SEPTEMBER 21, 2015
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court, Jeffersonville, Indiana at 7:00 pm, on Monday, September 21, 2015.
Council President Gill, with Vicki Conlin, City Clerk, called the meeting to order at 7:00 pm. Council
President Gill asked those in attendance to stand as Mr. Bobby Campbell gave the Invocation. Council
President Gill asked those in attendance to recite the Pledge of Allegiance.
The roll call was conducted and those present were: Councilperson Smith, Councilperson Zastawny,
Councilperson Wadsworth, Councilperson Sellers, Councilperson Webb, Council President Gill,
Councilperson Julius, Councilperson Owen, and Councilperson Samuel.
BUDGET WORKSHOP MINUTES TO BE APPROVED:
Minutes from the September 2, 2015 Budget Workshop — Councilperson Samuel made a
motion to APPROVE with Councilperson Julius seconding, PASSING on a vote, 9-0.
Minutes from the September 3, 2015 Budget Workshop — Councilperson Samuel made a
motion to APPROVE with Councilperson Julius seconding, PASSING on a vote, 9-0.
Minutes from the September 14, 2015 Budget Workshop - Councilperson Samuel made a
motion to APPROVE with Councilperson Julius seconding, PASSING on a vote, 9-0.
WORKSHOP MINUTES TO BE APPROVED:
Minutes from the September 8, 2015 Workshop- Councilperson Samuel made a motion to
APPROVE the Workshop Minutes with Councilperson Webb seconding, PASSING on a vote, 9-
0.
MINUTES TO BE APPROVED:
Minutes from the Regular Council Proceedings September 8, 2015 - Councilperson Samuel
made a motion to APPROVE the minutes from the Regular Council Proceeding with
Councilperson Smith seconding, PASSING on a vote, 9-0.
APPROVAL OF THE AGENDA:
Councilperson Owen made a motion to APPROVE the agenda with Councilperson Zastawny
seconding, PASSING on a vote, 9-0.
CLAIMS TO BE APPROVED:
GENERAL - $1,771,624.88
There is an additional hand carried claim for lease of packers in the amount of $33,630
bringing the new total to $1,805,254.88. Council President Gill addressed the Council stating
herself and Councilperson Sellers went in and went through the claims and any issues that

were found were addressed at that time. Councilperson Samuel made a motion to APPROVE
with the addition of the hand carried with Councilperson Owen seconding and Councilperson
Julius abstaining PASSING on a vote of 8-0-1.
REPORT OF THE CLERK:

AGENDA ITMES:
UNFINISHED BUSINESS:
1. Nick Lawrence — Interlocal Agreement between the Civil Town of Clarksville and the City of
Jeffersonville for Construction of Road and Right of Way By the Clarksville Redevelopment
Commission in the City of Jeffersonville. (Tabled 9/8/15)
This is a request for approval of an Innerlocal Agreement between Clarksville and
Jeffersonville. This is currently under construction. There has been correspondence over
the last couple of weeks addressing the Council's requests. Councilperson Webb stated he
had spoken with the attorney and he was happy with the outcome. Council President Gill
stated last meeting there was public comment on this matter and asked Council Attorney
Scott Lewis if anyone had signed up for this meeting and he stated no. Mr. Lawrence stated
he has worked with Kyes, however he requested the schedule for events and still has not
received it but will work around her schedule. He had been out and looked over the site.
The building designated to be removed has already been removed adding additional parking
space as well. Councilperson Julius made a motion to APPROVE with Councilperson Sellers
seconding, PASSING on a vote, 9-0.
2. Amy Deering — 2015 -OR -49 An Ordinance Transferring Certain Funds Within the Same
Department (Passed on 1St and 2nd reading 9/8/15)
Requesting approval on the third reading, no changes have been made. Councilperson
Samuel made a motion to APPROVE 2015 -OR -49 on the third and final reading with
Councilperson Julius seconding, PASSING on a vote, 9-0.
3. Amy Deering — PUBLIC HEARING - 2015 -OR -50 An Ordinance of Additional Appropriation
(Passed on 1St and 2nd reading 9/8/15)
There are no changes to this from the first reading, Public Hearing was opened and closed
with no members of the coming forward to speak on the matter and so the public hearing
was closed. Councilperson Samuel made a motion to APPROVE on the third and final
reading with Councilperson Owen seconding, PASSING on a vote, 9-0.
4. Les Merkley — PUBLIC HEARING 2015 -OR -48 - Plan Commission Recommendation to
Jeffersonville Common Council to Amend Portions of the Jeffersonville Zoning Ordinance
2000 -OR -61 (Passed on 1St reading 9/8/15)

Mr. Merkley stated he thought there was a public hearing on this the last meeting and per
state statute there only needed to be one public hearing. Mr. Merkley stated the notice
had been published for the last meeting. Councilperson Owen stated the hearing was
opened the last meeting but this was an opportunity for the public to speak again. Council
President Gill asked if there were any public comments regarding this matter and as there
were none Councilperson Owen made a motion to APPROVE 2015 -OR -48 with
Councilperson Webb seconding, PASSING on a vote, 9-0.
NEW BUSINESS:
1. Lisa Gill — Homeless Funding
This is in regards to the request for funding for the Homeless taskforce. Ms. Kelly Curran spoke to the
Council. There is currently another meeting going on to present to Clarksville the information and
they are unsure what Clarksville will pledge, if anything. Clarksville was not as involved in the
beginning of this project, however now a lot of homeless camps are moving towards Clarksville
(possibly due to the extensive construction from the bridge project). Ms. Curran will follow up with
Council President Gill after there has been a decision from Clarksville. This $75,000 will come out of
the Gaming line on the budget. Councilperson Smith asked who would be accountable for the
finances of the project. Southern Indiana Homeless Initiative (Currently 501C) will be handling that
and they are prepared for audits if necessary. The hope is that this project will be standing on its
own two feet within 3 years. The initial hire will be responsible for immediately assessing needs of
local homeless and also identifying and requesting funding for the project.
2. Dennis Julius — 2015 -OR- Guidelines and Principles for Consideration of Property Tax
Phase -In (Tax Abatement) in Jeffersonville, Indiana
Councilperson Zastawny made a motion to TABLE this item with Councilperson Samuel
seconding.
3. Amy Deering— PUBLIC HEARING 2015 -OR -51 ORDINANCE FOR APPROPRIATIONS FOR TAX
RATE (Adoption October 5, 2015)
We will not know our true tax rate until next year. This is a public hearing, it was opened
with no members of the community coming forward to speak on the matter and the
hearing was closed. Councilperson Smith made a motion to APPROVE 2015 -OR -51 on the
first and second reading with Councilperson Julius seconding, PASSING on a vote, 9-0.
4. Amy Deering — 2015 -OR -52 An Ordinance Transferring Certain Funds Within the Same
Department
Councilperson Owen made a motion to APPROVE 2015 -OR -52 on the first and second
reading with Councilperson Smith seconding, PASSING on a vote, 9-0.
5. Amy Deering — 2015 -OR -53 An Ordinance of Additional Appropriation (Public
Hearing 10/5/15)
Council President Gill stated this is because of the roads being torn up on Allison Lane by
the trucks. This will be completed by the end of 2015. Councilperson Samuel made a

motion to APPROVE 2015 -OR -53 with Councilperson Julius seconding, PASSING on a vote,
9-0.
CITY COUNCIL ATTORNEY REPORT:
Nothing to report.
DEPARTMENT HEAD REPORT:
Nothing to report (No Department Heads present/came forward to present).
PUBLIC COMMENT: Mr. Ed Hack questioned about where they were allowed to put political
signs. They cannot go in the easement, drainage ditch or right of ways. Councilperson
Smith said this is a hardship on Code Enforcement and they should have this burden.
City Clerk Conlin will send the Ordinance to Council.
COUNCIL COMMENTS:
Councilperson Mike Smith: There is an individual that lives in the county who is offering the
municipality's services for animal control and this may affect our budget if JB Ogle starts loosing
funding. Additionally City Clerk Conlin informed Councilperson Smith someone had fell in the
water at the riverstage. We need to complete the railing and the parks department has it and it
can be removable and this will be addressed. We need to check into getting a first aid kit and a
defibrillator and a life ring.
Councilperson Ed Zastawny: Again the last workshop was really informative. Does the
Council need to request to break this into phases to maximize federal matching and
should the Council think about forming a committee.
Councilperson Wadsworth: Nothing at this time.
Councilperson Sellers: Nothing at this time.
Councilperson Webb: Nothing at this time.
Councilperson Julius: Councilperson Julius worked a day with the City's sanitation crew and
stated we have some of the best sanitation workers and they work hard and take pride in their
job and keep their trucks clean. The Council should be proud of the job they do and the effort
the put in to take care of equipment responsibly.
Councilperson Owen: Councilperson Owen is glad that we are moving forward with the
Homeless initiative.
Councilperson Samuel: Councilperson Samuel thanked the Bellermine Nursing students for
attending the meeting.
Council President Gill: Council President Gill commended the Bellermine Nursing students for
their great questions and recommended that they submit them for a debate. Tomorrow night is

the FOP steak dinner and Buckheads has agreed if you bring in your ticket stub you can get $10
off of $50. We appreciate all that the businesses do for the community. Need to know how to
proceed for the $25,000. Please respond to that email.

Councilperson Smith made a motion to ADJOURN at 8:00 pm with Councilperson Samuel seconding,
moving the motion.
