General Scope of Services
Webster Environmental Associates, Inc. (WEA) will be responsible for providing
Services During Construction related to the construction of an odor control system at the
Tenth Street Pump Station and the Downtown Wastewater Treatment Plant Headworks.
Detailed Scope of Services
• WEA will facilitate a pre - construction meeting between the Contractor, Engineer, and
Owner. WEA will prepare agenda, facilitate meeting, and distribute minutes.
• WEA will facilitate up to nine (9) monthly progress meetings during construction of
the project. WEA will prepare meeting agendas, facilitate meetings, and distribute
minutes.
• WEA will provide general consulting services to the City as needed related to the
construction of the project.
• WEA will review all shop drawing and O &M manual submittals for the odor control
systems. WEA will utilize electrical and structural sub - consultants as necessary.
• WEA will assist the City in preparation of responses to Contractor questions during
construction.
• WEA will review and comment on potential change orders.
• WEA will prepare an Operation and Maintenance Manual for the biofilter and deliver
six (6) copies to the City.
• WEA will witness the odor control system check -out, start-up, and conduct
performance testing. Two (2) -three (3) day site visits are included in this task.
Cost Proposal
WEA will perform the above described Scope of Work for the following Time and
Materials amount, Not To Exceed $65,000.

below the existing ground surface.
You stated that the project included a proposed force mai and
sanitary sewer, beginning at
Hertsch Road at the entrance to the Arctic Springs Subdivision. The alignment extends east""
along Utica Pike to Ewing Lane, where it turns north and runs to Eighth Street. A stall : o i

Street to the location of an existing sewer west of the floodwall on the west side of th e

It is our intent to conduct a subsurface exploration in order to obtain information about the soil L
and groundwater conditions at the site of the proposed sewer alignment.

Appropriate permits will be obtained to drill within the right -of -way, and appropriate traffic M m
control will be employed.
At the time of the exploration, a track - mounted ATV drill rig will be mobilized to the project
site. (Weather conditions may delay mobilization during periods of prolonged precipitation). The
drill rig apparatus will be used to advance a total of 21 borings and 6 rock soundings to depths

specified by you totaling 305 feet. Five of those borings will be converted to wells to
allow
groundwater measurements. If boring information varies significantly, additional borings and soundings will be advanced. If rock is encountered in any of the borings/soundings, ad g
soundings will be conducted at 100 -foot intervals. These additional soundings will not be started
without your prior approval.
Standard penetration testing will he performed at the ground surface and at depths

Groundwater levels will be recorded at boring termination in all of the borings and in the wells
within 48 hours. If, at any time during field activities, unanticipated subsurface conditions that
could lead to significant design or construction difficulties are encountered, you will be notified.
After field testing is complete, the subsurface information will be reviewed and evaluated and a
report of our findings will be issued. The report will include:
-a description of the exploratory methods used
- descriptions of subsurface conditions encountered
-a summary of published geologic information
- preliminary sewer design recommendations, including:
-sewer bearing and lateral earth pressure design
parameters
- groundwater conditions and implications for design
- construction considerations, including:
- backfill placement
- drainage
- excavation shoring and stability
- groundwater considerations

If; at any time during the project, unexpected or unusual conditions or information are identified,
the scope of work will be reviewed to confirm that it is still appropriate and adequate. q If

FEE ESTIMATE
The scope of work provided in this proposal can be performed for the lump sum fee of
$ 17,385.00 (seventeen thousand three hundred eighty five dollars). Our fee is based on one drill
rig mobilization, and a total of not more than 175 feet of soil test drilling, 53 feet of rock
soundings, and 77 feet of well installation. If rock is encountered, additional rock soundings will
be performed at 100 -foot intervals for a price of $1 0.00 /foot.
No additional fees will be incurred without your prior approval. If, at the client's request, at any and � y
