HomeMy WebLinkAboutWorkshop December 15, 2014JEFFERSONVILLE CITY COUNCIL WORKSHOP Monday, december 15, 2014 Council Chambers The Common Council of the City of Jeffersonville met in a workshop on Monday, 'December 15, 2014. Council President Julius called the meeting to order at 6:31PM and members present were: Councilperson Smith, Councilperson Zastawny, Councilperson Sellers, Councilperson Payne, Council Vice President Gill, Councilperson Glover, Councilperson Samuel. Councilperson Owen was absent. Also present: Council Attorney Scott Lewis and City Clerk Vicki Conlin Police Department Renovations President Julius presented a map with the proposed renovations. President Julius stated that he asked Mayor Moore to bring back City Engineer Andy Crouch to City Hall explaining that he felt it was important to get everyone under one roof_ President Julius stated after speaking to some of the Council members, they said that they were not in favor of having the Police break room turned into an exercise room or to build some additional restrooms. President Julius stated that there are already restrooms in the Police Department as well as on the first floor in the hallway. Councilperson Glover asked where the money for the renovations were coming from and President Julius stated that there is $200,000 left in the new Police Station bonds that Council asked to have available for renovations and Redevelopment is paying for that. Ms. Conlin stated that she needs three offices — one for Jamie, Candy and herself_ Jen will stay in City Court for the rest of 2015 and then decide on an office for her after that time. Ms. Conlin explained that the proposed plan has her walking long distances to get to her staff and doesn't feel that is practical_ Also, the staff has been placed in an open area that has no dividing walls or privacy. Ms. Conlin also pointed out that there currently are no plans on the map for storage for the Clerk's Office. Councilperson Glover asked Ms. Conlin if she would be willing to move to the Council offices on the third floor and Ms_ Conlin stated that she feels that the Council and the Clerk offices need to be in close proximity because they work so closely together_ Councilperson Samuel stated that he didn't feel that it sent a very good message to have a fitness center in City Hall_ President Julius stated that he told Mayor Moore that he wasn't in support of the fitness center, but the Mayor explained to him that they could get a discount on insurance. President Julius told the Mayor he had never heard of that, but would verify with Kim Calabro in Human Resources and Ms. Calabro told him that you can't get a discount. Councilperson Smith asked if it was necessary for the Council to have offices and suggested a common area for the Council members. Councilperson Sellers stated that she doesn't know how big the offices are on the first floor, but has no problem sharing an office as she has done in the past with Councilperson Payne. Councilperson Glover questioned how much say is Council going to have in it anyway. Ms. Conlin stated that she wants to be flexible and easy to work with, but also needs for her office to be functional and they require offices that are quiet in order to type minutes. The area that is proposed on the map is near a hallway that could be very noisy. Attorney Scott Lewis explained that by state statute, it is Council's responsibility to determine the location of the City Clerk Offices. Councilperson Smith stated that they need to have a walk-thru of the offices and explained that if you want to use the existing walls, that's fine, but since they're not low bearing your options are open to take one office and make it two, if Council has a say. After discussion, Council decided that a few members should accompany Ms. Conlin in a meeting with the Mayor regarding her office space concerns. President Julius, Vice President Gill and Councilperson Sellers agreed to accompany her.
