OF THE CITY OF JEFFERSONVILLE, INDIANA
September 4, 2013
Mayor Moore called the meeting to order at 9:33am and on the call of roll were Councilperson Glover
and Rick Lovan.
Also present: Animal Shelter Director Charlie Heavrin, Fire Chief Eric Hedrick, Storm Coordinator Deb
Ashack, Police Chief Chris Grimm, Human Resources Director Kim Calabro, Safety Director Amir Mousavi,
Street Commissioner Clark Miles, Corporate Attorney Les Merkley, Vehicle Maintenance Director Bubby
Vissing, City Engineer Andy Crouch, Assistant City Engineer Bill Dixon, Storm Coordinator Deb Ashack,
Planning and Zoning Director Shane Corbin, Utility Billing Manager Elisha Dale, Building Commissioner
Russ Segraves, UEZ Director Kelly Phillips, Executive Assistant Judith VanGilder, Administrative Assistant
Candy Stewart.
Councilperson Glover made a motion to APPROVE the August 28, 2013, minutes with Mr. Lovan
seconding, PASSING on a vote of 3 -0.
Mr. Lovan made a motion to APPROVE payroll with Councilperson Glover seconding, PASSING on a vote
of 3 -0.
OLD BUSINESS:
1. Rick Lovan for Becky Bundy — Is City Responsible for Sidewalks: Mr. Lovan stated that Ms.
Bundy asked on behalf of one of her relatives if the city was responsible for repairing the
sidewalks in the annexed area. Mr. Lovan requested checking out 820 Higgins Drive to see if that
is a 50/50 split or if it is something that is our problem. Mr. Lovan stated that he will follow up
with them,
NEW BUSINESS:
1. Rick Lovan for Vern Eswine — Request for Sign Across Court Avenue: Mr. Lovan explained that
Mr. Eswine, who is with the Grassroots Coalition, wants to put a sign across Court Avenue as
they have been allowed to do in the past. Mr. Lovan stated that we will have to approve the
signs wording, but it is announcing an event. Councilperson Glover asked if we knew what the
sign says and Mr. Lovan stated that we will know before it goes up. Mayor Moore stated that he
would expect the BPW to be able to reserve the right to approve the wording before signs go
up. Mr. Lovan made a motion to APPROVE the sign contingent upon review with Councilperson
Glover seconding, PASSING on a vote of 3 -0.
2. Planning & Zoning — House on Maple Street Damaged by Fire: Mr. Corbin stated that the house
on Maple Street burned on August 4 th and notice was sent to the property owner that the
unsafe structure needs to be demolished. Ms. Mildred Stanton is the property owner and is
asking the board for more time to investigate the fire. Ms. Stanton stated that she has hired an
attorney, Rick Fox, and they are going to hire their own investigator to investigate the fire. Mr.
Merkley asked Ms. Stanton if this was due to a dispute with the insurance company and Ms.
Stanton stated yes. Chief Hedrick stated that he had his Chief Fire Marshall, Mike McCutcheon,
go by and take a look at the property and found the house to be a public safety risk. Neighbor
Melissa Speck, who lives at 309 Maple, spoke to the board and requested that the house be torn
down as soon as possible because it is a risk to the neighborhood. Mr. Merkley suggested
tabling the issue until next week's BPW meeting to allow him time to call Ms. Stanton's attorney
Rick Fox. Mayor Moore stated that if the board decides next Wednesday at the BPW meeting to
take down the home, he wants P &Z to have measures ready to demolish it. Mr. Lovan made a
motion to TABLE this action until next week with Councilperson Glover seconding, PASSING on a
vote of 3 -0.
3. Tony Burns — Handicap Sign Request: Mr. Burns came before the board to request a handicap
parking sign in front of his home at 621 E. Maple Street. Mayor Moore asked Mr. Burns to please
do him a favor and not put his boat out there where he will get calls from the other neighbors
complaining. Mr. Burns agreed to the request. Mr. Lovan made a motion to APPROVE placing a
handicap parking sign in front of 621 E. Maple Street with Councilperson Glover seconding,
PASSING on a vote of 3 -0.
ADJOURNMENT:
Mr. Lovan made a motion to adjourn at 9:44am with Councilperson Glover seconding, PASSING
unanimously.
