CITY OF JEFFERSONVILLE COMMON COUNCIL
ORDINANCE NO. 2000-OR~'..~
AN ORDINANCE ESTABLISHING A NON-REVERTING FUND TO HOLD
MONIES TO BE USED AT THE INDIVIDUAL DISCRETION OF EACH
COUNCIL MEMBER FOR PROJECT IMPROVEMENT USE
WHEREAS, the Common Council of the City of Jeffersonville, Indiana, may adopt an
ordinance allowing money to be disbursed for lawful City purp?ses pursuant to I.C. 36-4-8-14; and
WHEREAS, the Common Council of the City of Jeffersonville recognizes that each
individual Council Member has a specific constituency basis that it is responsible for representing in
the legislative body; and
WHEREAS, repair projects and improvement projects occasionally arise where the
individual Council Member's assistance is requested by his/her c6ntinuants; and
WHEREAS, the Common Council of the City of Jeffersonville seeks to provide its members
with the unilateral ability to provide such assistance without requiring individual project approval by
the Common Council; and
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
Jeffersonville, Indiana, that it hereby establishes a non-reverting fund for the purpose of receiving
and holding monies appropriated by budget, pursuant to this ordinance;
BE IT FURTHER ORDAINED that the Common Council of City of Jeffersonville,
Indiana, shall appropriate the sum of Five Thousand Dollars ($5,000.00) per Council Member to this
non-reverting fund for the purpose of being utilized by individual Council Member discretion on
improvement projects within the Council Member's district; beautification projects within the
Cotmcil Member's district; or any other project that benefits the citizens of the City of Jeffersonville
as a whole;
BE IT FURTHER ORDAINED that these monies shall not be utilized for the benefit of any
individual group's activities that do not serve the above-described requirements of this ordinance;
BE IT FURTHER ORDAINED that any expenditure from this non-reverting fund by an
individual Council Member shall be fully documented and accounted for with the Clerk-Treasurer of
the City of Jeffersonville;
BE IT FURTHER ORDAINED that the provisions of all other ordinances in conflict with
the provisions hereof are of no further force and effect and are hereby repealed;
BE IT FURTHER ORDAINED that if any part of this ordinance shall be held invalid, such
part shall be deemed severable and the invalidity thereof shalI not affect the remaining parts of this
ordinance;
BE IT FURTHER ORDAINED that the provisions set forth in this ordinance shall become
and remain in full force and effect and until its repeal by ordinance, following the date of its passage
and adoption upon its signature by the executive in the manner prescribed by I.C. 36-5-2-10(a).
