HomeMy WebLinkAboutDec 4, 2013 .........- __.......... _ MINUTES OF THE BOARD OF PUBLIC WORKS OF THE CITY OF JEFFERSONVILLE, INDIANA December 4, 2013 Mayor Moore called the meeting to order at 9:32am and on the call of roll were Councilperson Bryan Glover and Public Works Coordinator Rick Lovan. Also present: HR Director Kim Calabro, P &Z Director Shane Corbin, Controller Amy Deering, IT Director Matt Dyer, Police Chief Chris Grimm, Fire Chief Eric Hedrick; Corporate Attorney Les Merkley, Street Commissioner Clark Miles, Parks Superintendent Paul Northam, Building Commissioner Russ Segraves, Executive Assistant Judith VanGilder, UEZ Director Kelly Phillips, Safety Director Amir Mousavi, Grant Writer DeLynn Rutherford, Vehicle Maintenance Director Bubby Vissing, Redevelopment Director Rob Waiz, Administrative Assistant Candy Stewart. Councilperson Glover made a motion to APPROVE the November 27, 2013, minutes with Mr. Lovan seconding, PASSING on a vote of 3 -0. Approval of Payroll - None OLD BUSINESS: None NEW BUSINESS: 1. Jerry Rauck — Renewal for Property and Casualty Insurance and Workers Comp: Mr. Rauck came before the board to request approval to renew the insurance with Travelers. Mr. Rauck stated that the renewal premium has dropped approximately $21,000 overall due to the experience modifier improving significantly over the last couple of years. Mr. Merkley stated that the city has added cyber liability insurance to the renewal and will be increasing the coverage next year. Councilperson Glover asked about the status of items that were discussed in the past that were insured and shouldn't have been. Safety Director Mousavi stated that they have been doing a lot of asset management and have brought everything up -to -date. Mr. Lovan made a motion to APPROVE the renewal of the property and casualty insurance with Travelers Insurance with Councilperson Glover seconding PASSING on a vote of 3 -0. 2. Chuck Deaton — Closing of Utica - Sellersburg Road (Railroad): Mr. Deaton with CSX came before the board to request approval of road closures to tear out the railroad on Utica - S'Burg Road and then replace it with a concrete crossing and asphalt. Mr. Deaton stated that the work will begin next Tuesday at 7:OOam and reopen next Thursday at 4:OOpm. Mayor Moore asked that the residents in the area be informed of the closing and Mr. Deaton stated that he will put up advance road closure signs at Hwy. 62 and Utica - S'Burg, the crossings and Shungate Road. Councilperson Glover recommended that a sign also be placed at Charlestown -New Albany Pike. Mr. Deaton stated that he can put up as many signs as the board would like. Mr. Crouch informed the board that he will be contacting the people at Keystone to plan an alternate route for the big trucks to take while this work is being completed. Mr. Lovan made a motion to APPROVE the street closures with Councilperson Glover seconding, PASSING on a vote of 3 -0. 3. Mike Moore — "No Parking" Signs at Graham Street: Mayor Moore requested Street Commissioner Miles place two "No Parking" signs on Graham Street on the west side across from the cemetery between Court and Eighth. Mayor Moore explained that residents have complained that turning onto the street is difficult when cars are parked there due to the cemetery retaining wall. Mayor Moore stated that maybe the "No Parking" signs might help eliminate the problem. 4. Les Merkley: Mr. Merkley stated that at last night's BZA meeting, the board decided to allow a fence that was in place at the corner of Mallard Run and Muscovy Way to remain there with some slight modifications; however, at a neighborhood meeting they discussed making that a three -way stop. Mr. Merkley stated that the BZA has asked that the BPW determine if a three - way stop at that intersection is warranted. Mr. Crouch stated that he doesn't feel that a three - way is needed. Mr. Lovan stated that the board will I look into it and then return to the BPW with their findings in order to make a decision. 5. Mike Moore — Complaints from Residents Concerning the Quarry: Mayor Moore stated that the city is getting a lot of complaints from the residents near the quarry about the noise, dust, dirt and rock that they are creating. Mayor Moore spoke to Mason and he offered to have a water truck spray the roads once a day, but stated that they can't do it without police presence to protect the workers while they clean. Chief Hedrick stated that the area to be cleaned would be from Quarry Road up to approximately Eastern Parkway. Chief Hedrick warned that jet spraying the roads with water will clean the roads, but cause the debris of rock and dirt to go into yards, driveways and mailboxes as well as the city sewers. Mayor Moore asked Chief Hedrick and Mr. Crouch to come up with a solution to the problem immediately.
