OF JEFFERSONVILLE, INDIANA
OCTOBER 7, 2002
The Common Council of the City of Jeffersonville, Indiana met in workshop session in
the Multi-Purpose Meeting. Room in the City-County Building, Jeffersonville, Indiana at 6:30
P.M. on the 7th day of October 2002.
Councilpersons present were: Les Merkley, Denny Frantz, Rob Waiz, Barbara Wilson,
and Ron Grooms. Also present was Deputy Clerk Barbara Hollis.
Council President Frantz stated the subject of the workshop is redistricting
Councilperson Merkley distributed a proposal along with the current numbers.
Councilperson Merkley said this is the year to redistrict. There are three options; do nothing
(may lead to a lawsuit); adopt Councilperson Merkley's proposal; or adopt Council President
Frantz's proposal (concern for minority representation). If the Council wishes to redistrict this
year it must be done by November 8, 2002, or following the 2003 election.
Councilperson Grooms would like to see redistricting done as there is a need to be
balanced.
Councilperson Ellis arrived at 7:05 P.M.
Councilperson Ellis would like to see redistricting done by census tract, as it is the only
way to have it done equal. Councilperson Merkley said precinct lines can't be crossed.
Councilperson Ellis feels this Council should be working together. Councilperson Ellis asked if
the Council wants to authorize him to obtain the census information.
Councilperson Grooms suggested setting an agenda to pass redistricting. A special
meeting will be held October 17, 2002 at 7:30 P.M. There will be a workshop prior to this
meeting at 6:30 P.M. Representatives t~om Paradigm will be asked to be at the regular meeting.
Councilperson Ellis feels most minds are made up and sees no need for a workshop.
