Monday November 18th, 2013

The Common Council of the City of Jeffersonville met in a workshop on Monday November 18,
2013. Council President Sellers called the meeting to order at 6:02 P.M. and on the roll call
members present was: Councilperson Samuel, Councilperson Julius, Councilperson Gill,
Councilperson Julius, Councilperson Owen, Councilperson Glover, and Councilperson Zastawny.
Absent: Councilpersons Payne and Smith.
Also present was Scott Lewis, Les Merkley, and Vicki Conlin.
ProMedia
The Council met in a workshop to discuss the ProMedia contract and how much they are willing
to spend yearly for their services. Council President Sellers stated the total amount for the year
is about $54,000, but the council can decide to cut specific services from the contract.
Councilperson Gill spoke up about concerns for the Facebook page and why it costs $1,500 a
month to run it.
Councilperson Samuel stated he believes that is based on 18 hours per month dedicated to
social media.
Councilperson Julius agreed with the concern over the amount for the social media section of
the contract and stated he supports the website hosting.
Councilperson Glover stated that ProMedia does put time into going to all the events and
taking pictures.
Councilperson Owen stated that having a contract company run a Facebook page keeps it more
of a third party versus a communications employee who works for the Mayor.
Councilperson Zastawny stated that he liked the communications aspect of the city better with
an employee based around the fact that they are always in the building.
Councilperson Samuel agreed with Councilperson Zastawny.
Councilperson Glover stated that the situation "boils" down to whether the council wants an
employee or a contracted company.
Councilperson Owen challenged that that person would be working for the Mayor whereas a
company like ProMedia is a third party. Councilperson Owen stated he didn't feel like he could
make a decision about an employee without a job description or details of the job and
qualifications and the pay.
Councilperson Zastawny stressed that the person would have to be qualified properly.
Councilperson Glover suggested just cutting out the VNR from the ProMedia contract to lower
the yearly amount to $32,000.
Councilperson Samuel made a motion to move back to having a full time Communication
Director with Councilperson Julius seconding, PASSING on a vote of 4-3. Roll Call vote was as

from the contract to bring the 2014 contract amount down to $32,000 contingent on the
council seeing the amended contract before BPW approval. Counciiperson Zastawny seconded
and the motion PASSES on a vote of 6-1 with Counciiperson Julius seconding.
