilperson Ellis voted against passage. Council President Frantz did not vote.
Councilpersnn Wilson has been asked by the Parks Board to see if the Council
will participate in Halloween Down Town. The Parks Department will supply bags and
asks the Council to supply some candy. All agreed to participate.

There being no further business to come before the Council, the meeting was
adjourned at 9:35 P.M.
