all those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons
Andrew Williams III, Donna M. Frantz, Peggy Knight Wilder, Barbara
Wilson~ Robert L. Potter, and Steven R. Stemler.
Absent: Councilperson Bill Wolpert.
Mayor Parker presented the minutes of the meetings of
September 11, and September 187 1993 for consideration by the Council.
Council President Potter made the motion to approve the minutes of
both meeetings as presented, seconded by Councilperson Stemler and
carried unanimously.
Attorney Gillenwater stated this meeting has been advertised
as a public hearing according to State statute for the disposal by
lease of 500 foot of river frontage at the Southern terminis of Spring
Street. Attorney Gillenwater called for public comment. Mayor Parker
called for public comment. There being no comments the Common Council
may make its recommendation to the Mayor regarding the disposal of the
property by lease. The Council may take this under advisement and
make their recommendation at a later date.
Council President Potter explained the State Gaming
Commission will meet November 1~ 1993. As this Commission has set
out its rules, stating emphatically they will not accept
recommendations prior to the setting of the date for the gamers to
have submitted their application. It is hoped the Council will be
prepared to list their recommendations as i~ B, and 3~ at the November
15~ 1993 meeting. The Mayor has hired a consultant whose report will

not be back until the first week in November. Also accountants in
Indianapolis are going over the proposals and that report will not be
back until November 10, 1993. Council President Potter then read
Resolution No. 93-R-~9~ A Resolution To Continue Matter. Mayor
Parker asked if there were any objections to this from the proposers.
There being no objections~ Council President Potter made the motion to
pass Resolution No. 93-R-89~ seconded

transfers. Following all discussion~ Councilperson Williams made the
motion to suspend the rules for Ordinance No. 93-0R-60, seconded by

Ms. Laura Moffett~ Public Relations for Spring Street
Riverboat Casino Partnership~ announced there will be a job fair this

P.M. at the Lakeview Hotel.
Firefighter Jim Johns asked if the R,F.P.s are sealed.

President Potter moved to adjourn at 7:55 o~clock P.M.
