Mayor Parker presented the minutes of the meetings of

discussion, Councilperson Wolpert made the motion to approve the

Clerk and Treasurer Spencer announced this as a public
hearing for Ordinance No~ 93-0R-9, An Ordinance Of Additional
Appropriation. The passage of this Ordinance will provide the funds
to coinscide with the Salary Ordinance. Councilperson Wilder made the
motion to suspend the rules for Ordinance No. 93-0R-9~ excluding the
Elected Officials, seconded by Councilperson Frantz and
unanimously. Councilperson Wilder then made the motion to
all three readings~ Ordinance No. 93-0R-9 excluding the

Attorney Gillenwater has completed a draft of a blasting
Ordinance and had it delivered to each Councilperson. Councilperson

is working with the Quarry and reporting results of the blasts. Mr.
Mockabee's neighbors agree the blasts are down in Woodhave. He then
made mention to a letter in the newspaper referring to the situtaiton
as a "joke". Mr. Mockabee explained this is not a "joke" and he did
call the author of the letter. Several Councilpersons stated concerns
regarding various sections of the draft. State and Federal

(Animal Shelter). Councilperson Clapp made the motion to suspend the
rules for Ordinance No. 9B-OR-lO, seconded by Councilperson Williams
and carried unanimously. Councilperson Clapp then made the motion to
pass Ordinance No. 93-0R-10 on all three readings, seconded by
Councilperson Williams, passing on the following roll call vote:

threatened, however he would like to offer $1,000 for a promise not to
sue. Attorney Gillenwater believes it to be morally and ethically
correct to make this offer. This amount is below the City deductable
amount. It is anticipated this volunteer will require more surgery.
Following all discussion, Councilperson Clapp made the motion to pay

pass Ordinance No. 9B-OR-11 on the first and second readings,
seconded by Councilperson Williams and carried unanimously. It was

the volunteer $600 from the Council promotion fund and $600 from the
Mayor's promotion fund, and carried unanimously. The personnel office
does have waiver forms for volunteers.

Councilperson Williams feels a need for committee workshops
for~'future funding of projects. Following discussion it was decided
to meet February 80, 1993 and February 87~ 1993 at 9:00 A.M. in the
Mayor's Conference Room for a Goals and Objectives Workshop. Clerk
and Treasurer Spencer will make the proper notifications.
Councilperson Williams also congratulates the Street Department.
Councilperson Stem]er supports Councilperson Williams for
the workshops.
Mr. Jim Palmer questioned if salaries will be taken into
consideration during the workshops as he is the Union President. Mr.
Palmer was told they would not be discussed at this time.
There being no further business to come before the Council~
Councilperson Stemler moved to adjourn at 8:45 o'clock P.M. seconded
by Councilperson Williams and unanimoSsly carried.
