HomeMy WebLinkAbout09-16-1993COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE~ INDIANA SEPTEMBER 16, 1993 The Common Council of the City of special session in the Mayor's Conference Room in the Building, Jeffersonville, Indiana, at 6:30 o'clock P.M. day of September, 1993. Jeffersonville met in City-County on the 16th The meeting was called to order by Mayor Raymond J. Parker Jr., with Deputy Clerk and Treasurer Barbara Hollis, at the desk. Mayor Parker welcomed ail in attendance~ asking all those present to join him in the pledge of allegiance to the flag. The roil was called and those present were Councilpersons Bill Wolpert~ Andrew Williams Ills Donna M. Frantz, Peggy Knight Wilder, Barbara Wilson, Robert L. Potter, and Steven R. Stemler. Absent: None. As there had been some questions regarding the time of the meeting, Mayor Parker read the offical notice. Council President Potter explained the purpose of the meeting was to discuss, in open forum~ the recommended plan for sharing the revenue from the proposed riverboat gaming. There have been two proposals presented to the Council, one from Attorney Gillenwater in the form of a contract Ordinance from Councilperson Wilder. Councilperson Wilder does and the other in the form of an not feel there should be a contract agreement as she has concerns for the income versus cost. She would feel more comfortable with an Ordinance. The only thing she sees that the City would get in return on the agreement would be that the officials would be obligated to support the referendum. She is pleased the loss of the head tax has been addressed. Councilperson Wilder feels there is a need for a separate Ordinance or Resolution setting out how the City will allocate their portion of the revenue. Attorney Gillenwater explained the reason for an interlocal agreement rather than an Ordinance is that one of the problems with dividing the money is that the City has to receive something in return for money distributed. He pointed out the areas in the agreement that make these provisions. If the Ordinance form is used he feels the PAGE 2 SEPTEMBER 16~ 1993 City will have a problem with the State Board of Accounts in distributing the money. Also an Ordinance may be revoked at any time~ therefore the contract may offer more confidence to those in the County. Attorney Gillenwater feels the interlocal agreement is the safest and best way.
